A regular meeting of the Planning Commission of the City of Grand Terrace
was held in the First Baptist Church of Grand Terrace , 12354 Mt . Vernon
Avenue , Grand Terrace , California , on December 8 , 1980 , at 7 : 30 P . M .

The meeting was opened with the Pledge of Allegiance led by Commissioner
McDowell , and oral roll call .

APPLICANT : Zampese-DeBenedet Partnership

PROPOSAL : Create 7 lots on 4+ acres .
Commissioner DeBenedet steps down , due to conflict of interest .
Staff presentation is made by Lewis Sullivan . Applicant is
proposing a seven ( 7 ) lot commercial /industrial minor
subdivision for lot sales . Commissioner Tetley asks about
the sloping of the property . Staff explains there is a
gentle slope of about 14 feet . Commissioner Tetley notes
that condition #3 requires "no parking" signs to be posted
on the north side of the street and suggest painting the
curb red . Staff explains that this would not be necessary
if the Fire Department does not relocate from Lot #1 to
Lot #4 . Commissioner Collins asks about parkways . Mr . Moe
Behzad , engineer for the project , explains there are no
parkways , but parkways may need to be added between sidewalks
and property lines .
Staff recommends approval subject to conditions .
Applicant and his engineer agree with all conditions .
PUBLIC COMMENT/TESTIMONY : None
COMMISSION ACTION :
Commission moves to add a condition requiring , "A site plan
review as each lot is developed . " Commissioner Erway moves
to modify Condition #3 to read , "That the north side of La
Alba Court shall be posted with no parking signs if the fire
station is moved to Lot #4 . "
MOTION BY : Erway SECOND BY : Collins CARRIED : 5 to 1
PCM 80-99 Moves to approve this project , subject to conditions .
Commissioner Tetley votes in opposition to the motion .
Commissioner DeBenedet abstains due to possible conflict
of interest .
Commission ADOPTS the Negative Declaration and instructs the
Secretary to file a Notice of Determination .
Commissioner Andress arrives at 8 : 00 P . M . and Commissioner
Erway departs at 8 : 05 P . M .

APPLICANT : Doug Boyd

PROPOSAL : Create 3 lots on 3 . 6+ acres .
Staff presentation is made by Lewis Sullivan . Applicant
is proposing a three (3) lot minor subdivision , one of
which is a flag lot . Staff recommends approval subject to
the seven conditions on the staff report .
Applicant and his engineer agree with all conditions .
PUBLIC COMMENT/TESTIMONY :
Dennis Kidd , owner of adjacent property , expresses concern
about a road connecting to Observation Drive for access of
fire equipment .
W . J . McKeever , engineer for the project , states road was a
private easement , not a public right-of-way and road is actually
only a dirt trail .
COMMISSION ACTION :
During discussion of the motion , Commissioner Smith states
she is concerned about the critical aspect of access to the
area . Staff states access is adequate because Blue Mountain
Court is 450 ' deep .
MOTION BY : Collins SECOND BY : Smith CARRIED : 6 to 1
PCM 80-100 Moves to accept the seven ( 7 ) findings of staff and approve
this project , subject to conditions .
Commissioner Bartel votes in opposition to the motion .

APPLICANT : Blue Mountain Development
INDEX : PUD/80-0119/E231 -121
LOCATION : SE intersection of Palm Avenue and Honey Hill Drive .
PROPOSAL : 19 unit Planned Unit Development on 39 . 7 acres .
Staff presentation is made by Lewis Sullivan . Staff explains
that applicant is proposing a zone change from Agricultural
to PUD zone . The developer has filed under the Planned Unit
Development Ordinance which allows for transfer of density
from adjacent private open space land to a central developable
area . Staff notes each lot has adequate access onto private
roads for fire equipment due to area being a high fire hazard
area . Applicant is asking for a zone change and a preliminary
approval of his development plan . Applicant will prepare the
final tract map and development plan for Commission review.
Staff recommends approval of this project , subject to
conditions .
Dennis Stafford of Ludwig Engineering , engineer for the
applicant , states they are in agreement with the conditions ,
but asks to modify the Fire Warden Condition #5 because it
is somewhat outdated . The County Fire Warden has revised
standards on this . Mr . Stafford asks that it read , "These
road grades may be exceeded with the approval of the County
Fire Warden in accordance with State guidelines . "
Commission expresses concern over the following items : will
mining continue in this area ; will mining in the past be
present after development ; when blasting will occur ; when
water reservoir will be installed ; where the TV Cable site
will be ; donating some property to the City and who will
maintain this property if it is not donated .
Dennis Stafford and Mike Stewart , owner of the project , were
able to satisfy the concerns of the Commissioners .
PUBLIC COMMENT/TESTIMONY :
Pat McCarthy , adjacent property owner , is concerned about
whether or not there is a market for this type of project ,
the size of the lots , and the erosion problem he feels will
result from this project .
Dennis Stafford states area now is subject to erosion , but
with pavement of roads and slope control , and the drainage
facilities that will be put in , the erosion will be controlled
according to the Environmental Impact Report .

COMMISSION ACTION :
MOTION BY : McDowell SECOND BY : Bartel CARRIED : Unopposed
PCM 80- 101 Commission moves to APPROVE and accept the focused EIR and
find that the mitigating measures can be accomplished with
minimum impact on the environment and surrounding areas
and APPROVE the PUD and preliminary development plan subject
to the conditions of approval and the filing of a tract map .
Commission adopts the Environmental Impact Report .
Commission adjourns at 9 : 43 P . M .
