PCM 82-06 MOTION by Commissioner Andress , seconded by Commissioner Collins and passed by a 8-0 vote TO APPROVE THE MINUTES OF JANUARY 4 , 1982 AS SUBMITTED . MINUTES : Adjourned Work Session of January 25 , 1982 approved with corrections to read as follows : Chairman Tetley asked that minutes be corrected to read , "That meeting was merely moved from Planning Department Conference Room at 6 : 30 P . M . to Terrace View Elementary School at 7 : 30 P . M. At that time meeting was adjourned to a Special Meeting . PCM 82-07 MOTION by Commissioner Collins , seconded by Commissioner Andress and passed by a 8-0 vote TO APPROVE THE MINUTES OF JANUARY 25 , 1982 WITH CORRECTIONS . MINUTES : Special Meeting of January 25 , 1982 approved as submitted . PCM 82-08 MOTION by Chairman Tetley , seconded by Commissioner McDowell and passed by a 8-0 vote TO APPROVE THE MINUTES OF JANUARY 25 , 1982 AS SUBMITTED . Grand Terrace Planning Commission Page 1 of 8 February 1 , 1982 NEW BUSINESS : #1 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 82- 1 Single family dwelling unit at 22673 Arliss Lane . Brian Esgate , City Engineer ' s Office , reviewed the staff report and stated the application was for site plan and architectural review for a single family dwelling unit . Staff recommended approval of this project subject to conditions . Mr. Freddie U . Roseberry , applicant , stated he was in full agreement with the conditions . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak either in favor or in opposition to this project . COMMISSION DISCUSSION : Commissioner DeBenedet questioned staff regarding the slope of the lot as to which way water would drain . Brian Esgate , City Engineer , stated there are no requirements for a drainage plan and the plot plan shows that the lot will remain in its present configuration . The natural drainage is to the street . Mr . Roseberry , applicant , confirmed Mr . Esgate ' s response . Commissioner DeBenedet questioned applicant as to the size of the overhang . Mr . Roseberry , applicant , stated overhangs are two feet . PCM 82-09 MOTION by Commissioner Andress , seconded by Commissioner Bartel and passed by a 8-0 vote TO ADOPT THE NEGATIVE DECLARATION ISSUED FOR SA 82- 1 ; AND BASED ON THE MATERIAL IN THE STAFF PRESENTATION AND THE TESTIMONY RECEIVED , ALSO MOVED TO APPROVE SA 82- 1 INCLUDING THE FINDINGS AS STATED IN THE STAFF REPORT AND SUBJECT TO THE CONDITIONS RECOMMENDED BY STAFF . --- --------------- ---- ----------------- ---- -- -- ---- ---- ---------------- #2 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 82-2 Tract 9772- 1 on south side of Palm Avenue . Brian Esgate , City Engineer ' s Office , reviewed the staff report and stated the application was for site plan and architectural review for tentative tract 9772- 1 . Mr . Esgate informed the Commission that the grading plans were submitted to the City Engineer ' s Office and were checked . The Engineer returned the plan to the developer and Grand Terrace Planning Commission Page 2 of 8 February 1 , 1982 #2 ( Continued) most changes requested are shown on the plot plan . Mr . Esgate presented the exterior architectural renderings to the Commission . Staff recommended approval of this project subject to conditions . Dale Griffin , applicant , stated he was in agreement with all conditions . Chairman Tetley asked if the developer had anything to add . Dale Griffin , developer , stated the homes are a Cape Cod design . He also stated he put much effort and thought into marketing costs and the exterior of the homes . The houses are wood siding with bay windows . The roofs are black asphalt shingles simulating a slate roof . Chairman Tetley asked if grading plans were approved . Mr . Esgate stated plans were checked but what Commission is considering now is Site Plan and Architectural Review . Commissioner McDowell questioned the size of the lowest and highest square footage in the homes . Mr . Esgate stated the lowest is about 1400 square feet and the highest about 1700 feet with one model having an expandable loft area which is 2000 square feet . Commissioner DeBenedet asked how many of the 1400 square feet houses were planned in the development . Mr . Esgate stated there are 7 of the 1400 square feet homes . Commissioner DeBenedet expressed concern over the asphalt roofs stating surrounding homes have tile or shake . He said the proposed homes would be out of place with the rest of the neighborhood . Notice having been given as required by law , the public hearing was opened . Speaking in opposition : Phyliss Ann Forbes , 12161 Dos Rios , stated these homes will be right behind her home . She stated she is opposed to these homes being built because they are less than 2000 square feet , her home is 3100 square feet and has a tennis court . She feels this would bring down the property value of her home . Ms . Forbes expressed concern over the size of the lots being less than 10 ,000 square feet . Chairman Tetley restated Ms . Forbes concerns as three issues : 1 ) Size of homes ; 2 ) Size of lots ; 3 ) The plans . Chairman Tetley inquired if home models assigned to lot on grading plan couldbe changed . Mr . Esgate answered models are interchangeable but homes must comply with the renderings as approved here . Commissioner Cole asked if the entire tract or only Phase I is the project . Mr . Esgate answered only Phase I is included in the application as written . Commissioner Cole asked how many homes are in Phase I . Mr . Esgate answered there are 33 units in Phase I . Grand Terrace Planning Commission Page 3 of 8 February 1 , 1982 #2 (Continued ) Ms . Forbes asked about drainage . She said that her property has increased drainage problems as the area develops . Mr . Esgate stated a drainage ditch is required to control the drainage flow . Commissioner Andress questioned if the Commission has authority to approve this project making it a condition that perhaps only 21% of the lots can be developed with the smaller homes . Chairman Tetley stated he believes the Commission has the authority to do this but asked for clarification on this matter from City Attorney . Ann Peralta , 22928 Palm Avenue , expressed her opposition to this tract because of the size of the homes . She said the project would devalue her property . Mr . Griffin stated his homes are top quality and feels adjacent property values are not affected by the project . Mr . Griffin further stated Plan 2 is expandable and with the loft area included the house is over 2000 square feet . Mike Stewart , 23376 Westwood Drive , Blue Mountain Development Company , stated he lives in Honey Hills and is also doing a PUD at the southeast corner of Palm Avenue and Honey Hills Drive . He expressed concern over the size of the homes . He stated his homes will be a minimum 2500 square feet . Mr . Stewart added that the Griffin Tract and his property are the only prime residential property left in Grand Terrace . He was also opposed to erecting small homes in this location . In addition , he opposed the type of roofing material proposed . Mr . Stewart said larger , custom built homes should be constructed in this area . Earl Jacobs , corner of Palm and Dos Rios , stated his opposition to the project because of the smaller size of the homes . Dave Watson , adjacent property owner , stated he is opposed to development due to size of homes and quality of roofing being used . Francis Booth , Dos Rios , expressed concern over size of home and roofing . Mrs . Ryan , adjacent property owner , asked about the size of the lots . Mr . Esgate stated average lot size is 10 ,000 square feet . Commissioner Collins stated he would like to clarify average lot size . He stated he was against this subdivision in the first place because of the zoned density of the property . A fourth of each lot may be banks and slopes with the usable part of the lot not averaging 10 ,000 square feet . Chairman Tetley questioned Dale Griffin about other developments which have examples of material and style of roof similar to subject project . Dale Griffin stated a project , Hampton Village in Riverside County , is using the proposed type of roof. Chairman Tetley instructed staff to coordinate a field trip with Dale Griffin to view this tract . Roy Baines , adjacent property owner , expressed concern over size of homes and style of roofs as they may affect his property values . Grand Terrace Planning Commission Page 4 of 8 February 1 , 1982 #2 ( Continued ) Dale Griffin stated his project blends with existing homes and that he made every effort to blend the projects . He stated he added three car garages , wood shingle exterior and other amenities . Elvira Booth , adjacent property owner , asked about three car garages for a 1400 square foot home . Dale Griffin answered family sizes are changing , fewer children are born and this tends to increase vehicles per dwelling unit . He said three car garages will keep excess vehicles off the street . Ms . Booth disagreed with this . Chairman Tetley asked if anyone wished to speak in favor of this project . Since no one wished to speak in favor of the project the public hearing was closed . COMMISSION DISCUSSION : Chairman Tetley asked about the proposed time frame of the project . Dale Griffin stated if the project is approved , he would start construction within thirty days with completion of project anticipated by August or September . Chairman Tetley asked what percentage of Phase I must be sold before continuing with Phase II . Dale Griffin said 75% must be sold with approximately half of the escrows closed and homes being occupied . Commissioner Collins asked if a condition for streets to be completed prior to construction of the homes could be added . Mr . Esgate stated there are problems with completing streets because heavy trucks drive over the curbs and driveways damaging streets and curbs . Chairman Tetley said he needed more guidance from the City Attorney regarding controls on minimum size houses . He said the Commission has not given the developer guidance in this respect . PCM 82-10 MOTION by Commissioner Collins TO APPROVE THE PROJECT WITH DELETION OF PLAN 1 . DIES for lack of a second . Mr . Esgate suggested to Commission that the project be continued until March 1 , 1982 to get an opinion from the City Attorney as to minimum house size Commission can grant for development under the Site Plan and Architectural Review Ordinance No . 50 and to allow the developer to bring in samples of proposed roofing . PCM 82-11 MOTION by Commissioner Andress , seconded by Commissioner McDowell TO DENY THE PROJECT AND TO RECOMMEND THE PROJECT BE RETURNED : THE DEVELOPER DIRECTED TO CONSIDER TESTIMONY FROM THE COMMUNITY ; REQUIRE GUIDELINES SET OUT BY THE COMMISSION AND CITY COUNCIL AS TO DENSITY AND MINIMUM HOME SIZE IN SUBJECT AREA . THE DEVELOPER IS DIRECTED TO TAKE THE TWO ITEMS INTO CONSIDERATION WHEN HE RETURNS TO THE COMMISSION FOR APPROVAL OF HIS PROJECT . Mr . Esgate stated that if the Commission denies subject project , further consideration would be a public hearing by the City Council upon an appeal of the denial by Mr . Griffin . Grand Terrace Planning Commission Page 5 of 8 February 1 , 1982 #2 (Continued ) Chairman Tetley informed Mr . Griffin that he could rebut negative testimony . Mr . Griffin answered that witness were comparing size of and appearance of homes to those built by other developers . He further stated that circumstances regarding life styles have changed and the homes he is proposing are quality homes , meeting life styles and demands of younger prospective home owners . Commissioner Cole inquired if Planning Commission denied the project would project approval return to the Planning Commission for further consideration . Chairman Tetley answered if the project is appealed , it would be considered by the City Council . He also believes the project should stay with the Planning Commission . Chairman Tetley stated he wanted the City Attorney to give some guidance to the Commission and developer . Commissioner Cole then asked whether the Planning Commission can continue this item until the next meeting . Chairman Tetley answered yes . COMMISSIONER MCDOWELL WITHDREW HIS SECOND AND COMMISSIONER ANDRESS WITHDRE14 HIS MOTION . Commissioner DeBenedet then added he is opposed to the asphalt roofs . Commissioner McDowell said the project would , in his opinion , bring down property values of adjacent home owners . PCM 82-12 MOTION by Chairman Tetley , seconded by Commissioner McDowell and passed by a 8-0 vote TO CONTINUE SA 82-2 TO THE MEETING OF MARCH 1 , 1982 . Chairman Tetley requested staff to place SA 82-2 on the public work session agenda for discussion and on the Planning Commission Agenda for decision . Chairman Tetley further instructed staff to seek the opinion of the City Attorney and request his presence at the March meeting . Chairman Tetley invited those in attendance to return next month . He further informed the citizens their opinions are an official part of the record and it is not necessary for them to return if it is inconvenient . ---- -- ----------- ----- ------ ------ ------------ ---------- ---- ---- -- ----- #3 SITE PLAN AND ARCHITECTURAL REVIEW PUBLIC HEARING NO . SA 82-3 Single family dwelling unit at 22901 Grand Terrace Road . Brian Esgate , City Engineer ' s Office , reviewed the staff report and stated application was for site plan and architectural review for a single family dwelling unit . Mr . Esgate said the area is fully developed with street improvements constructed . Larry Walker , applicant , informed the Planning_ Commission that he was in full agreement with the conditions . Commissioner DeBenedet asked the size of the lot . Mr . Walker stated the lot is just over 112 acre . Chairman Tetley asked whether the gradina plan was included . Mr . Esgate said the grading plan was checked and it meets City standards . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak either in favor or in opposition to this application . COMMISSION DISCUSSION : PCM 82-13 MOTION by Commissioner Smith , seconded by Commissioner Bartel and passed by a 8-0 vote TO APPROVE NEGATIVE DECLARATION PREVIOUSLY ISSUED FOR SA 82-3 AND TO APPROVE SA 82-3 BASED ON THE MATERIAL IN THE STAFF PRESENTATION INCLUDING THE FINDINGS STATED IN THE STAFF REPORT , SUBJECT TO THE CONDITIONS RECOMMENDED BY STAFF . ----- ------ -- ---- ------------ ------ --- - -- ------ ------ ------ -- -- ---- --- #4 INDIVIDUAL WAIVER OF MORATORIUM - ADVISORY ITEM INLAND TIMBER COMPANY Brian Esgate , City Engineer ' s Office , gave a brief presentation stating that Inland Timber Company is requesting a waiver of the building moratorium imposed by the City Council affecting their property . Mr . Esgate stated applicant is requesting to erect a 14 ,000 square foot shed adjacent to the existing building . Mr . Esgate further stated the shed would be used for storage of lumber . Commissioner McDowell said the Economic Development Committee was working with Inland Timber Company and they may eventually be going out of business . Commissioner McDowell further stated Inland Timber Company is confining its business to the present location . Commissioner Cole asked if this request was to cover an existing stack of lumber . Mr. Esgate answered that he believes shed will be used for storage . Commissioner Smith asked if there would be any type of noise buffer . Mr . Esgate said shed would be in the center of existing buildings and they would act as a buffer . Esgate answered the moratorium is the building moratorium placed on the area under consideration by the Economic Development Committee as passed by the City Council . COMMISSION DISCUSSION : PCM 82-14 MOTION by Chairman Tetley , seconded by Commissioner Andress and passed by a 8-0 vote to RECOMMEND TO CITY COUNCIL WAIVING THE MORATORIUM AFFECTING INLAND TIMBER COMPANY . --- -- ---- -- --- --------------- ---------------- -- ------------ -- -- -- -- -- - #5 TEMPORARY CLASSROOMS - FIRST INFORMATION ITEM BAPTIST CHURCH Brian Esgate , City Engineer ' s Office , gave a brief presentation stating that the First Baptist Church , 12354 S . Mt . Vernon Avenue , is plannin4 to place a temporary building behind the community building . This temporary building will be used for classrooms until the construction of a permanent building .
