The Grand Terrace Planning Commission regular meeting of May 3 , 1982
was called to order at 7 : 03 P .M . in the Terrace View Elementary School -
Multi - Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California
by Vice Chairman Sanford L . Collins .

MINUTES : Regular meeting of April 5 , 1982 approved as submitted .
PCM 82-26 MOTION by Commissioner Erway , seconded by Commissioner
Cole and passed by an 8-0 VOTE TO APPROVE THE MINUTES
OF APRIL 5 , 1982 AS SUBMITTED .
NEW BUSINESS :
ITEM #1 TENTATIVE TRACT MAP NO . 12218 PUBLIC HEARING
KARGER CONSTRUCTION COMPANY
North side of DeBerry between
Mt . Vernon Avenue and Gage Canal .
Virginia Farmer , Planning Director , presented the staff report . This
project is a three lot condominium subdivision and complies with the
State Subdivision Map Act . The developer is proposing 35 condominium
units on 2 . 01 acres .
The applicant is requesting a three lot subdivision for the purpose
of phasing construction .
The applicant , Barney Karger , spoke in favor of the project , and
acknowledged that he agreed with the conditions .
Commissioner Andress arrived at 8 : 00 P .M .
Vice Chairman Collins stated for the record that no other people
were present in the audience , therefore , the Chair waived the
public hearing for this project .

COMMISSION DISCUSSION FOLLOWED :
Vice Chairman Collins inquired that on Condition No . 23 the last
sentence reads , "The subdivider shall comply with all current reg-
ulations and rules of the Southern California Edison Company as
filed with the Public Utilities Commission for the installation of
underground or overhead electric utilities within this tract . "
He asked if wires would be underground or overhead . Mrs . Farmer
stated utilities will be underground . Commission asked that the
words "or overhead " be deleted from Condition No . 23 .
PCM 82- 27 MOTION by Commissioner McDowell , seconded by Commissioner
Erway , and passed by an 8-0 VOTE TO APPROVE THE PROJECT
BASED ON THE MATERIAL IN THE STAFF REPORT AND PRESENTA-
TION AND THE TESTIMONY RECEIVED , MOVED TO ADOPT THE
NEGATIVE DECLARATION ISSUED FOR THIS TRACT AND FURTHER
MOVED TO RECOMMEND APPROVAL OF TENTATIVE TRACT NO .
12218 TO THE CITY COUNCIL INCLUDING THE FINDINGS AND
SUBJECT TO THE CONDITIONS AS SET OUT IN THE ATTACHED
STAFF REPORT PAGES 1 THROUGH 3 INCLUSIVE , AND AS
AMENDED BY THE PLANNING COMMISSION .

ITEM #2 SITE PLAN AND ARCHITECTURAL PUBLIC HEARING
REVIEW NO . SA 82- 6
KARGER CONSTRUCTION COMPANY
Virginia Farmer , Planning Director , presented the staff report .
This project is for site plan and architectural review for condo-
miniums to be located in Tract 12218 .
Mrs . Farmer stated that models A and B have garages in the front .
Models E and F have patios between the house and garage . Models
C and D have patios in front .
The applicant , Barney Karger , spoke in favor of the project , and
stated for the record that he agreed with the special conditions .
Vice Chairman Collins stated for the record that seeing no public
present the Chair waived the public hearing for this project .
COMMISSION DISCUSSION FOLLOWED :
Vice Chairman Collins asked why the roofs are half composition
shingle and half concrete tile . Mr . Karger explained that due to
solar water heaters and the maintenance thereof , that tile roofs
around the equipment are impractical . Composition roofs are pro-
posed on the rear where solar units are to be placed .
Commissioner DeBenedet asked about the unit at the corner of Mt .
Vernon and DeBerry . Commissioner DeBenedet stated appearance of
wall of dwelling unit is stark and would like to see it treated
with wood , brick or rock . Mr . Karger explained that a window
extends the two stories and that landscaping would eliminate
the stark appearance .

Commissioners Andress and Erway stated whatever change is proposed
should be consistent with existing surroundings and design of
the condominiums .
Commissioner Collins inquired if the units shared a common wall .
Mr . Karger said there are common walls where the units are identical .
Commissioner Collins asked about the construction of common walls .
Mr . Karger stated common walls will have double 2x4 ' s with two layers
of 5/8" drywall in between 3 1/2 " fiberglass insulation .
Commissioner Bartel asked about the front door overhangs . Mr .
Karger stated the front overhang is about a foot and a half .
After discussion Commission imposed the following conditions :
7 . Exterior treatment of unit at corner of Mt . Vernon Avenue
and DeBerry Street shall have decorative wood siding .
8 . Front doors shall be solid paneled wood mahogany .
9 . Overhang over front doors on elevations C , D , F shall be
given decorative treatment to be informally resubmitted to
the Planning Commission for approval prior to construction .
10 . Roofs shall be concrete tile .
Commissioner Erway asked the applicant about the roofs in the
surrounding neighborhoods . Mr . Karger stated they are composition
shingle except for the Terrace Mesa Apartments across the street .
Commissioner Cole stated in his opinion roofs should be one material
and asked if the Commission could limit applicants to a specific
material . Mrs . Farmer stated the Commission could decide to limit
the roof and that applicant has right to appeal a Planning Commission
decision .
Commission questioned whether the determination regarding the roofs
should be in the form of a motion . Commission consensus was that the
question should be in the form of a motion .
PCM 82- 28 MOTION by Commissioner DeBenedet , seconded by Commissioner
Bartel and passed by an 7- 1 VOTE TO REQUIRE ROOFS TO
BE ALL CONCRETE TILE . Commissioner Smith voting no .
PCM 82- 29 MOTION by Commissioner Erway , seconded by Commissioner
Andress , and passed by an 8-0 VOTE TO APPROVE SA 82-6
BASED ON THE MATERIAL IN THE STAFF PRESENTATION AND
REPORT AND THE TESTIMONY RECEIVED ; MOVED TO ADOPT
THE NEGATIVE DECLARATION , AND FURTHER MOVED TO APPROVE
SITE AND ARCHITECTURAL DEVELOPMENT PLAN SA 82-6 , INCLUDING
THE FINDINGS AS WRITTEN IN THE STAFF REPORT AND SUBJECT
TO THE CONDITIONS RECOMMENDED BY STAFF AND AMENDED
BY THE PLANNING COMMISSION .

ITEM #3 MEMBERSHIP IN THE SAN BERNARDINO INFORMATION ITEM
COUNTY CENTRAL CREDIT UNION
Virginia Farmer , Planning Director , presented the staff report
and reviewed benefits to the City ' s employees ,
Planning Commissioners stated they were interested and to keep
them informed on the matter ,

ITEM #4 INTERIM CHAIRMAN AND NUMBER
OF COMMISSIONERS
Virginia Farmer , Planning Director , presented the staff report
stating four members ' terms expire June 30 , 1982 . The City Council
is not yet prepared to reappoint Commissioners so it will be
necessary to appoint an Interim Chairman . Also , the City Council
would like a recommendation from the Commission as to whether a
seven member Commission meets with their approval , stating it is
customary for cities to have five or seven member Commissions
rather than nine member Commissions .
COMMISSION DISCUSSION FOLLOWED :
The Commissioners decided that they wished to allow Commissioners
to continue and let attrition take care of reducing the Commission
to seven members . Since all members of the Commission wish to
continue with their present duties .
PCM 82-30 MOTION by Commissioner Andress , seconded by Commissioner
Erway , and passed by an 8-0 VOTE TO RECOMMEND TO
THE CITY COUNCIL A COMMISSION SIZE OF SEVEN AND ALLOW
ATTRITION TO REDUCE COMMISSION SIZE TO SEVEN MEMBERS
SINCE ALL COMMISSIONERS EXPRESSED AN INTEREST TO CONTINUE .

ITEM #5 ELECTION OF INTERIM PLANNING
COMMISSION CHAIRMAN
Virginia Farmer , Planning Director , outlined the procedure to
elect an Interim Planning Commission Chairman .
Commissioner Erway asked Vice Chairman Collins if he wished to
continue as Vice Chairman of the Commission . Vice Chairman Collins
stated he believed the Interim Chairman should be a member of the
Commission who can be present during this period of time and that
his work Schedule did not permit him the time to continue as the
Interim Chairman , however , he would like to remain Vice Chairman .

COMMISSION DISCUSSION FOLLOWED :
PCM 82- 31 MOTION by Commissioner Andress , seconded by Commissioner
Erway and passed by an 8-0 VOTE TO OPEN THE FLOOR FOR
NOMINATIONS FOR INTERIM CHAIRMAN .
Commissioner Smith nominated Commissioner Doug Erway for Interim
Chairman . Commissioner Bartel nominated Commissioner John McDowell
for Interim Chairman .
PCM 82-32 MOTION by Commissioner Andress , seconded by Commissioner
Cole and passed by an 8-0 VOTE TO CLOSE THE FLOOR FOR
FURTHER NOMINATIONS FOR INTERIM CHAIRMAN .
The Commission voted by secret ballot . Mrs . Farmer counted the
ballots and declared Commissioner Doug Erway the new Interim
Chairman .
Vice Chairman Collins remained as the Vice Chairman of the Planning
Commission .
There being no further business , the meeting was adjourned at
8 : 55 P .M .
