PLANNING COMMISSION MINUTES
August 10 , 1981
A regular meeting of the Planning Commission of the City of Grand Terrace
was held in the Terrace View Elementary School - Multi -Purpose Room ,
22731 Grand Terrace Road , Grand Terrace , California , on August 10 , 1981 ,
at 7 : 07 P . M.

The meeting was opened with the Pledge of Allegiance led by Commissioner
Erway , and oral roll call .
ITEM #1
APPROVAL OF MINUTES - July 13 , 1981
MOTION BY : Andress SECOND BY : DeBenedet
CARRIED: Unopposed by all present .
PCM 81 -32 Commission unanimously voted to approve Minutes of
July 13 , 1981 as submitted .
ITEM #2
NOTIFICATION OF PUBLIC HEARING FOR COMMISSION MEETING
Staff presentation was made by Virginia Farmer . Ms .
Farmer stated that the City follows the procedures
outlined in the Subdivision Map Act and zone ordinance
and that she also contacted surrounding cities about
their notification of public hearings . They follow
the same procedure .

COMMISSION ACTION :
Commission discussed the matter and decided that proper
notification was being given . They felt nothing more
could be done .
ITEM #3
APPLICANT : Don & Sue Haskell
FILE/INDEX : MD 81 -001
PROPOSAL : Request a Minor Deviation of Rearyard Setback
LOCATION : 11900 Kingston
Staff presentation was made by Virginia Farmer . Applicant
requested a minor deviation of rearyard setback , for pur-
pose of a room addition to existing structure .
Staff recommended denial of this minor deviation because
applicant is proposing to build over public utility ease-
ment and proximity of the addition to the neighbor ' s side-
yard line .
PUBLIC COMMENT/TESTIMONY :
None
COMMISSION ACTION :
During Commission discussion Chairman Tetley ask staff if
they have any problem with granting a 9 foot minor deviation
instead of 10 feet . Staff stated if Commission can approve
the findings of fact in this case , they have no objection to
approving this application .
MOTION BY : Smith SECOND BY : Erway
To continue action on this application until next meeting
to allow input from adjoinging homeowner and allow staff
further time to study application .
Motion fails 2 to 5 , with Commissioners Andress , DeBenedet ,
McDowell , Chairman Tetley and Vice-Chairman Collins voting
in opposition to the motion .
Further discussion among the Commissioners as to whether
the application is a minor deviation .

CARRIED : 7 to 1
PCM 81 -33 Commission voted to deny application for Minor Deviation
of Rearyard Setback for the following reasons :
1 . There are no exceptional or extraordinary circumstances
or conditions applicable to the property or to the in-
intended use that do not apply to other properties in the

same zone or vicinity .
2 . That strict application of the zoning ordinance does not
deprive such property of privileges enjoyed by other
properties in the vicinity or in the same zone .
3 . That the granting of the modification does constitute a
special privilege inconsistent with the limitations upon
other properties in the vicinity in which their
property is located .
Chairman Tetley voted in opposition to motion .
ITEM #4
APPLICANT : Len Kramer
PROPOSAL : Request a Minor Deviation of Sideyard
Setback
LOCATION : 22750 DeBerry
Staff presentation was made by Virginia Farmer . Applicant
has constructed a "boat cover" without a permit . This cover
encroaches into the sideyard setback . According to Uniform
Building Code and San Bernardino County Municipal Code ,
Section 61 . 219 , a five-foot minimum sideyard setback is
required . Applicant has connected this cover to a 10 '
existing masonry retaining/garden wall .
Staff recommended denial of this minor deviation .

None
COMMISSION ACTION :
MOTION BY : Collins SECOND BY : McDowell
CARRIED : Unopposed by all present .
PCM 81 -34 Commission unanimously voted to deny request for a minor
deviation of sideyard setback for the following reasons :
1 . The improvements as shown on the development plan are
not consistent with all adopted standards and policies
as set forth in the City ' s zoning and building codes .
2 . That there are no exceptional or extraordinary circum-
stances or conditions applicable to the property in
the same zone or vicinity .
3 . The granting of such modification may be materially
detrimental to other properties in the area of the
of the permitted use .

4 . There are no exceptional or extraordinary circumstances
or conditions applicable to the intended use .
5 . The strict application of the zoning ordinance does not
deprive the property of privileges enjoyed by other
properties in the vicinity .
6 . The granting of the modification would constitute a
special privilege inconsistent with the limitations
upon other properties in the vicinity in which the
property is located .
7 . The granting of the modification is not compatible
with the objectives , policies , general land uses
and programs specified in the General Plan .
8 . The lawful conditions stated in the approval are not
deemed necessary to protect the public health , safety ,
and general welfare .
ITEM #5
APPLICANT : Keeney & Son
PROPOSAL : Building Addition
LOCATION : Mt . Vernon Avenue
Staff presentation was made by Virginia Farmer . This is
a site plan for a room addition to an existing building .
The application was brought before the Planning Commission
to review as an architectural and information item only .
PUBLIC COMMENT/TESTIMONY :
None
COMMISSION ACTION :
No action was needed .
ITEM #6 PUBLIC HEARING :
APPLICANT : Robert W . Lundbald
FILE/ INDEX : ( NH) SA/81 -1001
PROPOSAL : Office and warehouse for acoustical materials
LOCATION : 21899 Pico Street off Taylor Street
Staff presentation was made by Virginia Farmer . Applicant
is proposing to construct an office and warehouse . The office
will resemble a typical residential home with the warehouse
a typical metal construction .
The Chairman opened the Public Hearing to people speaking
in favor of project :

Robert W . Lundbald , 15 Commercial , Riverside , requested
approval of this application with reconsideration to be
given on street improvements . He asked commission to
waiver requirement for sidewalk . Stating several other
businesses in the area do not have sidewalks .
Dan Greene , 1672 Fiske Avenue , Pasadena , owner of property ,
asked commission to approve the project so that escrow
might close .
Person speaking in opposition :
W. T . Halterman , 12750 Royal Avenue , Grand Terrace , adjacent
homeowner was concerned about the construction of the
warehouse . He stated the warehouse building would abut
his backyard and feels there would be a visual impact
to his property .
The Chairman closed the public hearing .
COMMISSION ACTION :
During discussion of this project , the Commissioners expressed
concern over the visual impact to adjacent property owners ,
landscaping and building height .
MOTION BY : Tetley SECOND BY : Andress
CARRIED: 6 to 2
PCM 81 -35 Commission voted to continue the item until the next
meeting to allow staff and commission further time to
study application and visit site .
Vice-Chairman Collins and Commissioner Smith voted in
opposition to motion .

Commission adjourned at 9 : 13 P . M . to regular adjourned meeting August 24 ,
1981 at 6 : 30 P . M . in order to study zone ordinance .
