MINUTES
CALL MEETING TO ORDER:
Chairman Brian Phelps convened the Regular Meeting of the Parks & Recreation
Advisory Committee at 4:15 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Committee Member Cheri Freund
ROLL CALL:
Present: Committee Members Freund, Reagan; Vice-Chair Firnkoess and;
Chairman Phelps
Absent: Committee Members Rivera
Staff: City Clerk, Debra Thomas
1. Approve June 10, 2021, Regular Meeting Minutes
Committee Vice-Chair Firnkoess moved, with a second from Committee Member
Reagan to approve the June 10, 2021, Regular Meeting Minutes.
Ayes: Committee Members Freund, Reagan; Vice-Chair Firnkoess;
Chairman Phelps
Absent: Committee Members Rivera
2. Public Comments

3. Discussion:
a. Budget Requests
Pilot Program —Water Bottle Filling Station at Richard Rollins Park
City Clerk Thomas suggested that the Pilot Program for the Water Bottle
Filling Station be installed at Richard Rollins Parks.
Committee Member Reagan expressed his desire to have the Committee be
the ones to determine which order 'items from the Committee's budget
requests are installed.
After discussion, the Committee determined the following:
1. Pilot Program for the Water Bottle Filling Station and Bicycle Rack
installation at all City Parks could be installed relatively quickly and
immediately.
2. Additional Fencing installed at Veteran's Freedom Park
3. Poured-in-Place Rubberized Playground —TJ Austin Park
Vice-Chair Firnkoess moved, with a second from Committee Member
Reagan to approve the installation order of the Committee's Budget
Requests

Absent: Committee Members Rivera
b. Public Hearing/Public Outreach
Skatepark
The Committee confirmed that the Public Skatepark Workshop Discussion
will be held on August 12, 2021, at 6:30 p.m. at the City Hall Community
Room.
The Committee requested that a flyer be created and placed on the City's
Website, Facebook, and Channel 3. The Committee also requested that
posters be placed in the kiosks located throughout the City. Vice-Chair
Firnkoess requested that she receive a copy of the flyer to place at the
schools.

4. Committee Member Comments
Committee Member Freund suggested that the Little League be invited to
participate in the City's review and design of the additional fencing surrounding
the baseball fields that the City Council approved.
Vice-Chair Firnkoess requested that staff send her a copy of the City's year
events lists.

6. Adjournment
Chairman Phelps adjourned the Regular Meeting. of the Parks .& Recreation
Advisory Committee at 5:30 p.m.
