PLANNING COMMISSION MINUTES
OCTOBER 13, 1980
A regular meeting of the Planning Commission, City of Grand Terrace, was held in
the First Baptist Church of Grand Terrace , 12354 Mt. Vernon Avenue, Grand Terrace,
California, on October 13, 1980, at 6:35 p.m.

The meeting was opened with the Pledge of Allegiance led by Commissioner DeBenedet
and oral roll call .
APPROVAL OF MINUTES - SEPTEMBER 22, 1980
PCM 80-85 Motion was made by Commissioner DeBenedet, seconded by Commissioner
Bartel , and carried unanimously to approve the Minutes of September
22, 1980, as submitted.
REQUEST FOR EXTENSION - TRACT 11135
Planning Staff, Jean Laurin, briefed the Planning Commission stating
the Morgan Development Company has requested a six-month extension
of Tract 11135 to May 15, 1981 ; and the request was made when the
30-day moratorium for issuing building permits was in effect. The
moratorium is now lifted and a request for approval and acceptance
of Final Maps for Recordation will be before the City Council at
their meeting of October 16, 1980. Ms. Laurin recommended the
Planning Commission approve the six-month extension, since the item
is on the Agenda, in the event something would happen to prevent the
recordation.
Chairman Tetley asked Ms. Laurin when the Tract would expire otherwise.
Ms. Laurin stated November 15, 1980. She further stated that with
the lifting of the moratorium, the sewer connection fees increased;
this will cost this particular Tract $34,000.00. There was no
problem with the Tract - it would be developed. Ms. Laurin stated
she felt a six-month extension was not out of line.

PCM 80-86 Motion was made by Commissioner Erway, seconded by Commissioner
DeBenedet, and carried unanimously to approve an extension of
six months for Tract No. 11135 to May 15, 1981 .
REQUEST TO FILE ZONE CHANGE TO AMEND CITY ZONING - "T" STANDARD #368
Planning Staff, Jean Laurin, stated the Planning Commission, at their
Public Work Session, September 22, 1980, informally reviewed the
zoning "T" Standard No. 368, which modifies the zoning designations
for large portions of the City; stated they found many were no longer
applicable or were covered by amendments to the Zoning Ordinance.
Ms. Laurin recommended the Planning Commission request that Council
authorize a Zone Change, which will result in an official review of,
and amendments to, the City of Grand Terrace Zoning Ordinance for
the updating of existing "T" Standard No. 368.
PCM 80-87 Following questions, Motion was made by Chairman Tetley and seconded
by Commissioner McDowell to request the City Council to authorize
a zone change that would amend "T" Standard No. 368 as reviewed at
the Public Work Session on September 22, 1980. Following clarifica-
tion that the Motion relates only to "T" Standard No. 368 as it is
the only "T" Standard in need of revision at this time, the Motion
carried unanimously.
PROPOSED ORDINANCE PERTAINING TO ARCHITECTURAL REVIEW
Following discussion regarding the wording of Paragraph I , Section 4,
of the proposed Architectural Review Ordinance, Motion was made by
Commissioner Erway and seconded by Chairman Tetley to change the
word "designed" to "designated" in the first line of Paragraph I ,
Section 4, of the proposed Architectural Review Ordinance.
Discussion followed concerning the original intent of the paragraph.
Planning Staff, Jean Laurin, recommended the Planning Commission not
put something into the Ordinance they cannot carry through. Commis-
sioner Erway withdrew his Motion to allow Chairman Tetley to open
the meeting to public comment.
Dale Griffin, Griffin Development, addressed the Planning Commission
requesting clarification of paragraphs B, D, and I of Section 4.
Mr. Griffin asked the Planning Commission to promote the character
of projects to blend rather than state what can and cannot be done.
Chairman Tetley then closed the meeting to public comment.
PCM 80-88 Following further discussion and recommendations from Ms. Laurin,
Motion was made by Chairman Tetley and seconded by Commissioner
McDowell to change Paragraph I , Section 4, of the proposed
Architectural Review Ordinance to read: "As to residences, styles
of homes shall be designed to carry out one architectural design
per unit, and the same design theme shall apply to the building
roof style and type, fencing, landscaping, and appurtenance
structures." Following discussion regarding landscaping, the
Motion carried unanimously.

The Planning Commissioners concurred to review the Ordinance
further within the next few days and, if any Commissioner felt
there should be additional changes, the Planning Commission would
request it be placed on a future agenda.
PCM 80-89 Motion was made by Commissioner Erway, seconded by Commissioner
DeBenedet, and carried unanimously that the amended proposed
Architectural Review Ordinance be referred to the City Council ,
subject to review by members of the Commission and Staff, and
if such review results in the need for changes, it is to be brought
back at the next Planning Commission meeting.
ADJOURN TO PUBLIC WORK SESSION
The regular meeting of the Planning Commission adjourned to
Public Work Session at 7:35 p.m. The Public Work Session adjourned
at 8:25 p.m. The next regular meeting of the Planning Commission
will be held Monday, October 27, 1980, at 6:30 p.m.
