PLANNING COMMISSION MINUTES
NOVEMBER 10, 1980
A regular meeting of the Planning Commission of the City of Grand Terrace was held in
the First Baptist Church of Grand Terrace, 12354 Mt. Vernon Avenue, Grand Terrace,
California, on November 10, 1980, at 7:37 P.M
PRESENT: Frank Tetley, Chairman

The meeting was opened with the Pledge of Allegiance led by Commissioner McDowell ,
and oral roll call .
Chairman Tetley announced he has received a letter of resignation
from Commissioner Tom Rivera. A Notice of Vacancy on the Planning
Commission will be advertised.
Planning Director Lewis Sullivan introduced Gloria Flood, the City's
newly hired Planning Secretary.
APPROVAL OF MINUTES - OCTOBER 27, 1980
PCM 80-94 Motion was made by Commissioner Erway, seconded by Commissioner
DeBenedet, and carried unanimously to approve the Minutes of October
27, 1980, as submitted.
REQUEST FOR LOT LINE ADJUSTMENT (Continued)
APPLICANT: Miller, E, J.
File/Index: MS/80-1069/E230-117/MSE80-734
PROPOSAL: Lot line adjustment btwn 2 lots on 2.81 ac.
LOCATION: N/s Vista Grand Way approx. 880' NW/o its intersection
with Grand Terrace Road.
REP: Garner, Tracadas & Troy
Chairman Tetley announced this item was continued from the October
27, 1980, meeting to allow reevaluation by the City Engineering Staff.
A staff report from the City Engineering office states a review has
been made of the site and their office recommends approval of the lot
line adjustment with conditions:

1. That the Parcel Map is completed, checked by City Engineering
Staff, and recorded.
2. Site plan approval be required prior to issuance of building
permits for the parcel adjacent to the aqueduct.
Chairman Tetley asked the applicant, Ron Winters , 23246 Barton Road,
for any statements he would like to add. Mr. Winters said he had
none, but he would answer any quesitons.
PCM 80-95 Following discussion, Motion was made by Commissioner Andress,
seconded by Commissioner Erway, and carried unanimously to approve
the lot line adjustment for Assessor's Parcels No. 276-371-03
and No. 276-371-28, as per the Land Division Plot map, subject to
the conditions, with the addition of condition number nine: "That
site plan approval be required prior to issuance of building permits
for the parcel adjacent to the Aqueduct. "
Chairman Tetley advised Mr. Winters he could appeal , within fourteen
days, any of the conditions imposed.
REQUEST FOR TIME EXTENSION - TRACT 10395-1 & TRACT 10395-2
A request by Coast Construction company for a six-month extension
to expire May 19, 1981, for Tract 10395-1 and Tract 10395-2.
Chairman Tetley announced he and Commissioner DeBenedet would not
participate in this matter due to conflict of interest, and requested
Vice-Chairman Collins conduct the meeting for this item.
Following discussion, Vice-Chairman Collins opened the meeting to
public testimony. There being no testimony supporting or opposing
this matter, Vice-Chairman Collins closed the meeting to public
comment.
PCM 80-96 Following further discussion relating to whether there should be
additional conditions, Motion was made by Commissioner McDowell ,
seconded by Commissioner Erway, and carried unanimously, by those
present, to approve a six-month extension to May 19, 1981, for
Tract 10395-1 and Tract 10395-2, subject to site approval .
ADDITIONAL BUSINESS
The November 19, 1980, City/County Planning Commission Conference
was discussed and it was decided that reservations be made for these
conferences through the Planning Director's office.
The Referral Memo and attachments regarding a proposal by Blue
Mountain Development for a 19-unit planned unit development on
39.7 Acres, southeast intersection of Palm Avenue and Honey Hill
Drive, was discussed. This item is to be before the Planning
Commission at a subsequent meeting.

ADJOURN
Motion was made by Commissioner Erway, seconded by Commissioner Andress ,
and carried unanimously to adjourn the regular Planning Commission
meeting at 8:00 p.m. A public work study session of the Planning
Commission will be held at 6:30 p.m on Monday, November 24, 1980,
followed by the regular Planning Commission meeting at 7:30 p.m.
