CALL TO ORDER
Convene City Council and City Council as the Successor Agency to the Community
Redevelopment Agency.
Mayor Stanckiewitz called the meeting to order at 6:04 p.m.
Invocation was provided by Pastor Trevin Osbourn from Azure Hills Seventh-Day
Adventist Church.

Mayor Stanckiewitz, Council Members McNaboe, Mitchell, and Robles, along with
Assembly Member Cheryl Brown's Field Representative, Jon Gaede, and San
Bernardino County Fire, Battalion Chief Steve Lasiter presented Certificates of
Recognition for Heroic Life Saving Measures to Sonia Santander and Todd Visintainer

Council Member Mitchell wished everyone a safe and happy Thanksgiving Day.
Council Member Sylvia Robles
Council Member Robles provided an update on her trip to Cabo San Lucas, Mexico,
including the devastation caused by inclement weather, lack of. leadership, lack, of
proper building construction, the mass murder of the students in Guerrero, and all of the .
missing people in Mexico. She also stated that during her stay in Mexico, it was the
104th year. anniversary of the Mexican Revolution. Council Member Robles also wished
everyone a blessed Thanksgiving Day.

Council Member McNaboe thanked Council Member Robles for reminding them of the
opportunities we have compared to other Countries. She also reminded everyone to
shop local on Saturday, November 29, 2014 to promote small businesses. Council

Member McNaboe reported that she attended the Colton Joint Unified -School District
Board of Education Meeting on November 20, 2014. Two items of interest were the
Grand Terrace High School Associated Student Body president's presentation on their
annual activities and the Crossing Guards discussion with potential sites on
McClarren/Vivienda by Grand Terrace Elementary and Brentwood/Thames by Terrace
View. Council Member Naboe wished everyone a happy and safe Thanksgiving Day.
Mayor Walt Stanckiewitz
Mayor Stanckiewitz stated he also attended the School Board meeting and that. Board
Member Roger Kowalski retired after 60 years of service to students. He read, for the
record, the City Managers Budget Transmittal Letter from the City's Fiscal Year
2014/2015 Budget book, as follows: Goal #3, "Promote Economic Development" is the
key to accomplishing the City's Goal #1 "Ensure Our Fiscal Viability". The importance of
this goal, and the City Council's commitment to it, cannot be overstated. The
development: and implementation of an effective economic development program
requires appropriate expertise at the staff level and consistent, sustained political
support at the City Council level. Even though a structurally -balanced budget was
devised and adopted for FY 2014/2015, our Five -Year Financial Analysis clearly shows
the fiscal challenges awaiting the City in all of the remaining fiscal years covered by the
Analysis, including FY 2015/2016. When this assessment is taken in combination with
the time and long-term effort required to develop and implement a successful economic
development program, the remaining years covered by the Five -Year Financial Analysis
become even more challenging..As such, everything we do as a City must be viewed
within the context of.:whether or not the contemplated activity gets the City closer to
realizing Goal #1, "Ensure Our Fiscal Viability', or further away. Not many things in life
are truly black or white when making choices, but that is the approach staff
recommends the ,City Council take when, inevitably, initiatives will be.presented to
Council that, if approved, will detract from the effort of accomplishing goals numbered 1
and 3, respectively. From experience, if there is any doubt whatsoever in whether or'not
a contemplatedactivity will actually result in the City, getting closer to. accomplishing
Goal #1 "Ensure Our Fiscal Viability', it must be viewed, in the opinion of staff, as
detracting from the required ,effort rather than enhancing such efforts as initiative
proponents will, undoubtedly, claim.
This will require uncommon and sustained discipline overran extended period of time,
and by multiple City Councils and staff members as inevitable' turnover at elected and
appointed levels occur over time. The year 2030 is but 1,5-years away. The 2030 Vision
has been broken into three (3) five-year segments (2014-2020; 2021-2025; and, 2026-
2030) to aid in its effective implementation and in recognition that the first segment will
be the most difficult to successfully implement. If the City and the: community at -large
can rise to the challenge of successfully. implementing the 2014-2020 Strategic Plan,
effectively implementingahe.two remaining five-year segments will be made significantly
easier as a result. Mayor Stanckiewitz wished everyone a Happy Thanksgiving'Day.

Proposed City of Grand Terrace Logo,
Interim Assistant City Manager Wong presented the staff report for this item.
Council Member Mitchell stated that the Council was also looking at three logos that
Kasy-Carlsen submitted.
The Mayor requested that each Council Member indicate which logos they preferred. A
City Council and staff discussion ensued on the logos: ;By Council consensus, City logo
G was approved with modifications to the mountains (rounding the mountains).

NEW BUSINESS
Update of Classification and Compensation Plan
Interim Assistant City Manager Wong introduced the item and the City's• consultant; Mr
Barry .Newton, from Creative Management Solutions.
Interim Assistant City Manager Wong requested that recommendation 1 be amended to
include the Finance Technician position.
Barry Newton,_ Consultant,. _provided a summary of his PowerPoint Presentation for this
item..
Council Member Robles asked if any other city he has consulted had a forty percent
turnover rate and an average of sixteen percent less in compensation.
Council Member Mitchell thanked Mr. Newton on a well written and extensive report..
Council Member McNaboe stated that she would reserve her questions until the next
staff presentation during Mid -Year Budget Review.

—, Mayor Stanckiewitz suggested that the staff be removed from the ten percent furlough,
i first, before Council took up compensation plan implementation. He further stated that
most of the City's staff members come into work on Fridays, Saturdays, and Sundays
without pay.
Council Member Robles stated that she did not support the misuse of human capital
that was currently being done to the City's staff.
Council Member Mitchell asked Mr. Brown if the ten 'percent furlough was taken into
consideration and made up the sixteen percent lower compensation. She also asked for
Mr.. Brown's opinion of the City's current staff having the adequate skill level to perform
the duties or was it that the volume of work was the reason that staff had to work the
weekends.
Mr. Brown confirmed the ten percent furlough was not included in the market analysis
and was in addition to the below market percentages included in the report... He further
stated that the current staff was very- capable, very experienced, and that the City was
very understaffed for the volume of work there was.., .
Mr. Newton said that he had never encountered a forty percent turnover rate and that
he had not seen an average sixteen percent less than market in compensation in a very
long time.
Interim City Manager Henderson restated the recommendations for the record reflecting
the amendment to Recommendation 1 to include the Finance Technician position.

7. Personnel Rules, Regulations and Policies
Interim Assistant City Manager Wong introduced Oliver Yee from the law firm of Liebert
Cassidy, Whitmore.
Mr. Yee presented the staff report for this item.
Council Member McNaboe requested clarification on several items of these rules and
regulations, including who was the Personnel Officer, which positions would require
examinations, drug and alcohol testing, direct appointment positions, consistency within
the documents definitions, overtime pay with the 9/80 schedule, and the. repercussions
to a staff member that does not work overtime as directed by their supervisor.
Mr. Yee stated that these regulations were made to provide the staff flexibility to
administer them. He explained .the. 9/80 40 hour work. week as it pertained to the
overtime pay.
Interim City Manager stated that the City Council direct appointments were the City
Manager and City Attorney.
Council Member Robles stated that these personnel policies were very beneficial to the
City.

8. Approval of Professional Services Agreement for Business License Auditing and
Administration Services
Project Manager Elam presented the staff report for this item. He also introduced Ms.
Jullian McGinnis of MuniServices.

Council Member Robles asked how the debtor's -arrears would be addressed.
Project Manager Elam stated that the City's municipal code allows collecting past due
amount over a three year period and this would be:fully enforced.
Council Member McNaboe inquired about howw long would a business license audit take
and if there was going to be an onsite audit for businesses.
Project Manager Elam stated that most auditing is done without the need to go into a
business.
Ms. McGinnis confirmed what Mr. Elam had stated.
Council Member Mitchell• requested clarification on the business outreach regarding the
workshop that would be held and any additional outreach that would be done. She also
asked if the City does not complete the three years is there a termination fee. Council
Member Mitchell asked who is responsible for the maintenance of the kiosk.
Project Manager Elam confirmed that the workshop information would be placed on the
City's website.
Ms. McGinnis also stated that they would work with. the Chamber of Commerce to
facilitate the communication with the businesses. She stated that the City could at any
time terminate the contract in writing. Ms.. McGinnis stated that there would be monthly
maintenance included in the:agreements and daily internal monitoring with City staff.

Mayor Stanckiewitz stated that Rosenberg's Rules were being used by other Councils
within California.

CITY MANAGER COMMUNICATIONS
Interim City Manager Henderson thanked the City Council for tonight's and past actions
and thanked staff for all their hard work. He also wished everyone a Happy
Thanksgiving Day.
CLOSED SESSION
Mayor Stanckiewitz recessed the City Council into Closed Session at 8:01 p.m. to
consider the following:
10. Public Employee Appointment, pursuant to Government Code section 54957(b)(1).

RECONVENE TO OPEN SESSION
Mayor Stanckiewitz reconvened the City Council Meeting at 8:22 p.m. He reported that
direction was given to the City Attorney to generate a list of Interim City Manager
applicants for the Council to interview.
ADJOURN
Mayor Stanckiewitz adjourned the City Council Meeting at 8:23 p.m.
The Next Regular City Council Meeting will be held on Tuesday, December 9, 2014 at
6:00 p.m.
