11/17/1988 - CITY COUNCIL MINUTES REGULAR MEETING - NOVEMBER 17, 1988 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on November 17, 1988, at 6:00 p.m. PRESENT: Byron Matteson , Mayor 'Barbara Pfennighausen, Mayor Pro Tem Hugh J. Grant, Councilmember Dennis Evans , Councilmember Jim Singley, Councilmember Thomas J. Schwab, City Manager/Finance Director Randy Anstine, Assistant City Manager David Sawyer, Community Development Director Juanita Brown , Deputy City Clerk John Harper, City Attorney Joe Kicak, City Engineer ABSENT: None The meeting was opened with invocation by Mr. Dick Rollins, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council at 6: 10 p.m. ITEMS TO DELETE None. SPECIAL PRESENTATION 5A-3. Presentation of Awards for Poster Contest. r Sharon Korgan presented awards for the Poster/Essay Contest. Several essays were read by the students. She reported that several Grand Terrace businesses donated awards to the students. CONSENT CALENDAR CC-88-204 MOTION BY MAYOR PRO TEM PFENNIGHAUSEN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the remainder of the Consent Calendar. lA. APPROVE OCTOBER 27, 1988 MINUTES r PUBLIC PARTICIPATION Dick Rollins, 22700 DeBerry, G.T. , shared his future plans and expressed his feelings and hopes regarding the new City Council . He commended and commented on his helicopter ride with Councilmember Singley. Elizabeth Evans, 22064 DeBerry, G.T. , Councilmember Evans ' daughter expressed her feelings regarding how proud she was of her dad and the honest campaign he ran. Mayor Pro Tem Pfennighausen, as a private citizen, addressed citizen issues, as opposed to legislative matters, during the recent election campaign regarding questionable tactics used by certain candidates. She stated that she will continue to serve the community and will run` for re-election in 1990. She expressed her feelings regarding Councilmember Evans stating that he was a dedicated public servant who served the community well and was dedicated to keeping Grand Terrace a quality residential community. She showed a folder of what she called the worst campaign literature she has seen and showed Code of Fair Campaign Practices forms signed by Mayor Matteson, Huge Grant and Gene Carlstrom. She read a portion of what the form says regarding character defamation; whispering campaigns or libel slander and stated that she would leave it up to the residents of the City as to whether the candidates lived up to what they signed. She showed campaign literature, which she strongly disputed, regarding the voting record on the apartment issue and her citizen service. Since there was no more public participation, Mayor Matteson returned back to Council . Councilmember Singley commended Ms. Evans for exercising her civil -civic right and having the courage to stand-up and defend her father. He - shared his feelings regarding the system that we have in the United States, and our choice to vote. Council Minutes - 11/17/88 Page 2 ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural activities Committee Council accepted the Minutes of September 12, 1988. 2. Crime Prevention Committee Council accepted the Minutes of September 21,. 1988. 5B. Council Reports Councilmember Evans, thanked his family, those who helped him in his campaign , the people in the community who supported him and. his daughter for having the courage of standing up for what she believed in. He commented on amazing transformation that has taken place among certain Councilmembers since 1982 to present regarding apartment issues. He stated that he is leaving knowing that he ran a clean and honorable campaign addressing only critical issues to our community and did not resort to circulating distortions or lies to get votes. He stated that he hoped that in future elections that anyone who signs the Fair Campaign Practice Form will have the honor to stick by that signature. Councilmember Grant, reported that he attended the Local Agency Formation Commission meeting November 16, 1988. He reported that Mrs. JoAnn Fields expressed some concerns of impeding vision to the right where the postal service box is located at the intersection of Brentwood and Mt. Vernon. He requested the City Manager to check with the postal service to see if that box could be moved forward or backward. Regarding the south, he requested Staff examine that location in terms of 'traffic coming up, indicating feeling there will be a problem with traffic as traffic on Mt. Vernon increases. He commended the poster contest students. Mayor Pro Tem Pfennighausen, addressed and cleared up the following issues brought out by Councilmember Grant regarding the voting record: apartments, parkland, moving of mobile home parks, private meetings with the General Plan Consultants, Omnitrans bus service in Grand Terrace; Reward Program ' 'regdrdi'ng' 'graffitti ; issue of a new high school in Grand- Terrace; tire burning plant, trash incinerator plant; Phase I and II of Forest City Dillion Project; supporting of volunteers in the community and voting as a block and a I large sports complex park. Council Minutes - 11/17/88 Page 3 Mayor Matteson reported that the Emergency Operations Committee sent out a earthquake preparedness pamphlet with valuable information in it to all the residents in : Grand Terrace. - UNFINISHED BUSINESS 6A. Ratification of Escrow Document for Parkland City Manager Schwab gave an overview and update on the Robert ' s parcel . Mayor Matteson explained that the reason for the change was it put the City in a better position financially, indicating it is to our advantage to have the owner carry the paper. CC-88-205 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER GRANT, to ratify the procedure of the document. Mayor Pro Tem Pfennighausen stated that she will not vote in favor of ratification of something that she did not approve of in the beginning and felt it is interesting to note that a new member of the City Council is going to be taking a seat that has specific information as to the value ,of this property and it distressing to her that he has not made any effort to come forward at anytime to let the City know that they were being ripped off to the tune of $150,000.00. Motion CC-88-205 carried 3-2, with Councilmember Evans and Mayor Pro Tem Pfennighausen voting NOE. 6B. Continuance of the General Plan Mayor Matteson explained that he asked this to be continued because of the two new Councilmembers stating that he would like to have a workshop held so that those tw(:r new Councilmembers can be brought up-to-date on the plan , because any decisions made they will have to answer to them for the next few years.` Therefore, I have asked for it to be continued until December 8, 1988. City Manager Schwab explained that we need a motion if that carries. CC-88-206 MOTION BY MAYOR PRO TEM PFENNIGHAUSEN, SECOND BY MAYOR MATTESON, to continue the General Plan until December 8, 1988. Council Minutes - 11/17/88 Page 4 Councilmember" Evans stated in light of the time lapse between the public hearing are you going to send out public notices with special emphasis to Inland Lumber, Mr. Green , Wi1dan ._P.ump, Southern California Edison and all the property owners on the southwest side of the City other than the standard notice in the newspaper? City Manager Schwab replied that he had planned to send a letter to Mr. Green because of the specific impact of his property, but was not planning on sending any other notification unless Council wants Staff to. Councilmember Evans expressed concern of what 's going to happen in the southwest side of the community with the block that has been established and felt it was only fair that everybody that lives. down there should have personal notification as to what is going to take place so they can give their input. He did not feel the two new Councilmembers were going to go back and read all of the input over the last year and a half. City Manager Schwab stated when you say all of the. people down there, everybody . . . . . Councilmember_ Evans replied south of Barton Road, west of Michigan to Main Street. CC-88-207 MOTION BY COUNCILMEMBER EVANS, SECOND BY MAYOR PRO TEM PFENNIGHAUSEN, to send notification to everyone concerned south of Barton Road , west of Michigan to Main Street. Mayor Matteson stated that the motion is out of order, there is a motion already on the floor to continue the plan to December 8, 1988. Motion CC-88-206 Carried 5-0 to continue the General Plan to December 8, 1988. Councilmember Evans re-stated his motion , second concurred. r Councilmember Singley asked what did the notification entail . Councilmember Evans explained that he wants the people notified personally. Motion CC-88-207 carried 5-0, to send notification to everyone south of Barton Road, west of Michigan to Main Street. No Parking Designation on LaPaix Street ., -- Assistant City Manager Anstine stated that Staff is requesting that Council give consideration and approval to authorizing the 22,000 block of LaPaix Street running east and west on both sides for approximately 625 ft. long, 22 ft. wide as a No Parking area. This request initially came to Staff from our fire department who had concerns about vehicles parking on both sides of the street and that neither -a rescue unit or fire engine could adequately or safely get through that particular block. Staff- did go out and investigate it and that is a definite fact. Mayor Matteson questioned the development of the property across the street. Assistant City Manager Anstine replied that presently no homes face that street, the individuals who reside on Stonewood and Reed are currently using it to park their vehicles. Mayor Matteson asked if the residents on both corners have been addressed of the situation? Assistant City Manager Anstine replied, yes they have. Mayor Matteson inquired if they had any problems with that? Assistant City Manager Anstine replied, not to his knowledge. . He asked City Manager Schwab if he received any feedback. City Manager Schwab replied he did not recall that . . . , asking Assistant City Manager Anstine if he notified them personally. Assistant City Manager Anstine indicating checking to see if they were notified. City Manager Schwab felt they were not notified and did not see it as a problem because if it was the only place they could park their cars, it is basically a side street to each one of those homes. They still have probably 85 ft. in front of their homes where they could park. He stated t-here is one individual who parks on LaPaix, but he will just have to park it on Stonewood. Council Minutes - 11/17/88 Page 6 CC-88-208 MOTION BY MAYOR PRO TEM PFENNIGHAUSEN, SECOND BY MAYOR MATTESON, CARRIED 5-0, to establish a NO PARKING area on LaPaix Street. City Manager Schwab—stated,. that he will send a letter to each individual that is affected by that parking to let them know the decision and the basis for it. 7B. Budget Appropriation for State Grant Assistant City Manager Anstine read his staff report and requested City Council to approve an appropriation of $27,000.00 to be earmarked for the rehabilitation of park facilities at Terrace Hills Community Park. CC-88-209 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM PFENNIGHAUSEN, CARRIED 5-0, to approve budget appropriation for State Grant. Mayor Matteson introduced the new City Councilmember. Mayor Pro Tem Pfennighausen shared her feelings regarding permanently displaying the Sister-City Plate for all citizens in Grand Terrace to be able to see. Mayor Matteson requested that the Committee be notified that this has been brought up. He asked if business other than installation of the new Councilmember will take place at the City Council meeting on November 30, 1988? City Manager Schwab replied there was a possibility of having a standard claim rejection.
