01/04/1982 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING January 4 , 1982 The Grand Terrace Planning Commission regular meeting of January 4 , 1982 was called to order at 7 : 04 P . M . in the Terrace View Elementary School - Multi -Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California by Chairman Frank 0 . Tetley . Flood , Planning Secretary MINUTES : Regular meeting of December 14 , 1981 approved as submitted . PCM 82-01 MOTION by Commissioner Erway , seconded by Commissioner Andress and passed by a 8-0 vote TO APPROVE THE MINUTES OF DECEMBER 14 , 1981 AS SUBMITTED . NEW BUSINESS : #1 FINAL DEVELOPMENT PLAN - BLUE MOUNTAIN PUBLIC HEARING PUD 80-0119 ZONE CHANGE CONCURRENT WITH TENTATIVE TRACT NO . 10969 SE corner of Honey Hill Drive and Palm Avenue Planning Director , Virginia Farmer reviewed the staff report and stated this application was for the final development plan concurrent with tentative tract map and zone change . Ms . Farmer stated she had changes in the staff report as follows : 1 ) Under section entitled , " Revised Final Development Plan Analysis " , second paragraph should read , "The revised final development plan shows a repositioning of lots . Lot density is 2 . 2 units per acre . Five + acres were being omitted from the preliminary development plan and tentative tract map . A zone change incorporating a PUD overlay must be approved by the City Council prior to recordation of the tract map . " 2 ) Under section entitled , "General Description" , Parcel Size : 39 . 5 + acres . Grand Terrace Planning Commission Page 1 of 3 January 4 , 1982 This project is an 18 lot subdivision with one open space area . The project will be developed in two phases . This site was formerly a quarry . A Subdivision Review Committee Meeting was held December 28 , 1981 and the findings and conditions as a result of that meeting are attached . Staff recommends approval of this project subject to conditions . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak further either in favor or in opposition to this application . COMMISSION DISCUSSION : Chairman Tetley questioned staff as to fire warden conditions , dated May 23 , 1980 . Staff stated as a result of the meeting held December 28 , 1981 the fire warden felt these conditions were still applicable and up to date . Chairman Tetley questioned fire warden condition regarding grading of slopes not to exceed 12% and aren ' t slopes steeper than that in project area . Staff stated this requirement was contained in Exhibit A , minutes of December 8 , 1980 . Brian Esgate , City Engineer ' s Office , said conditions were acceptable and adequate . Commissioner DeBenedet was concerned with drainage of property . Dennis Stafford , Ludwig Engineering , represented the owner , stated drainage of this project is to Palm Avenue which follows natural drainage course . Commissioner DeBenedet asked if parking on pads were sufficient since street parking is not to be allowed . Dennis Stafford stated parking will be as required by City . Chairman Tetley questioned Item 6 of the findings regarding easements on the property other than Teleprompter . Mike Stewart , owner of property , stated there was one other easement which Riverside Cable T . V . has a repeater station . PCM 82-02 MOTION by Commissioner Andress , seconded by Commissioner Bartel and passed by a 8-0 vote to APPROVE APPLICATION BASED ON MATERIAL IN THE STAFF PRESENTATION AND REPORT , THE TESTIMONY RECEIVED , ALSO MOVED TO CONFIRM THE FOCUSED EIR , APPROVE FINAL DEVELOPMENT PLAN , RECOMMEND TO CITY COUNCIL ZONE CHANGE APPROVAL AND RECOMMEND CITY COUNCIL APPROVAL OF TENTATIVE TRACT NO . 10969 , ALL SUBJECT TO APPLICABLE CONDITIONS . ---- ---------------- -- ----------- ---- ---- -- ------ ---- -- -- ---------- --- Grand Terrace Planning Commission Page 2 of 3 January 4 , 1982 #2 PROPOSED NUISANCE ABATEMENT ORDINANCE Item was discussed in Public Work Session by staff and City Attorney . No further discussion was held . Chairman Tetley ask for recommendation to City Council now . PCM 82-03 MOTION by Commissioner Collins , seconded by Commissioner Andress to NOT RECOMMEND TO CITY COUNCIL THIS PROPOSED NUISANCE ABATEMENT ORDINANCE . Commission was polled and a tie vote of 4 to 4 exist . Commissioners Collins , Andress , Erway and Tetley voting AYES . Commissioners Bartel , Cole , DeBenedet and McDowell voting NOES . MOTION FAILS . PCM 82-04 A NEW MOTION by Commissioner McDowell , seconded by Commissioner DeBenedet and passed by a 8-0 vote to SET ASIDE THIS PROPOSED ORDINANCE UNTIL TIME OF CODIFICATION OF EXISTING CITY ORDINANCE CODES AND THEN BE REVIEWED AT THAT TIME . -- -------------------------------------- --- ------ ------------------ --- #3 PROPOSED MINIMUM HOUSING STANDARDS ORDINANCE Item was discussed in Public Work Session by staff and City Attorney . No further discussion was held . Chairman Tetley ask for recommendation to City Council now . PCM 82-05 MOTION by Commissioner Erway , seconded by Commissioner Cole and passed by a 8-0 vote to SET ASIDE THIS PROPOSED ORDINANCE UNTIL TIME OF CODIFICATION OF EXISTING CITY ORDINANCE CODES AND THEN BE REVIEWED AT THAT TIME . -- - --------------- -- ------------------------- -- ------------ ---- ------- There being no further business , the meeting was adjourned at 7 :49 P .M . to a Public Work Session to be held January 25 , 1982 at 6 : 30 P .
