05/12/1980 PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE MAY 12 , 1980 A regular meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon , Grand Terrace, Cali- fornia, on May 12, 1980 at 6:35 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins , Vice Chairman Vern Andress , Commissioner Winifred Bartel , Commissioner William DeBenedet, Commissioner John McDowell , Commissioner Lloyd L. Watson, Commissioner Jean Laurin , San Bernardino County Planning Staff Jim McLean, City Engineering Staff Martine Gerg, Executive Secretary ABSENT: Tom Rivera, Commissioner Ron Schuster, Commissioner The meeting was opened with the Pledge of Allegiance, led by Commissioner Vern Andress , and oral roll call . APPROVAL OF MINUTES - April 28, 1980 PCM-80-38 MOTION was made by Commissioner McDowell , seconded by Commissioner Bartel and carried unanimously to approve the Minutes of April 28, 1980 as presented. TRACT 11302 - REVIEW OF ROOFING MATERIALS Proposal : Appeal of conditions requiring installation of masonry wall and red-tile fashioned roof. Location: E/s Grand Avenue, approximately 450' S/o Vivienda Avenue. File/Index: A) LSH/80-0010/E219-119 B) SUB/80-0011/E219-119/TR11302 Applicant: Terrado Grande, Ltd. Representative: Ray A. Bicknell The Applicant, nor any individuals speaking for or against the matter, were present at the meeting. Councilman Jim Rigley clarified the reason that Council referred this matter back to the Planning Commission. Councilman Rigley stated that the Council wasn' t clear as to the meaning of "red-tile fashion" and they wanted the Planning Commission to approve the type of material to be used by the developer, Mr. Bicknell . Page one - PC-5/12/80 Discussion was held on the different types of roofing materials which were on display at the meeting. Jerry Brownell , Sales Manager with United Contractors , P.O. Box 2445, Riverside, made a presentation of two different types of roofing mater- ials which his company manufactures. Questions were asked of Mr. Brownell regarding painting, strength , energy conservation and guarantee on the materials. Jim McLean , City Engineering Staff, stated that the aluminum roofing presented did have an ICBO (International Conference of Building Offi - cials) , number but could not comment on the other materials because he was not familiar with them. Discussion was held on other types of materials available and their cost and also additonal costs due to structural changes of the build- ings which would be required caused by the type of material used. Commissioner Watson expressed his concern of the Planning Commission requiring Mr. Bicknell to use a certain type of roofing material when, in the past, this was not required. He asked if the Planning Commis- sion was now setting a precedent. Jean Laurin, Planning Staff, was introduced and welcomed to the Planning Commission. Ms. Laurin explained that she had examined the files of Grand Terrace and she found that there had been two cases of the City requiring commercial buildings to have tile roofs because they were consistent with the area. She stated that this does set a precedent for Grand Terrace. Jim McLean, Engineering Staff, was asked to explain ICBO Standards. He explained that all building materials undergo a special process of test- ing such as fire resistant standard, wind standard, durability, guarantee of materials , etc. Once the Commission is satisfied with their testing, they issue it as an approved building material and give it a number. Discussion was held on what decision City Council was asking Planning Commission to make. Ms. Laurin , Planning Staff, clarified the Commis- sion' s task as making a decision on the roofing materials recommended. Motion was made by Commissioner Collins , and seconded by Commissioner Watson that the Commission reiterate the wall condition as being masonry on all but the South side, which can be wood. After discussion, Commissioner Watson withdrew his second. Motion died for lack of a second. Page two - PC-5/12/80 Motion was made by Commissioner Collins that the Planning Commission approve either an asphalt or composition shingle be approved. Motion died for lack of a second. PCM-80-39 MOTION was made by Chairman Tetley that the Commission defined and after reviewing materials , the Commission will approve either the Con- crete S-Tile, the Aluminum S-Tile, or the Spanish Aluminum Tile, or the other Spanish S-Tile (made by Modular Fixtures) , which is approved by ICBO and has a number, seconded by Commissioner McDowell and car- ried by Aye votes from Commissioners Andress , Bartel , DeBenedet, McDowell , and Tetley and Noe votes from Commissioner Collins and Commissioner Watson abstaining. TRACT 10744 - Extension Request Proposal : Request to extend tentative approval of Tract 10744 for eighteen months to expire on December 7, 1981 . Location: South side Grand Terrace Road, approximately 1480 feet East of Mt. Vernon Avenue. Applicant: Ed Hogue Engineer: Neste , Brudin and Stone, Inc. Staff, Jean Laurin , gave a presentation stating that ordinarily, a one- year extension is requested; State Law and State Subdivision Map Act allows an 18 month extension which is a total of 22 years for a project. Ms. Laurin recommends that the Planning Commission extend the tentative approval for 18 months to expire on December 7, 1980. Chairman Tetley called upon the applicant for input to the hearing. SUPPORTING TESTIMONY Mr. Ed Hogue, 22404 Barton Road, applicant, stated that because of the recent rain , they had not been able to complete their project and they are requesting an extension. Chairman Tetley called for opposing testimony. OPPOSING TESTIMONY Mr. Mel Messinger, 22782 Brentwood, expressed concern about the property behind his house being raised and asked if a retaining wall was going to be built. Mr. Messinger was also concerned about his view being blocked by the new development. Mr. Hogue, applicant, stated that his property will be raised to nine feet, as approved, with a two-to-one slope which is standard and no retaining wall is required. Motion was made by Commissioner Collins to table this matter until addi- tional information is received on the subdivision. After discussion , the motion died for lack of a second. Page three - PC-5/12/80 PCM-80-40 MOTION was made by Commissioner DeBenedet, seconded by Commissioner McDowell and, after discussion of the Tract location , was carried unanimously to extend tentative approval of Tract 10744 for eighteen months to expire on December 7, 1981 . ADJOURN TO PUBLIC WORK SESSION The regular meeting of the Planning Commission adjourned to Public Work Session at 7:40 p.m. RECONVENE TO REGULAR SESSION The regular meeting of the Planning Commission reconvened at 8:25 p.m. , with all members present as listed. ITEMS CONTINUED TO JUNE 2, 1980 The matter of Redlands Ordinance #1381 and #1000 were continued to the Planning Commission Regular Meeting on June 2, 1980. The Committee recommended that Redlands #1381 be revised by legal counsel and adopted. Also that the excerpt from Redland #1000 be adopted by amendment to Grand Terrace Parking Ordinance #19. Report by Off-Ramp Committee: Vern Andress on letters from Mr. Petley of CalTrans regarding suggestions on off-ramp. Workshop was adjourned to Regular Planning Commission Meeting at 8:25 p.m.
