A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, CALIFORNIA, DECLARING ITS
INTENTION TO CONDUCT A PUBLIC HEARING AND
SETTING A PUBLIC HEARING FOR DECEMBER 14, 2021,
AT 6:00 P.M., OR AS SOON THEREAFTER AS FEASIBLE,
IN THE CITY COUNCIL CHAMBERS LOCATED AT 22795
BARTON ROAD, GRAND TERRACE CALIFORNIA TO
CONSIDER INCREASES TO RESIDENTIAL AND
COMMERCIAL SOLID WASTE COLLECTION SERVICES
INCLUDES: SOLID WASTE, RECYCLING, DISPOSAL
SERVICE & GREEN AND FOOD WASTE COLLECTION)
RATES FOR FISCAL YEARS 2021-2022
WHEREAS, the City of Grand Terrace is a municipal corporation duly organized
and existing pursuant to the Constitution and laws of the State of California, (hereinafter
the "City"); and
WHEREAS, the City Council has by previous action entered into a franchise
agreement with Burrtec Waste Industries, (hereinafter "Burrtec"), for the collection and
disposal of residential and commercial waste within the City; and
WHEREAS, Burrtec has requested rate increases to residential and commercial
Solid Waste Collection Services (includes: solid waste, recycling, disposal service &
green and food waste collection) rates for fiscal years 2021-2022; and
WHEREAS, as proposed, the residential rate increase will take effect on or after
January 1, 2022, and
WHEREAS, as proposed, commercial rates are proposed to be raised effective on
or after January 1, 2022; and
WHEREAS, the City Council now desires to declare its intention to conduct a
Public Hearing concerning an increase in residential and commercial Solid Waste
Collection Services (includes: solid waste, recycling, disposal service & green and food
waste collection) rates for Fiscal Years 2021-2022, in accordance with Section 6 of Article
13D of the California Constitution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1: The preceding recitals are true and correct and incorporated herein
by reference.

SECTION 2: The City Council will consider an increase in the service rates for the
provision of Solid Waste Collection Services (includes: solid waste, recycling, disposal
service & green and food waste collection) and it has deemed that the proposed rate
increases, set forth in Exhibit A are appropriate and reasonable.
SECTION 3: The City Council hereby declares its intention to conduct a Public
Hearing concerning increases to residential and commercial Solid Waste Collection
Services (includes: solid waste, recycling, disposal service & green and food waste
collection), for Fiscal Years 2021-2022, as provided in Exhibit A in accordance with
Section 6 of Article 13D of the California Constitution and notice is hereby given that such
Public Hearing on these matters will be held by the City Council on Tuesday, December
14, 2021 at 6:00 P.M., or as soon thereafter as feasible, in the City Council Chambers
located at 22795 Barton Road, Grand Terrace California. At the Public Hearing, all
interested persons shall be afforded the opportunity to hear and be heard.
SECTION 4: The City Council hereby authorizes and directs the City's franchise
refuse collection services provider, Burrtec Waste Industries, Inc., to provide notice to all
residential and commercial Solid Waste Collection Services (includes: solid waste,
recycling, disposal service & green and food waste collection) customers within the City,
not less than forty-five (45) days prior to the Public Hearing, pursuant to California
Government Code Section 53755 and Section 6 of Article 13D of the California
Constitution.
SECTION 5: The City Clerk shall certify to the passage and adoption of this
Resolution.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Grand
Terrace at a regular meeting held on the 12'h day of October 2021.
