REGULAR COUNCIL MEETING - OCTOBER 239 1997
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on October 23, 1997 at 6:00 p.m.

The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day
Adventist Church followed by the Pledge of Allegiance led by Mayor Pro Tem. Buchanan.
SPECIAL PRESENTATIONS
2A. Red Ribbon Week - Tanya Cahill
Tanya Cahill Community Services Officer, announced that'red ribbon week began on
Thursday, October 23, 1997 and presented the Council with red ribbons.and snap
bracelets that were given out at the schools,in Grand Terrace.
2B. Recycling Family of the Month:
Mayor Matteson announced that Ms. Janet Wilson and Family are the recipients of the
Recycling Family of the Month Award for September 1997 and of the local merchant gift
certificates from Domino's Pizza, Food Connection Restaurant, Stater Brother's Market,.
and Grand Heritage Cleaners.

Barbara Pfennighausen, 22111 Ladera Street, Thanked staff for fixing-the hole in the
street.
Dick Rollins, reported that he attended the "Stranger Danger" Program and felt that it
was an outstanding program.

HII.KEY WAS ABSENT), to accept the September 8, 1997 Minutes of the Crime
Prevention Committee.
5B. Council Reports
Mayor Matteson, reported that the following events will be taking place: Women's Club
prayer brunch on November 19, 1997 at 10:00 a.m., Annual Halloween Haunt on
October 31, 1997 from 5:00 p.m. to 8:00 p.m. at Pico Park, Country Fair on November
1, 1997 from 9:00 to 3:00 p.m. at the Community Center, and on December 11, 1997
the City Birthday Party will be held.
Mayor Pro TernBuchanan, reported that Saturday, October 25 is Make-A-Difference-
Day and Community Clean Up/Free Dump Day.
Councilmember Garcia, reported that she will be a judge at the Country Fair and is
looking forward to it. She commended the City Clerk's Department along with City
Staff for a wonderful Volunteer Picnic and thanked all of the volunteers for their
dedication and time. _She also reported that the first organizing meeting for the Grand
Terrace Garden Club was held and that there was a tremendous turnout. She stated that
the first official meeting will be held on January 21, 1998 from 3:00 p.m. to 5:00 p.m. r
Councilmember Singley, reported that Council attended the League of California Cities
Conference and felt that is was very informative. He also reported that he attended the

`3 Volunteer Appreciation Picnic and thanked the volunteers for all,of their time and effort.
PUBLIC HEARINGS
6A. An Ordinance of the City of Grand Terrace; California. Adding Chapter 3.28 of
the City of Grand Terrace Municipal Code Establishing a.Cost Recovery System
for Booking Fee Collections
Mayor Matteson opened discussion to the public, there-being none, he returned
discussion to Council.
CC-97-155 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO
TEM BUCHANAN, .CARRIED 4-0-1-0 (COUNCILMEMBER HELKEY WAS
ABSENT), to approve the first reading of an Ordinance of the City of Grand
Terrace, California, Adding Chapter 3.28 of the City of Grand Terrace Municipal
Code Establishing a cost recovery System for Booking Fee Collection.

r 8A. Code Enforcement Promam Update
Assistant City Manager Donlevy, gave an update on the Code Enforcement Program
outlining their progress, direction and goals. He introduced Julie Hernandez, Code
Enforcement Officer to the Council.
8B. Twentieth Anniversary Celebration
CC-97-156 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER
H[LKEY WAS ABSENT), to appropriate not to exceed $1,000 for the
development of graphics and art work related to the promotion of Grand Terrace,
implementing the recommendation of the General Plan Task Force, in connection
with the 20th Anniversary Celebration and direct staff to establish a 20th
Anniversary Trust Fund to hold donations to help sponsor the 20th Anniversary
Events.
8C. Schedule November and December City Council Meetings

CRA/City Council Meeting which is scheduled to be held on Monday,'November 17, 1997 at
