07/02/1984 Grand Terrace Planning Commission Minutes of Regular Meeting July 2, 1984 The regular meeting of the Grand Terrace Planning Commission was called to order at the Terrace View Elementary School, 22731 Grand Terrace Road, Grand Terrace, California 92324 on July 2, 1984 at 7:20 p.m. by Chairman Sanford L. Collins. PRESENT: Sanford L. Collins, Chairman John McDowell, Vice Chairman Vern Andress, Commissioner Ray Munson, Commissioner Norm Caouette, Commissioner Tim D. Serlet, Planning Staff ABSENT: William DeBenedet, Commissioner (Excused) Winifred Bartel, Commissioner (Excused) Jerry Hawkinson, Commissioner PLEDGE OF ALLEGIANCE: Led by Vice Chairman McDowell AGENDA ADDITIONS: Chairman Collins, at the request of Staff, added Agenda Item VII A. "City of Colton General Plan Amendment." I.) OATH OF AFFIRMATION Mr. Tim D. Serlet, Deputy City Clerk, administered the Oath of Affirmation to Commissioners Caouette, McDowell, and Munson. Mr. Jerry Hawkinson was absent. II.) ELECTION OF PLANNING COMMISSION CHAIRMAN PCM 84-47 Motion by Commissioner Munson, seconded by Commissioner Caouette, and passed by a 5-0 vote to re-elect Sanford Collins as Chairman. III.) ELECTION OF PLANNING COMMISSION VICE-CHAIRMAN PCM 84-48 Motion by Commissioner Munson to re-elect John McDowell as Vice-Chairman. Commissioner McDowell declined the nomination, stating that he felt someone else should have a chance to serve as Vice-Chairman. Commissioner Munson withdrew his motion to re-elect Commissioner McDowell as Vice-Chairman. PCM 84-49 Motion by Commissioner Andress, seconded by Commissioner Caouette, and passed by a 5-0 vote to elect Commissioner Munson as Vice-Chairman. -1- IV. MINUTES A.) Minutes of April 26, 1984; Joint Meeting with the City Council. PCM 84-50 Motion by Commissioner Caouette, seconded by Commissioner Munson and passed by a 5-0 vote to approve the minutes of April 26, 1984, Joint Meeting as submitted. B.) Minutes of June 4, 1984. PCM 84-51 Motion by Commissioner Andress, seconded by Commissioner Caouette, passed by a 4-0 vote to approve minutes of June 4, 1984 as submitted. Commissioner Munson abstained. V. UNFINISHED BUSINESS A.) Site and Architectural Review 83-9, Garden Home Apartments at 22325 Barton Road. This item was continued to the August 6, 1984 meeting at the request of the Applicant. VI. PUBLIC HEARING A.) Revised Conditions of approval, Conditional Use Permit 84-3, Mini-Warehouses @ 21900 Barton Road. Mr. Tim Serlet, Planning Staff, gave Staff presentation. General discussion covering the revisions for the Conditional Use Permit #84-3 occured between Staff and the Planning Commission. Mr. Robert Keeney, the Applicant, volunteered to answer any questions. Mr. Tim Serlet, Planning Staff, noted that by Condition #4, approval of this application constitutes conditional use permit only, does not constitute approval of any sign permits, grading permits, bldg. permits and or any other permits. Commissioner Caouette asked Mr. Keeney if the 2nd level units would be smaller storage units for carry-in items of some sort of fork-lift device was to be used. -2- VI. PUBLIC HEARING (Continued) A.) Continued. Mr. Keeney replied that it would only be a 'tjarbagd' lift, just for loading heavy items, no riding, the person would have to walk upstairs. Mr. Tim Serlet, Planning Staff, noted that Condition #14 was the only condition added. It states prior to issuance of Building Permits, elevations of the proposed 2-story bldg. structure shall be approved by the Planning Commission. PCM 84-52 Motion by Commissioner McDowell, seconded by Commissioner Andress, and passed by a 5-0 vote to approve revised Conditional Use Permit 84-3 including the findings as written in the Staff Report and the Conditions recommended by Staff. VII. AGENDA ADDITIONS A.) City of Colton General Plan Amendment Mr. Tim D. Serlet, Planning Staff, presented the Staff Report. There was a general discussion between Staff and the Planning Commission as to the potential effect of the City of Colton allowing a density of 8 units per acre along the northeast boundary of the City of Grand Terrace. PCM 8453 Motion by Commissioner Andress, seconded by Commissioner Caouette, and passed by a 5-0 vote to express the Planning Commission's opposition to the proposed General Plan Amendment. PCM 84-54 Motion by Commissioner Andress, seconded by Commissioner McDowell, and passed by a 5-0 vote to specify that the Planning Commission areas of concern with respect to the higher density were: A.) Drainage B.) Land Use and Land Value C.) Noise D.)
