JUNE 21 , 1982
The Grand Terrace Planning Commission adjourned regular meeting of June
21 , 1982 was called to order at 7 : 04 P .M . in the Terrace View Elementary
School Multi -Purpose Room , 22731 Grand Terrace Road , Grand Terrace ,
California by Chairman Douglas E . Erway .

MINUTES : The minutes of the regular meeting of June 7 , 1982 were
approved as submitted .
PCM 82-38 MOTION by Commissioner McDowell , seconded by Commissioner
Collins and passed by a 5-0 VOTE TO APPROVE THE MINUTES
OF JUNE 7 , 1982 AS SUBMITTED .

ITEM #1
SITE PLAN AND ARCHITECTURAL PUBLIC HEARING
REVIEW NO . SA 82-8

12630 Sandburg Way
Virginia Farmer , Planning Director , presented the staff report . The
project is a Site Plan and Architectural Review for a single family
dwelling unit located on Sandburg Way in Tract 11439 . The unit will
be 2240 square feet , roof is asphalt tile shingles and proposed colors
are earth tones .
Notice having been given as required by law , the public hearing was
opened .
Robert Harber , 21999 Van Buren Street , #6 , applicant stated asphalt
tile shingles last longer and are fire proof.

The public hearing was closed as no one wished to speak either in
favor or in opposition to this application .
COMMISSION DISCUSSION AND ACTION :
Commissioner Collins questioned the difference between asphalt tile
shingles as opposed to composition shingles .
Commissioner Collins inquired about the number of lots which have
constructed dwelling units . Mrs . Farmer answered , the Planning
Commission reviewed three and one was constructed prior the effective
date of the Architectural Approval Ordinance . Mrs . Farmer also
stated these homes have both wood shake and composition or asphalt
shingle roofs .
PCM 82-39 MOTION by Commissioner McDowell , seconded by Commissioner
Bartel and passed by a 4- 1 VOTE TO ADOPT THE NEGATIVE
DECLARATION ; AND BASED ON THE MATERIAL IN THE STAFF
PRESENTATION , REPORT AND THE TESTIMONY RECEIVED , ALSO
MOVED TO APPROVE SITE AND ARCHITECTURAL DEVELOPMENT PLAN
SA 82-8 , INCLUDING THE FINDINGS AS WRITTEN IN THE STAFF
REPORT AND SUBJECT TO THE CONDITIONS RECOMMENDED BY
STAFF AND ADDED BY THE PLANNING COMMISSION . Commissioner
Collins voted in opposition .

SITE PLAN AND ARCHITECTURAL PUBLIC HEARING

FIRST BAPTIST CHURCH OF
GRAND TERRACE
12354 South Mt . Vernon Avenue
Virginia Farmer , Planning Director , presented the staff report . The
project is a Site Plan and Architectural Review for the addition of
classrooms to the present building . The addition is located to the
rear of the existing building . The proposed structure will be 2 , 106
square feet for six classrooms and two lavatories and remodeling of
other classrooms .
Notice having been given as required by law , the public hearing was
opened .
David White , General Contractor and minister of music at the church ,
stated it was a simple , straight forward addition as presented by
the staff report and Planning Director .
The public hearing was closed as no one wished to speak further either
in favor or in opposition to this application .

PCM 82-40 MOTION by Commissioner Smith , seconded by Commissioner
McDowell and passed by a 5-0 VOTE TO ADOPT THE NEGATIVE

PRESENTATION , REPORT AND THE TESTIMONY RECEIVED , MOVED
TO APPROVE SITE AND ARCHITECTURAL DEVELOPMENT PLAN SA
82-9 , INCLUDING THE FINDINGS AS WRITTEN IN THE STAFF
REPORT AND SUBJECT TO THE CONDITIONS RECOMMENDED BY
STAFF .

VARIANCE 82-1 PUBLIC HEARING
SIMCO DESIGN
22450- 22474 Barton Road
Virginia Farmer , Planning Director , presented the staff report . The
application is for a Variance to allow a reduction of front setback
line for buildings located at 22450-22474 Barton Road . This
application is being submitted in two parts and a Site & Architectural
Plan will be - submitted later .
The setbacks along Barton Road area problem due to the area being
zoned C-2 and AP . The AP setback requirements are 15 feet and C-2
zone which requires 55 feet .
Commissioner Collins asked how many parking places are now being
provided for these buildings . Mrs . Farmer stated the number of
spaces required will be based on the number of square feet added
at time of Site Plan .
Notice having been given as required by law , the public hearing
was opened .
Mike Simmonds , Simco Design , 22730 La Paix , representative for
applicant , stated the proposal is to improve the property to look
more attractive .
The public hearing was closed as. no one wished to speak further either
in favor or in opposition to this application .

PCM 82-40.5 MOTION by Commissioner Collins , seconded by Commissioner
McDowell , and passed by a 5-0 VOTE TO ADOPT THE NEGATIVE
DECLARATION AND BASED ON THE MATERIAL IN THE STAFF

TO APPROVE VARIANCE 82- 1 , INCLUDING THE FINDINGS AS
WRITTEN IN THE STAFF REPORT AND SUBJECT TO THE CONDITIONS
RECOMMENDED BY STAFF .

DISCUSSION ON STUDY OF PARKWAYS ,
TREE MEDIANS , AND SIDEWALKS
Virginia Farmer , Planning Director , discussed the City Council
request to the Planning Commission to study a beautification program
for Barton Road , Michigan Avenue and Mt . Vernon and to return
recommendations to the City Council .
The Council would like the Planning Commission to study beautification
in terms of street parkways , entrance monuments , street medians
and necessity of upkeep .
Chairman Erway stated he believed this is a great opportunity for the
Commission to make an impact on the community . Chairman Erway asked
if an architectural study on the community has been done . Mrs .
Farmer stated no study has been done at present time .
Chairman Erway asked if beautification request was from the CRA .
Mrs . Farmer stated the funding would come from the CRA .
Chairman Erway asked if the Commission was restricted to looking
at certain zones within the City . Mrs . Farmer stated the study was
to look at the whole City.
Commissioner Collins asked if this project would be maintained by
the City . Mrs . Farmer stated as a contract City we are not equipped
to maintain elaborate street beautification projects . This is a
problem that would have to be worked out by the City Council .
Speaking :
Bill Darwin , resident and property owner on Barton Road , stated he
is in opposition to a divider down the center of Barton Road . In
his opinion a divider would limit the access to his properties .
As no one else wished to speak either in favor or in opposition to
this study the discussion was closed .
COMMISSION ACTION :
PCM 82-41 MOTION by Commissioner McDowell , seconded by Commissioner
Bartel and passed by a 5-0 VOTE TO APPROVE THE STUDY OF
STREET MEDIANS AND CITY PARKWAYS FOR THE PURPOSE OF
STREET BEAUTIFICATION RECOMMENDATIONS TO THE CITY COUNCIL .

ADD-ON ITEMS
ITEM #5A Commissioner Smith member of the subcommittee to study
roofing material and criteria requested staff to contact
Mr . Bob Boswick from Roofing Industrial Trust to put him
on the agenda to discuss roof material with the Planning
Commission . Mr . Boswick is an expert in this field and
indicated to Commissioner Smith that he would be willing
to discuss this item with the Commissioners .

ITEM #5B Commissioner McDowell requested consideration of a TC
Overlay on the property the ad hoc Economic Development
Committee had designated for a shopping center . A TC
Overlay is placed over the present zoning for the purpose
of orderly development in this area .
Mrs . Farmer stated public hearings would be necessary for
the TC Overlay zoning . The applicant would be the City
of Grand Terrace Planning Department . The Commission
would approve the overlay and recommend approval to the
City Council by resolution .
PCM82-42 MOTION by Commissioner McDowell , seconded by Commissioner
Bartel and passed by a 4- 1 VOTE TO APPROVE THE STUDY
OF THE TC OVERLAY FOR THIS AREA . Commissioner Collins
voted in opposition to this project .

ITEM #5C Virginia Farmer , Planning Director discussed a City Council
directive to study rezoning the area between the Stater
Brother Warehouse , Vivienda and north to the Flood Plain .
City Council would like Commission to make a recommendation
for the zoning in this area . A Focused EIR for this area
will be needed for air quality , noise pollution , water
quality and other environmental considerations .
Virginia Farmer , Planning Director , informed the Planning
Commission about an application for a True Value Home
Center on Barton Road .
There being no further business , the meeting was adjourned at 8 : 47 P . M .
