MINUTES OF ADJOURNED REGULAR MEETING
NOVEMBER 15 , 1982
The Grand Terrace Planning Commission adjourned regular meeting of November
15, 1982 was called to order at 7:00 p.m. in the Terrace View Elementary
School Multi-Purpose Room, 22731 Grand Terrace Road, Grand Terrace , California
by Chairman Douglas E. Erway.
PLEDGE OF ALLEGIANCE: Led by Commissioner Munson
ROLL CALL : Commissioners Present : Andress (arrived at 7:15 p.m. ) , Cole ,
Collins, DeBenedet , Erway, McDowell
and Munson
Commissioners Absent: Bartel
Others Present : Virginia Farmer, Planning Director
John Harper, City Attorney
Gloria Flood, Planning Secretary
Chairman Erway stated his regret at the resignation of Commissioner Lillian
Smith.
PCM 82-86 MOTION by Vice Chairman Collins , seconded by Commissioner Cole
and passed by a 6-0 VOTE TO REVISE THE MINUTES OF NOVEMBER 1 ,
1982 TO REFLECT THAT IT WAS THE PLANNING COMMISSION'S REQUEST
THAT A CITY RESOLUTION BE PROVIDED TO COMMISSIONER SMITH FOR
HER SERVICE ON THE PLANNING COMMISSION.
MINUTES : The minutes of the regular meeting of November 1 , 1982 were
approved with correction.
PCM 82-87 MOTION by Vice Chairman Collins, seconded by Commissioner
Munson and passed by a 6-0 VOTE TO APPROVE THE MINUTES OF
NOVEMBER 1, 1982 WITH CORRECTION.
Virginia Farmer, Planning Director, announced that Lillian Smith will be
receiving a commendation certificate from the City Council on November
18, 1982.

NEW BUSINESS:
ITEM #1
LANDSCAPE PLANS FOR THE
FIRE STATION
Virginia Farmer, Planning Director, presented the staff report and introduced
Randy Hlubick , Landscape Architect.
Randy Hlubick detailed the plans for the Planning Commissioners.
Questions were asked of staff and the Landscape Architect. Discussion by
the Commission followed.
PCM 82-88 MOTION by Chairman Erway, seconded by Commissioner DeBenedet
and passed by a 6-0 VOTE TO APPROVE THE LANDSCAPE PLANS AS
SUBMITTED.

ZO AMENDMENT 82-2
City of Grand Terrace -
Planning Department
Chairman Erway asked the Planning Director to give the presentation.
Virginia Farmer, Planning Director, reported that staff was directed to have
the City Attorney present in order to: 1) Give an interpretation on
Section 9.07OF Ordinance 57; or 2) Rewrite the particular section so that
it would not be subject to interpretation.
Chairman Erway asked Mr. Harper to give the interpretation of Section 9.07OF
Ordinance 57.
John Harper, City Attorney, explained the section to the Commissioners. He
read the following statement which reflected the Commission 's intentions :
"The minimum acceptable development site shall be 30 acres ; provided,
however, that the actual development of the site may be staged so that a
portion or portions of the site may be constructed in advance of the
construction of the total site. Such staged construction must be consistent
with the approved over all development plan for the site and specifically
set forth in that development plan. "

The Commission discussed the City Council 's request and the Commission 's
intent at length.
The Chairman then opened the Public Hearing.
Dennis Evans , 22064 DeBerry Street, Grand Terrace asked for clarification of
the Commission 's intent. He then stated landowners cannot develop as individ-
uals under the Commission's version and that he opposed not deleting the
entire section.
The Chairman closed the Public Hearing.
Commissioner Andress arrived at 7:15 p.m.
Commission discussed the effects of Section 9.070F at length.
PCM 82-89 MOTION by Vice Chairman Collins, seconded by Commissioner McDowell
and passed by a 6-1 VOTE TO RECOMMEND TO THE CITY COUNCIL THAT
ORDINANCE 57, CHAPTER 9, PARAGRAPH 9.070F BE REVISED AS FOLLOWS :
"THE MINIMUM ACCEPTABLE DEVELOPMENT SITE SHALL BE 30 ACRES; PRO-
VIDED, HOWEVER, THAT THE ACTUAL DEVELOPMENT OF THE SITE MAY BE
STAGED SO THAT A PORTION OR PORTIONS OF THE SITE MAY BE CONSTRUCTED
IN ADVANCE OF THE CONSTRUCTION OF THE TOTAL SITE. SUCH STAGED
CONSTRUCTION MUST BE CONSISTENT WITH THE APPROVED OVERALL DEVEL-
OPMENT PLAN FOR THE SITE AND SPECIFICALLY SET FORTH IN THAT
DEVELOPMENT PLAN.
Commissioner Munson voted in opposition to this motion.

Councilwoman Pfennighausen asked for clarification of past Commission actions.
There being no further business , the Chairman requested a motion to adjourn.
PCM 82-90 MOTION by Commissioner DeBenedet, seconded by Vice Chairman
Collins and passed by a 7-0 VOTE TO ADJOURN.
The meeting was adjourned at 7:35 p.m.
