06/07/1982 GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING JUNE 7 , 1982 The Grand Terrace Planning Commission regular meeting of June 7 , 1982 was called to order at 7 : 03 P .M . in the Terrace View Elementary School Multi - Purpose Room , 22731 Grand Terrace Road , Grand Terrace , California by Chairman Douglas E . Erway . PLEDGE OF ALLEGIANCE : Led by Commissioner Collins ROLL CALL : Commissioners Present : Andress , Collins , Erway , McDowell and Smith Commissioners Absent : Bartel , Cole and DeBenedet Others Present : Ivan Hopkins , City Attorney Virginia Farmer , Director Planning Department Gloria J . Flood , Planning Secretary MINUTES : The minutes of the regular meeting of May 3 , 1982 approved with corrections to page 3 of 5 as follows : " PCM 82-28 MOTION by Commissioner DeBenedet , seconded by Commissioner Bartel and passed by an 8-0 VOTE TO REQUIRE ROOFS TO BE ALL CONCRETE TILE . " Should read , " PCM 82-28 MOTION by Commissioner DeBenedet , seconded by Commissioner Bartel and passed by a 7- 1 VOTE TO REQUIRE ROOFS TO BE ALL CONCRETE TILE . Commissioner Smith voting no . " PCM 82-33 MOTION by Commissioner Andress , seconded by Commissioner McDowell and passed by a 5-0 VOTE TO APPROVE THE MINUTES OF MAY 3 , 1982 WITH CORRECTIONS . NEW BUSINESS : ITEM #1 REQUEST FOR EXTENSION - TPM 6856 11950 La Crosse Road , Grand Terrace , California Virginia Farmer , Planning Director , presented the staff report . The Engineer for this project requested an 18 month extension to allow more time to prepare final map . Speaking : Grand Terrace Planning Commission Page 1 of 5 June 7 , 1982 Bill Darwin , Grand Terrace , stated he owns property adjacent to this project and asked about off street parking . COMMISSION DISCUSSION : Commissioner Collins stated project is a Parcel Map and no parking is designated at this time . Mrs . Farmer stated that parking re- quirements are imposed at time of development . PCM 82-34 MOTION by Commissioner Andress , seconded by Commissioner Smith and passed by a 5-0 VOTE TO APPROVE EXTENSION OF EXPIRATION DATE ON TENTATIVE PARCEL MAP 6856 TO DECEMBER 8 , 1983 . - ------- ---- -------- -- -- ------ ------ ----------------------------------- - ITEM #2 SITE PLAN AND ARCHITECTURAL PUBLIC HEARING REVIEW NO . SA 82- 7 R . N . & RUBY AMOS Southeast corner of DeBerry Street and Michigan Avenue . Virginia Farmer , Planning Director , presented the staff report . This project is a Site Plan and Architectural Review for a single family dwelling unit . The unit will be 1300 square feet , roof is composition shingle and proposed colors are earth tone . Notice having been given as required by law , the public hearing was opened . The public hearing was closed as no one wished to speak either in favor or in opposition to this application . COMMISSION DISCUSSION : PCM 82-35 MOTION by Commissioner Smith , seconded by Commissioner Collins and passed by a 5-0 VOTE TO ADOPT THE NEGATIVE DECLARATION AND BASED ON THE MATERIAL IN THE STAFF PRESENTATION AND REPORT , MOVED TO APPROVE SITE AND ARCHITECTURAL DEVELOPMENT PLAN SA 82-7 , INCLUDING THE FINDINGS AS WRITTEN IN THE STAFF REPORT AND SUBJECT TO THE SPECIAL CONDITIONS RECOMMENDED BY STAFF . -- -- -- ---- -- ---------- ------ -- -- -- ------------------------------- ------ - ITEM #3 GENERAL PLAN AMENDMENT 82- 1-A PUBLIC HEARING Northwest corner of Michigan at Van Buren . Virginia Farmer , Planning Director , presented the staff report . The City ' s Planning Department application is to bring zone map and general plan map into consistency . The zone map shows commercial and the general plan map shows residential for this area . The General Plan Amendment request is for General Commercial . Grand Terrace Planning Commission Page 2 of 5 June 7 , 1982 COMMISSION DISCUSSION : PCM 82-36 MOTION by Commissioner McDowell , seconded by Commissioner Andress , and passed by a 4-1 VOTE TO ADOPT THE NEGATIVE DECLARATION AND BASED ON THE MATERIAL IN THE STAFF REPORT AND PRESENTATION , MOVED TO ADOPT RESOLUTION NO . PC 82-01 AMENDING THE LAND USE MAP TO REFLECT CONSISTENCY WITH THE CURRENT ZONING AND USE OF SUBJECT LAND . Commissioner Collins voted in opposition to the motion . -- ----- ----- ----- -------------- ---- ------------------------------- ------ ITEM #5 CONSIDERATION OF A CARD CLUB , INFORMAL PUBLIC DINING FACILITY IN C-2 ZONE . HEARING Chairman Erway stated the purpose of the presentation and the Planning Commission ' s responsibility is to make a recommendation to the City Council on whether or not to allow a card club and whether the uses proposed are compatible with the existing land uses in this community . Chairman Erway invited the applicant to speak . Frank Woolsey , Huntington Beach , applicant , stated he wished the Commission ' s consideration of a card club in Grand Terrace . Mr . Woolsey introduced his attorney, Clint Hubbard with Rhoades , Kenlin , Harrington in Newport Beach and his associate partner , Mr . Sam Ohanian . The type of operation that was suggested is one that Mr . Woolsey maintained would enhance the community and not degrade it . He suggested a combined poker club , restaurant facility , and cocktail lounge , in addition to a large room that could be monitored by the City for the use of any type of City authorized service club . The games to be offered are draw poker and panguingue . The idea of the club is that patrons can come in and rent a space and play a game of poker against each other . It is considered a game of skill . No alcohol will be allowed on the floor while people are gambling . Also proposed is a coffee shop and delicatessan on the premises to serve the public . The developers would be open to any suggestions on architectural design from the Planning Commission . Commissioner Collins asked if there is a specific place in Grand Terrace that is being considered . Mr . Woolsey stated they have checked with the City and C- 2 is the zone being requested . They would like a 6- 10 acre parcel , near the freeway . Chairman Erway asked the identity of financial backing for this operation . Mr . Woolsey stated he is backing the project . Grand Terrace Planning Commission Page 3 of 5 June 7 , 1982 Chairman Erway asked who will operate the club . Mr . Woolsey stated that several different people employed with major clubs are interested in operating the card club . Chairman Erway asked what asset would the community realize . Mr . Woolsey stated depending on the study , he would estimate the area could stand a 40-60 table operation . The primary benefit to the community would be employment . Chairman Erway asked about the financial impact and asset to the City . Mr . Woolsey stated based on current operations in other cities the City could realize 3-5 hundred thousand dollars a year from the club in fees and licenses . Commissioner Andress stated that a very lovely picture of waterfalls and nice architect and good clean fun was painted and then in another breath it was stated a security force would be needed . Why? Mr . Woolsey stated that card clubs don ' t need more security forces than a local shopping mall . The security is specifically designed to protect people ' s automobiles . The following members of the audience address the Planning Commission : Ian Smith , 11914 Mt . Vernon , stated as a property owner he is opposed to this type of activity in Grand Terrace . Ethel Reithler , 12600 Mt . Vernon , stated as a resident of Grand Terrace she is opposed to gambling activities in this area . Jerry Folsom , 22593 Eton Drive , Pastor of the 1st Baptist Church , stated he believes this community is family oriented and does not feel the benefits brought to this community outweigh the negative aspects a card club would bring . Robert Wunner , Grand Terrace Road , stated this activity is not for the community and is opposed to it . Revenue gained is not worth the problems gambling would creat . Pauline Wunner , Grand Terrace Road , stated she is opposed to this type of activity in Grand Terrace . Ernie Zampese , 22799 Barton Road , stated he believes this would cause a security problem and is opposed to the card club . Rollin Moore , 23033 Merle Court , stated he believes Grand Terrace is a bedroom community and a card club will bring in traffic and traffic of the sort to use a card club would change the community . As no one else wished to speak either in favor or in opposition to the card club , the informal hearing was closed . Grand Terrace Planning Commission Page 4 of 5 June 7 , 1982 Mr . Woolsey stated he does not suggest changing the community . The card club would be near the freeway . The traffic and people would not be driving through the community . He stated he is asking the Planning Commission to consider the benefits and not to judge card clubs strictly on a moral issue or religious one . COMMISSION DISCUSSION : PCM 82- 37 MOTION by Commissioner Collins , seconded by Commissioner Smith , and passed by a 4- 1 VOTE TO ADVISE THE CITY COUNCIL THAT THE PLANNING COMMISSION DOES NOT RECOMMEND CHANGING THE ZONE ORDINANCE TO ALLOW CARD CLUBS . HOWEVER , IF THE CITY COUNCIL WISHES TO ALLOW THIS ACTIVITY , THE PLANNING COMMISSION RECOMMENDS THE USE IN THE C-2 ZONE . Commissioner Andress voted in opposition , for the reason that he opposed the following portion of the motion : "However , if the City Council wishes to allow this activity , the Planning Commission recommends the use in the C-2 Zone . " There being no further business , the meeting was adjourned at 8 : 22 P .M . to an Adjourned Regular Meeting on Monday , June 21 , 1982 at 7 : 00 P .M . at Terrace View Elementary School , 22731 Grand Terrace Road , Grand Terrace , California .
