PUBLIC COMMENT Don Larkin, Grand Terrace announced that the Foundation of Grand Terrace invites everyone to the Veterans Wall of Freedom Veteran's Day Celebration to be held on Thursday, November 11, 2021, beginning at 11:00 a.m. at Veteran's Freedom Park. Julia Firnkoess, Grand Terrace introduced to the City Council to members of the PTA committee and thanked Council for approving its request for Community Benefit Funds for Red Ribbon Week and also thanked the City Council for approving the Foundation of Grand Terrace Youth Committee's Community Benefit Fund request for a drive thru trunk or treat. Approve a 2nd Amendment to the Agreement with West Coast Arborists, Inc. to Extend the Contract Expiration to June 30, 2022, Amend the Original Scope of Services to Require Completion Thereof by June 30, 2022, Add Additional On -Call Services, and Increase Total Compensation by $31,311 (Total: $239,113) Eric Weck, Public Works Director/City Engineer gave the PowerPoint presentation for this item. 1. APPROVE A 2ND AMENDMENT TO THE AGREEMENT WITH WEST COAST ARBORISTS, INC. TO EXTEND THE CONTRACT EXPIRATION TO JUNE 30, 2022, AMEND THE ORIGINAL SCOPE OF SERVICES TO REQUIRE COMPLETION THEREOF BY JUNE 30, 2022, ADD ADDITIONAL ON -CALL SERVICES, AND INCREASE TOTAL COMPENSATION BY $31,311 (TOTAL: $239,113) 2. REQUESTS FOR FUTURE AGENDA ITEMS BY CITY COUNCIL - NONE CITY COUNCIL COMMUNICATIONS Council Member Jeff Allen Council Member Allen attended the League of California Cities General Assembly Meeting on Friday, September 24, 2021, and discussed the following: • Fully recognize the Cal Cities Diversity Caucuses in the Cal Cities bylaws • Adjust the Composition of the Board by adding 'Director seats to the Board for each of the five (5) caucuses, and transitioning, members of the National League of Cities Board from Cal Cities Directors to one non -voting advisor to the Board • Change the League of California Cities' moniker to Cal Cities • Make various minor technical corrections • A Resolution of the League of California Cities Calling on the State Legislature to Pass Legislation that Provides for a Fair and Equitable Distribution of the Bradley Burns 1% Local Sales tax From In -State Online Purchases, Based on Data Where Products are Shipped to and That Rightfully Takes into Consideration the Impacts That Fulfillment Centers Have on Host Cities but Also Provides a Fair Share to California Cities That do not and/or Cannot Have a Fulfillment Center Within Their Jurisdiction. • A Resolution calling upon the Governor and the Legislature to Provide Necessary Funding for CUPC to Fulfill its Obligation to Inspection Railroad Lines to Ensure that Operators are Removing Illegal Dumping, Graffiti and Homeless Encampments that Degrade the Quality of Life and Results in Increased Public Safety Concerns for Council Member Doug Wilson Nothing to Report Council Member Sylvia Robles Nothing to Report Mayor Pro Tom Bill Hussey Nothing to Report Mayor Darcy McNaboe Nothing to Report J. CITY MANAGER COMMUNICATIONS Michael Milhiser, Interim City Manager provided an update to the City Council on the permanent City Manager recruitment and when those applications and resumes should be brought to the City Council for review. Additionally, Interim City Manager Milhiser informed the City Council that he has attended other meetings in his capacity as an elected official and that the setup of many of those meetings have been re -configured back to pre-COVID. He suggested that Council may wish to consider pre-COVID meeting setup.
