CALL TO ORDER
Convene City Council and City Council as the Successor Agency to the Community
Redevelopment Agency.
Mayor Stanckiewitz called the meeting to order at 6:00 p.m.
First Invocation was given by Pastor Andy McRae of Azure Hills Seventh-Day Adventist
Church.

1. Declaration of Results for the November 4, 2014 Municipal Election
ADOPT RESOLUTION NO. 14-071, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF GRAND TERRACE, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 4, 2014, DECLARING
THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW.

PRESENTATION OF .MERITORIOUS SERVICE AWARDS TO MAYOR WALT
STANCKIEWITZ
Interim City Manager Henderson thanked Mayor Stanckiewitz for his service as a
Council Member and Mayor of the City. He further introduced the various dignitaries
presenting awards as follows: Mayor De La Rosa, City of Colton, Council Member
Mitchell, City of Grand Terrace, Council Member Robles, City of Grand Terrace
presenting for City of Fontana, Jon Gaede, Assembly Member Brown's Office, James
Ramos, Supervisor, County of San Bernardino, 'Battalion Chief Lasiter, San Bernardino
Fire Department, Laura Morales, League of California Cities and California Joint Powers
Insurance Authority, and Emily Wong, City of Grand Terrace.
Mayor Stanckiewitz received a Certificate from the City of Colton, a Proclamation from
the City of Grand Terrace, a Proclamation from the City of Fontana, a Proclamation
from Assembly Member Brown's Office, a Certificate from Supervisor Ramos' Office, a _
Letter of Appreciation from the San Bernardino Fire Department, a Plaque from the
California Joint Powers Insurance Authority, a Spoken Word from( the League of
California Cities, and a Clock and Apparel from the City of Grand Terrace.
OUTGOING REMARKS BY MAYOR STANCKIEWITZ
Mayor Stanckiewitz acknowledged and thanked .the past and current City employees for
their service to the City. He also thanked the constituents and his wife for all of their
support and her sacrifices. Mayor Stanckiewitz wished the Council continued success in
the future and to do what was best for the City and its residents.

Mayor Stanckiewitz recessed the City Council' Regular Meeting at 6:30 p.m. and
relinquished the gavel to City Clerk Jacquez-Nares.

INSTALLATION OF OFFICERS AND OATHS OF OFFICE
PRESENTATION OF THE OATHS OF OFFICE TO ELECTED OFFICIALS
City Clerk Jacquez-Naves asked Interim City Manager Henderson and Council Member -
Elect Doug Wilson to step to the front of the dais for the presentation of the Oath of
Office.
Interim City Manager Henderson presented the Oath of Office to Council Member -Elect
Doug Wilson.
Council Member Doug Wilson affirmed his Oath of Office.
City Clerk Jacquez-Nares asked Gurpal "Geno" Bawa and Mayor -Elect Darcy McNaboe
to step to the front of:the dais for the presentation of the Oath of Office.
Gurpal "Geno" Bawa presented the Oath of Office to Mayor -Elect Darcy McNaboe.
Mayor McNaboe affirmed her Oath of Office.
City Clerk Jacquez-Nares introduced Council Member Doug Wilson and Mayor Darcy
McNaboe. '
City Clerk Jacquez-Nares presented Mayor Darcy McNaboe with her gavel to use as
the presiding officer at City Council Meetings.
Interim City Manager Henderson asked Denise Bossard and Sandra Molina to present
Roses from the staff of the City of Grand Terrace and a floral arrangement from Rita
and Bob Thorton, to 'Mayor McNaboe. He also introduced Richard Medina to present
Council Member Wilson with a palm plant from the staff of the City of Grand Terrace.
Mr. Bawa presented Mayor McNaboe with an eagle statuette.
INCOMING REMARKS BY COUNCIL MEMBER WILSON AND MAYOR MCNABOE
Council Member Wilson stated that he would serve to the best of, his ability and help the
City stay strong.
Mayor McNaboe thanked Mayor Stanckiewitz for his service. She appreciates the trust
that has been instilled in her as Mayor. Mayor McNaboe thanked her husband Jim
McNaboe for all of his support. She also thanked everyone that helped, her in the past
and during her campaign. She is looking forward to working with the Council and
welcomed Council Member Wilson.
Second invocation was given by Father Soney Sebastian of Christ the Redeemer
Catholic Church.

Jon Gaede from Assembly Member Brown's Office presented Council Member Wilson
and Mayor McNaboe with Certificates of Recognition.
CONSENT CALENDAR

PUBLIC COMMENT
Herman Hilkie, resident of Grand Terrace,, congratulated the newly elected officials. He
requested that the burden of the loan for the City Building, Fire Station and Parks be
revisited to make sure that they belong to the Successor Agency.
CITY COUNCIL COMMUNICATIONS
Council Member Doug Wilson
Council Member Wilson requested an update on the warehouse fire and the timing of
the building repairs. He also inquired about the park closures due to the weather.
Council Member Wilson requested the timing for the trench repair in front of the new
McDonald's on Barton and the projected opening date.
Interim City Manager Henderson stated that he did not have any additional information
on the warehouse fire and requested that Battalion Chief Lassiter provide an update. He
confirmed that the parks were closed as a safety precaution due to the rain.
Battalion Chief Lassiter stated that he did not have any information to update on the
warehouse fire but that he was aware that it was being worked on.
Council Member Jackie Mitchell
Council Member Mitchell welcomed Council Member Wilton. She is also excited to work
with Mayor McNaboe and congratulated her. Council Member Mitchell requestedlaw
enforcement presence after the holiday break at her son's school. She also wished
everyone a save a happy holiday season.
Council Member Sylvia Robles
Council Member Robles welcomed and congratulated Council Member Wilson. She
also congratulated Mayor McNaboe. She reported that on the Corner of Palm ;and
Country Club the parking on the street has increased accidents. She requested that
staff look into this issue. She also urged residents to get carbon monoxide detectors in
their homes and would like to place this safety announcement in the water billing.
Council Member Robles mentioned that 2015 was the beginning of her third year on the
Council and thanked everyone for their support. She requested that Interim City:
Manager Henderson provide an update on RDA. She also wished everyone a happy
holiday.

Interim City Manager Henderson provided the process on the dissolution of the
Redevelopment Agency and its obligations. He announced he had a meeting in
Sacramento on Thursday on this subject.
Mayor Darcy McNaboe
Mayor McNaboe welcomed Council Member Wilson. She thanked staff for the work
done at tonight's meeting. She also wished everyone a happy holiday season.

2. Council Selection of Alternative to Fill City Council Vacancy
Interim City Manager Henderson provided the staff report for this item.
,J Council Member Wilson supports the acceptance of applications and the interview
process.
Jeffrey McConnell, resident, supports the application process.
Council Member Mitchell supports the.second highest vote getter in the 2014 Election.
Council Member Robles stated that she supports any position that the Council
collectively chooses. She also suggested that the Council provide procedures .for this
type of appointment for future use.
Mayor McNaboe would like to have a special election but it is not financially viable at
this time. Therefore, she; supports the application and interview process.
A Council discussion ensued as to the justification to their positions on what type of
procedure to use to fill the vacancy.
THE CITY COUNCIL SELECTED THE APPLICATION AND INTERVIEW METHOD
FOR FILLING THE VACANCY FROM THE ALTERNATIVES PROVIDED; AND,
DIRECTED STAFF TO TAKE THE NECESSARY STEPS TO IMPLEMENT THE
SELECTED ALTERNATIVE TO FILL THE VACANCY.

3. Mayor's Appointments to Boards, Commissions, and Committees
Interim City Manager Henderson presented the staff report for this item.
Mayor McNaboe, along with the Council Member's, input assigned the representatives
to the various outside organizations and the Item was placed on the January 13, 2015
Council Meeting Agenda for ratification.
4. Selection of Mayor Pro Tempore
Interim City Manager Henderson provided the staff report for this item..
Council Member Mitchell asked staff if the position could be for one year and rotated
among the Council Members. Doing so would pass the responsibility amongst the
Council Members and allow for succession.
Council Member Robles supports a two year term.

Interim City Manager Henderson welcomed and congratulated the new City Officials.

Mayor McNaboe recessed the City Council into Closed Session at 7:50 p.m. to discuss

Mayor McNaboe reconvened the City. Council Regular meeting at 8:34 p.m. She
reported that direction was given to staff and no reportable action taken.

Mayor McNaboe adjourned the City Council Regular meeting at 8:23 p.m.
The Next Regular City Council Meeting will be held on Tuesday, January 13, 2015 at
6:00 p.m.
The City Council will have a special meeting on Thursday, December 11, 2014 on the
Second Floor City Manager Administrative Conference Room at 12:00 p.m.
