The Grand Terrace Planning Commission regular meeting of October 12 , 1981
was called to order at 6 : 37 P . M . in the Terrace View Elementary School -
Multi -Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California

OLD BUSINESS : Continued from September 14 , 1981
#1 GENERAL PLAN AMENDMENT 81 -0001 PUBLIC HEARING
ZONE CHANGE 81 -1001
General Plan Amendment from residential ( 4-8) to industrial
and Zone Change from R-3 to M-2 on 1 lot on the north side
of Barton Road , west of Grand Terrace Road .

Planning Director , Virginia Farmer , reviewed the staff report and stated
the application is a General Plan Amendment and Zone Change . General
Plan is multiple residential and zone is R- 3 . The request is to change
General Plan to Industrial and the zone to M-2 . Ms . Farmer stated
property is located in an R-3 zoned area which appears to be transitional
from an agricultural area to industrial and heavy commercial area . The
Stater Bros . warehouse is located to the west and is a twenty-four
operation which is very noisy . Also , noise from trains and highway
traffic affects the area . Ms . Farmer further stated that due to traffic
and noise that if the property were to be developed as R- 3 , there is the
potential for a problem area if used as residential with respect to
traffic on Barton Road and grading problems . The bridge will not
accommodate much increase in traffic safety . Also , included in this
General Plan Amendment and Zone Change is a small residual parcel that
goes under the bridge and is owned by Southern Pacific Railroad .
Chairman Tetley asked staff whether there was any consideration regarding
ingress and egress off Barton Road . Ms . Farmer stated that is a matter
to be considered during Site Plan and Architectural Review .
Commissioner Andress questioned staff on the use of the parcels located
to the east of this property and their uses at present time . Ms . Farmer
stated the parcels were zoned R-3 but the uses are R- 1 with limited
agricultural .
Commissioner McDowell stated he could not see changing zone to M-2 but
would understand a change to M-R and asked staff to explain the difference .
Ms . Farmer stated M-R is a light industrial use and M-2 is heavy industrial .
Commissioner Andress asked whether this property would not be better
suited for some type of commercial use , since it is a "window" entrance
to our community . Ms . Farmer stated a population is needed to support
such a use and in this area population will not support neighborhood
commercial .
Gary Croft of T . Milford Harrison and Associates , 6833 Indiana Avenue ,
Suite 5 , Riverside , California 92506 , representing the owner , stated
the proposed development of this parcel would be a sash and door factory.
He further stated it is a clean operation with relatively little noise
or truck activity . Addressing some of the concerns of the Commission ,
Mr . Croft stated commercial is not a viable use because access to the
location and the bridge would need to be widened . Commercial uses would
cause more traffic than industrial . The current use would allow
approximately 20 residential units with heavier traffic and heavier
population density .
Mr . Croft stated if the application were to be approved the Commission
would have control over the site insofar as access , hours of operation ,
design of site , buffers , and landscaping . Landscaping and location of
buildings would help to buffer noise affecting adjoining residential parcels .
Notice having been given as required by law , the continued public hearing
was opened .

Speaking in opposition :
- Mr. William C . Liles , 21840 Grand Terrace Road , Grand Terrace , California
92324 , stated he was against the proposal due to noise factors involved ,
access to property , and drainage . He felt the change would be detrimental
to his property .
- Mrs . Famou L . Hughes , 21830 Grand Terrace Road , Grand Terrace , California
92324 , stated she is opposed to having a factory adjoining her back yard
and would rather see the area developed residential . She felt that
noise was a consideration and would be less with residential uses than
with industrial uses .
The public hearing was closed as no one wishes to speak further either in
favor or in opposition to the General Plan Amendment and Zone Change .
COMMISSION DISCUSSION :
Chairman Tetley asked if it would be necessary to widen Barton Road . Ms .
Farmer stated that any improvements would have to be made by the developer
of the property .
Commissioner Erway asked about the drainage problem. Mr . Croft responded
that their was a gentle slope toward the railroad track and that engineering
would be required to channel the drainage in the proper direction .
Commissioner Smith questioned if 200 feet access to the property is
sufficient . Mr . Croft stated access was sufficient .
PCM 81-50 MOTION by Commissioner Smith , seconded by Commissioner
Tetley and failed by a 3-4 vote with Commissioners Smith ,
DeBenedet , and Chairman Tetley voting in favor and
Commissioners Erway , Andress , McDowell , and Bartel
voting in opposition TO APPROVE GENERAL PLAN AMENDMENT
81 -0001 AND ZONE CHANGE 81 - 1001 INCLUDING THE FINDINGS
AS STATED IN THE STAFF REPORT AND ADOPT THE NEGATIVE
DECLARATION .
Chairman Tetley noted the motion had failed , so the application is
denied . Chairman Tetley informed the applicant that he had the right
to appeal the decision of the Planning Commission to the City Council
within fifteen days of this date .

#2 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING

Tract Nos . 9741 and 9919 , 55 homes
on Pico Street , east of Michigan Avenue .

Planning Director, Virginia Farmer reviewed the staff report and stated
the application was for Site Plan and Architectural Review for Tracts
9741 and 9919 . City recorded the two subdivisions in 1979 . Financing
was approved under the provisions of CRA and SB 99 . Pacesetter Homes , Inc .
is purchasing the tracts from Wayne Steward .
Michael T . Raphael , Pacesetter Homes , Inc . , 4540 Campus Drive , Newport
Beach , California 92660 , authorized agent , reviewed the elevations ,
landscaping requirements , and stated one plan was changed from asphalt
shingles to rock roof because of the pitch of the roof.
Commissioner DeBenedet questioned applicant on the 1 foot eave , stating
he felt it did not appear pleasing to him. Mr . Raphael stated two
feet eaves could be added if the Commissioners preferred two feet in
place of a one foot eave .
Commissioner Bartel ask about improving the stark block wall along
Pico and whether the wall could be improved insofar as appearance .
Mr. Raphael agreed that landscaping could be provided along the parkway ,
which is three feet in width .
Notice having been given as required by law , the public hearing was
opened .
Speaking in opposition :
- Mrs . Elizabeth Herbree , 12569 Michigan , Grand Terrace , California
92324 , was concerned about drainage .
There being no one else wishing to speak in favor or in opposition to
the Site Plan and Architectural Review , the public hearing was closed .
COMMISSION DISCUSSION :
PCM 81-51 MOTION by Commissioner McDowell , seconded by Commissioner
DeBenedet and passed by a 7-0 vote to add a condition
requiring eaves with two feet overhangs .
Commissioner Tetley expressed concern over the block wall . Ms . Farmer
stated clinging vines and landscaping would relieve the stark appearance
of the wall .
PCM 81-52 MOTION by Commissioner Andress , seconded by Commissioner
Erway and passed by a 7-0 vote to add a condition requiring
landsaping of the parkway on Pico and that irrigation be
provided from the houses backing to the solid wall subject
to approval by the Planning Director.

Andress and passed by a 7-0 vote TO APPROVE SITE AND
ARCHITECTURAL DEVELOPMENT PLAN NO . SA 81 -2 INCLUDING
THE FINDINGS AS STATED IN THE STAFF REPORT AND SUBJECT
TO CONDITIONS RECOMMENDED BY STAFF AND TWO CONDITIONS
ADDED BY PLANNING COMMISSION . HE ALSO MOVED TO ADOPT
THE NEGATIVE DECLARATION ISSUED PREVIOUSLY FOR THIS
PROJECT .
There being no further business , the meeting was adjourned at 8 : 10
P . M . to an adjourned regular meeting to be held October 26 , 1981
at 6 : 30 P . M . in the Planning Department Conference Room at 22795
Barton Road , Grand Terrace , California .
