CITY OF GRAND TERRACE
JULY 14, 1980
A regular meeting of the Planning Commission, City of Grand Terrace was held in
the First Baptist Church of Grand Terrace , 12354 Mt. Vernon, California, on
July 14, 1980 at 6:42 p.m.

The meeting was opened with the Pledge of Allegiance led by Commissioner Rivera
and oral roll call .
APPROVAL OF MINUTES - JUNE 23, 1980 and JUNE 26, 1980
PCM-80-52 MOTION was made by Commissioner Erway, seconded by Commissioner
Rivera and carried unanimously to approve the Minutes of June 23,
1980 as presented.
PCM-80-53 MOTION was made by Commissioner Erway, seconded by Commissioner
Rivera and carried unanimously to approve the Minutes of June 26,
1980 as presented.
ZONE CHANGE REQUEST AND APPROVAL OF TENTATIVE TRACT 11333 - Cont.
Proposal : A) Zone change from A-1-5-T to R-1 on 21 .8 acs.
B) 86 lot subdivision on 21 .8 acs.

Staff, Jean Laurin , gave a presentation stating that the Commission
at their meeting of June 23, 1980 had requested Staff to answer
questions regarding the size of the lots , the alignment of Observa-
tion Drive and the effect on water pressure in the area if the Tract
was approved. Ms. Laurin stated that staff again recommends the
City Council adopt the zone change classification from A-1-5-T to
R-1 for the 21 .8 acres at Oriole Avenue and Van Buren Street subject
to the conditions attached to the tentative tract; adopt the
Negative Declaration and instruct the City Council to file a Notice
of Determination.
Ms. Laurin stated that the square footage of the proposed lots are
within the average lot size of the surrounding area.
Discussion was held on the cul de sacs within the tract. Ms. Laurin
explained that it was a city policy to limit access to a secondary
highway. City Engineer, Joe Kicak, confirmed the fact that the
Engineering Department does have a policy to limit access to a secon-
dary highway, but in this case, Van Buren does not go beyond the
eastern boundary of the tract so the developer will not be required
to follow this policy. Discussion was also held on the block walls
facing Van Buren , embankments , and fencing along the Edison easement.
City Engineer, Joe Kicak, briefed the Commission on the current
status of Observation Drive. In discussion, concern was expressed
on emergency access to residents in the area of Observation Drive.
Mr. Kicak addressed the question of water pressure if this tract
were approved. Mr. Kicak stated that this tract will be served by
a new reservoir that was recently constructed, and the water pressure
would be sufficient.
Chairman Tetley called upon the applicant for input to the hearing.
SUPPORTING TESTIMONY:
Mr. Dick Kaupp, Laguna Pacific, 19700 Fairchild, Irvine, addressed
the Commission. Mr. Kaupp stated that he was in agreement with the
conditions of approval set by the Planning Department. In regards
to average lot sizes of his tract, Mr. Kaupp stated that his lots
are comparable in size to surrounding tracts.
Chairman Tetley called for opposing testimony.
OPPOSING TESTIMONY :
Mr. Bill Sittel , 22560 La Paix Street, expressed his concern for
funding of schools and parks in that area. Mr. Sittel also had
questions regarding the architecture and prices of the homes in the
proposed tract.
Mr. Ernie Zampese, 11963 Honey Hills Drive, stated that he would
like to see the proposed walls on Van Buren eliminated and also

commented on the lot sizes of the Tract.
Mr. Glen Nichols , 12730 Oriole, questioned the need for new homes
in Grand Terrace at this time.
Ms. Linda Webber, 12630 Eagle Court, had questions regarding the
block walls , water pressure and the proposed zone change.
Mr. Dennis Kidd, 22874 Pico, owns approximately 17 acres of the
proposed development. Mr. Kidd stated that he farms in the area
and expects to receive many complaints from the residents.
Ms. Rosemary Bond, 12716 Oriole, stated that she preferred not to
have block walls on Van Buren.
Chairman Tetley closed Public Hearing.
Following discussion and clarification from City Attorney, Ivan
Hopkins , MOTION was made by Commissioner Erway and seconded by
Commissioner Rivera to recommend to City Council that they adopt
a zone change from A-1-5-T to R-1-T conditional upon tentative
approval of Tract Map 11333. After further discussion of the lot
sizes , motion was withdrawn by Commissioner Erway.
PCM-80-54 MOTION was made by Commissioner Erway and seconded by Commissioner
Rivera to recommend to City Council that they adopt a zone change
from A-1-5-T to R-1-10,000-T conditional upon tentative approval
of Tract Map 11333. Motion was carried unanimously by all present
with the exception of Commissioner DeBenedet, who abstained.
The tract approval portion was continued until the developer could
redesign the tract to 10,000 square foot lots. Four areas of con-
cern were discussed by the Commission for the developer to take
into consideration:
1 . Removing the block walls on Van Buren
2. Parkway maintenance
3. Reconsidering the Cul de Sacs
4. Houses facing Van Buren

Proposal : Request a revision to conditions for a six foot block
wall along Pico St. and along the West boundary of Tract.
Location : Northerly of Pico St. & West of Gage Canal

Planning Staff, Jean Laurin , stated that she recommends approval
of the construction of a concrete and wood wall subject to the
approval of the City Engineering Department.
The applicant was not present at this meeting.
Chairman Tetley called for opposing testimony.
OPPOSING TESTIMONY:
Pastor Nordstrand, 12667 Michigan, Luthern Church of the Atonement
stated that the fence separating the proposed tract from their
church should be a block wall .
Chairman Tetley closed public hearing.
City Engineer, Joe Kicak, briefed the Commission on the current
litigation between these tracts and Wilden Pump. Mr. Kicak recom-
mends that the Commission uphold the County's decision of the block
walls along the west boundary of the tracts , but has no wall pre-
ference along Pico Street.
Commissioner Andress arrived at this time, 8:45 p.m.
PCM-80-55 Following discussion, MOTION was made by Chairman Tetley and secon-
ded by Commissioner Erway to approve solid block wall along Gage
Canal Right-of-Way, solid block wall along the westerly boundary,
and a block and wood fence with 4-inch wide minimum planks along Pico
Street (as outlined in applicant's request as proposed along the Gage
Canal ) . Following further discussion , Chairman Tetley amended his
Motion to delete the word "minimum" and the Motion carried unanimously.
ZONE CHANGE REQUEST:
Proposal : Zone Change MR-T to C-2-T on 3. 10 acres.
Location: North & South sides Industry St. , approx. 430' west
of Michigan Street.

the Planning Commission recommend to City Council that they adopt
a zone change classification from MR-T to C-2-T and adopt the
Negative Declaration and instruct the City Clerk to file a Notice
of Determination.
Chairman Tetley called upon the applicant for input to the hearing.
SUPPORTING TESTIMONY:
Mr. Doug Graham, 598 Courtland, Riverside, stated that they had

plans of establishing either office buildings or a restaurant on
the subject property.
Chairman Tetley called for opposing testimony.
OPPOSING TESTIMONY:
Ms. Helen Dodson , 21992 DeBerry, expressed concern over the possi-
bility of the flow of water onto her property from this project.
City Engineer, Joe Kicak, explained the drainage situation.
Discussion was held on traffic flow in the area and also the
freeway offramp.
Chairman Tetley closed public hearing.
PCM-80-56 MOTION was made by Commissioner Andress , seconded by Commissioner
Rivera and carried unanimously that the Planning Commission recom-
mend that City Council adopt the zone change classification from
MR-T to C-2-T and adopt the Negative Declaration and instruct the
City Clerk to file a Notice of Determination.
ADJOURN TO PUBLIC WORK SESSION:
The regular meeting of the Planning Commission adjourned to Public
Work Session at 9:10 p.m. The Public Work Session adjourned at
9:35 p.m. The next regular meeting of the Planning Commission will
be held on Monday, July 28, 1980 at 6:30 p.m.
