06/08/1981 CITY OF GRAND TERRACE PLANNING COMMISSION MINUTES June 8 , 1981 A regular meeting of the Planning Commission of the City of Grand Terrace was held in the Terrace View Elementary School - Multi -Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California , on June 8 , 1981 , at 7 : 00 P . M . PRESENT : Frank 0 . Tetley , Chairman Vern Andress , Commissioner Winifred Bartel , Commissioner Gerald Cole , Commissioner Sandy Collins , Commissioner William DeBenedet , Commissioner John McDowell , Commissioner Lillian Smith , Commissioner ( Left at 7 : 57 ) Lewis Sullivan , Planning Director Gloria J . Flood , Planning Secretary ABSENT : Doug Erway , Commissioner The meeting was opened with the Pledge of Allegiance led by Commissioner Cole , and oral roll call . ITEM # 1 APPROVAL OF MINUTES - May 11 , 1981 MOTION BY : Andress SECOND BY : Bartel CARRIED : Unopposed by all present . PCM 81 -27 Commission unanimously voted to approve Minutes of May 11 , 1981 as submitted . ITEM #2 PRESENTATION OF THE REDEVELOPMENT PLAN FOR THE REVISED GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT ; Gail Carr , Consultant . Gail Carr , Consultant for the Redevelopment Agency Project states the primary reason for the Planning Commission giving approval of this plan is to ensure consistency with the City ' s General Plan . The Fiscal Review Committee and the Project Area Committee has reviewed the plan and gives informal approval . Page One PC 6-8-81 ITEM #2 ( Continued ) Mr. Carr requested that the Planning Commission consider the adoption of Resolution No . PC 81 -06 approving the Redevelopment Plan showing the Redevelopment Agency that its report and recommend- ations conform with the General Plan and certifying review of the Draft Environmental Impact Report . PUBLIC COMMENT/TESTIMONY : None COMMISSION ACTION : MOTION BY : McDowell SECOND BY : DeBenedet CARRIED : Unopposed by all present . PCM 81 -28 Commission moves to adopt Resolution No . PC 81 -06 . RESOLUTION NO . PC 81 -06 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE APPROVING THE REDEVELOPMENT PLAN FOR THE REVISED GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT , MAKING ITS REPORT AND RECOMMENDATIONS AS TO CONFORMING WITH THE GENERAL PLAN AND CERTIFYING AS TO THE REVIEW OF THE DRAFT ENVIRONMENTAL IMPACT REPORT . ITEM #3 COMMUNITY : Grand Terrace APPLICANT : Rose Marie Giardina FILE/ INDEX : Tentative Parcel Map 6856 PROPOSAL : Create 3 lots on 3 . 21 acres LOCATION : 11950 La Crosse Road REP : Gabel , Cook & Becklund , Inc . Staff presentation is made by Lewis Sullivan . Applicant is proposing to create a three lot commercial minor subdivision . The property is zoned C-2-T . Parcels 1 and 2 are bisected by a 30 ' easement owned by the City of Riverside and Gage Canal . Staff recommends approval subject to conditions . PUBLIC COMMENT/TESTIMONY : None COMMISSION ACTION : During Commission discussion the question of adequate drainage and the slope of Parcels 1 and 2 were of great concern . Page Two PC 6-8-81 ITEM #3 ( Continued) A Motion was made by Commissioner Andress to approve project subject to the conditions , seconded by Commissioner Cole . The Commission was not polled and the discussion on drainage access continued . A Motion was made by Commissioner Collins to apply restrictions on drainage to Parcels 1 and 2 . The Motion died for lack of a second . Discussion continued over drainage access . A Motion was made by Commissioner Andress to approve project subject to conditions and add additional condition to read , "Prospective buyers to be advised of drainage problem prior to completion of sale" . seconded by Commissioner Cole . The Commission was not polled and the discussion on drainage access continued . After discussion and several motions were made , the Commission decided to return to original motion . MOTION BY : Andress SECOND BY : Cole CARRIED : 7 to 1 PCM 81 -29 Commission moves to approve project subject to conditions . Commissioner Collins votes in opposition to the motion . ITEM #4 COMMUNITY : Grand Terrace APPLICANT : Jackie L . & Patricia L . Walton FILE/INDEX : MSE 81 -0002 PROPOSAL : Lot Line Adjustment LOCATION : A. P . N . 276-351 -06 Victoria Street Staff presentation is made by Lewis Sullivan . The applicant is requesting a Lot Line Adjustment for his property because the adjacent property owner mistakenly built a tennis court on a small portion of his property . Staff recommends approval of this Lot Line Adjustment . PUBLIC COMMENT/TESTIMONY : None COMMISSION ACTION : MOTION BY : Tetley SECOND BY : Bartel CARRIED : Unopposed by all present . Page Three ITEM #4 ( Continued ) PCM 81 - 30 Commission moves to approve Lot Line Adjustment and waive the requirement of a Parcel Map . Commissioner Smith left the meeting at 7 : 57 P . M . A general discussion is held by the Commission . Commissioner DeBenedet suggests that several signs around the City do not conform to the Sign Ordinance and would like to have the Building Inspector , Mr . Jim McLean attend the meeting of July 13 , 1981 , to discuss his interpretation of the Ordinance . Commissioner Andress discusses the recent fire in the Grand Terrace Area and would like to have the County Forestry and Fire ;garden Department attend the meeting of July 13 , 1981 , to further enlighten the Commission on fire safety .
