CITY OF GRAND TERRACE
ADJOURNED REGULAR MEETING - JUNE 26, 1980
A Joint Adjourned Regular Meeting of the City Planning Commission and City Council of
the City of Grand Terrace was called to order at 12354 Mt. Vernon , First Baptist
Church of Grand Terrace , Grand Terrace, California, at 4:06 p.m. on June 26, 1980.

The joint meeting was opened with invocation by Councilman Petta, followed by the
Pledge of Allegiance, led by Frank Tetley, Chairman, Planninq Commission.
Mayor Tillinghast convened the Joint Session of the City Planning
Commission and City Council at 4:08 p.m. , and asked Chairman Frank
Tetley, to review the four proposed ordinances relating to architec-
tural review, solar water heating systems , nuisance abatement, and
minimum housing standards .
Frank Tetley, Chairman , briefed Council regarding the preparation of
the four proposed ordinances . Discussion was then held on each of the
individual ordinances as follows :
Solar Water Heating Systems
Following discussion , this proposed ordinance was referred to Staff
for preparation of the ordinance for first reading.
Architectural Review
Following discussion , Mayor Tillinghast directed Staff to prepare the
necessary ordinance for first reading by the City Council , with advice
from the City Attorney and the City Engineer.

Nuisance Abatement
Following discussion , Mayor Tillinghast directed Staff to prepare
the necessary ordinance for first reading , following consultation
with legal counsel .
Minimum Housing Standards
Following discussion , Mayor Tillinghast directed Staff to review the
ordinance, keeping in mind the comments , and to prepare the necessary
ordinance for first reading at a future Council Meeting.
Discussion was held regarding holding joint sessions of the City
Council and Planning Commission on a regular basis. The members
indicated a preference for less formal sessions. City Attorney Ivan
Hopkins advised the City Council and Planning Commission can legally
meet socially, but would be required to refrain from discussing busi-
ness. Business sessions were recommended by members on a quarterly
or semi-annual basis.
Mayor Tillinghast opened the meeting to public participation. Bob
Yeates , 12888 Fremontia, requested the Clean Community System be
allowed to give input on any future ordinances pertaining to litter
or solid waste.
Dolores Kossman , 22735 DeSoto, asked for legal clarification regard-
ing City Council Members and Planning Commissioners meeting socially.
Mayor Tillinghast closed the meeting to public participation.
PROCLAMATION - WILLIAM ROSENFELDER
Mayor Tillinghast read a Proclamation proclaiming the Independence
Day Picnic to be dedicated to William Rosenfelder in appreciation for
community activities , and presented the Proclamation to Mr. Rosenfelder.
ADJOURNMENT
Mayor Tillinghast adjourned the Joint Session at 5 :35 p.m. The next
regular meeting of the Planning Commission will be at 6:30 p.m. on
July 14, 1980 at the First Baptist Church of Grand Terrace, 12354 Mt.
Vernon , Grand Terrace, California.
