A. Historical and Cultural Activities Committee Update, Priorities and Plans for 2013
Pauline Grant, Chairman Historical and Cultural Activities Committee
Gave an overview of the events that the Historical and Cultural Activities hold throughout the year. She
announced that the Art Show will be held on May 5, 2013, the Country Fair will be held on November 2,
2013 and the City Anniversary Pot -Luck Dinner celebration will be held in December. They tend to
matters concerning the history of Grand Terrace collecting photos, clippings from newspapers and
magazines. Interviews have also been held of many old-time residents regarding the history of Grand
Terrace.
Council requested the following of the committee with regard to the City Anniversary Pot -Luck Dinner:
To be held on a different evening other than a Council Meeting night.
Update the VIP List and those invited to attend the event.
Make sure the entire public is invited.
Change the location to be able to accommodate a larger crowd such as the Lion's Community Center.

PUBLIC COMMENT
Gregory Young, Field Representative for Congressman Gary Miller
Indicated that he will be serving as the Congressman's Liaison with Grand Terrace. They are excited with
the new districts. Their office is up and running. They are excited to represent Grand Terrace and to
serve the Council and the residents. Their local address is 8300 Utica Avenue, Suite 105, Rancho
Cucamonga. Their phone number is 909 980-1492. They plan on having mobile offices as well. They
are available for any services that they can assist with.
Patricia Farley
Stated that it has been hard to focus on Blue Mountain with all of the things that have been going on in
Grand Terrace. She is interested in Blue Mountain and would like more information on the purchasing of
wilderness land to preserve Blue Mountain for people to hike on and ride their horses on. She feels that it
wouldn't be hard to raise $40,000.00. She questioned what the plan is and is there a cost to maintain it.
She would like to see a presentation so that the residents can see the importance of the project and will
be willing to donate funds.
City Manager Betsy Adams
Indicated that the City will not be responsible for maintaining the park.

Requested that the Friends of Blue Mountain put together a presentation.

Once again requested that the Grand Terrace Soccer Club be allowed to use the community meeting
room for their Board Meetings. They meet on the third Wednesday of the month. They would like a
permanent home.
The Council requested that this be agendized for discussion at a future Council Meeting.
5. COUNCIL REPORTS
Council Member Jackie Mitchell
Reported that she attended the League Conference and that it was a great experience. She is filled with
mixed emotions this week with the ground breaking of the new Grand Terrace Fitness Park and the
closing of Mr. T.V, Video. Her heart goes out to all of the Law Enforcement families and is praying for all
of them. She encouraged everyone to support the Girl Scouts by purchasing cookies.
Council Member Sylvia Robles
She extended her condolences to the families of the men and woman who protect our families and
thanked those who protect us. She feels that we are a global community and all family.
Council Member McNaboe
Encouraged the community to attend the following events:
Ground Breaking - Grand Terrace Fitness Park
Newport Bridge community meeting
' Budget Workshop
She feels that it is important to attract new businesses. She indicated that the Spring Mountain Ranch
will be developed at some point. There is a new owner and they are serious about building the new
development. This will mean an opportunity for more people to travel through Grand Terrace which
would be good for local businesses and hopefully bringing new businesses to town. She attended
Assembly Member Cheryl Brown's open house. She has a beautiful office and her staff seems tentative
and ready to help. The Assembly Member is working on Grand Terrace's issues with the Department of
Finance. She questioned all of the marks on Barton Road. Her heart goes out to the victims of the law
enforcement officers that were killed in the line of duty and requested that the meeting be adjourned in
their honor. She wished everyone a Happy Valentine's Day.
Community Development Director Richard Shields
Responded that the marks are for the Newport Bridge Project and those marks are indicating utilities.
Mayor Pro Tern Bernardo Sandoval
Reported that the Raves have been moved from the National Orange Show to Glen Helen. This move
was a result of a lot of pressure that was applied by different agencies. City Staff pushed hard and made
things happen. The interest of Grand Terrace is not just protected within our boundaries. If we need to
go outside the boundaries to protect our City we will to do the right thing. Assembly Member Cheryl
Brown is aware of our issues and she is working on them. There is a reduction in funding for skilled
nursing facilities, this will have an impact on seniors having a place to go. He is "saddened over Mr. TV
Video going out of business. His heart also goes out to the fallen officers. He wished everyone a Happy
Valentines Day.

From 4:30 to 6:30 p.m. in the community meeting room a public meeting will be held to outline the 1-215

arrival times, this and other bus stop arrival time information will be available on the City's website. CERT
is getting ready to do training at the Loma Linda Fire Department in March. CERT will be key in keeping
the City together in the event of an emergency. Anyone interested should contact a member of CERT or I
the City. The training is free. His heart goes out to the fallen officers. He is proud of what the Sheriffs
Department has done and the meeting will be adjourned in memory of the fallen officers.

Consider Request for Fireworks Stand from Grand Terrace High School Football Boosters
To defer this action item to January 2014 at which time it will be agendized and keep the number of
fireworks stands in Grand Terrace at one.

Robert Sanchez
Gave the background on how the fireworks stand came to be and how it affects the Soccer League and
Little League. The profit pays for the light bill. He does not support an additional stand.
Ken Boardman
Indicated that he participated in the process of getting the fireworks stand in Grand Terrace. He is
requesting that the Council support an additional fireworks stand for the Grand Terrace High School
Football Booster. He stated that funds raised will help provide food and beverages for the players during
the season.

A. Conference with Legal Counsel - Significant Exposure to Litigation Pursuant to Government Code
54956.9 (b) - One Potential Case
The Council met in closed session to hold a conference with legal counsel regarding significant exposure
to litigation pursuant to Government Code 54956.9 (b) - one potential case. It was unanimously agreed to
enter into an agreement with Andrew Turner from Lagerlof, Senecal, Gosney & Kruse, LLP., to provide
' legal services relative to the exposure to litigation.
ADJOURN
The Meeting was adjourned at 8:20 p.m. in honor of the fallen officers in the Inland Empire and those who
go above and beyond to protect the communities.
