12/03/1984 Grand Terrace Planning Commission Minutes of Regular Meeting December 3, 1984 The regular meeting of the Grand Terrace Planning Commission was called to order at the Terrace View Elementary School, 22731 Grand Terrace Road, Grand Terrace, California 92324 on December 3, 1984, at 7:00 p.m. by Vice-Chairman Ray Munson. PRESENT: Ray Munson, Vice-Chairman John McDowell, Commissioner William DeBenedet, Commissioner Jerry Hawkinson, Commissioner Winifred Bartel, Commissioner Norman Caouette, Commissioner Gerald Cole, Commissioner Vern Andress, Commissioner - (Arrived @ 7:40 p.m.) Tim D. Serlet, Planning Staff ABSENT: Sanford L. Collins, Chairman (Excused) PLEDGE OF ALLEGIENCE: Led by Commissioner DeBenedet I. MINUTES OF OCTOBER 1, 1984 PCM 84-86 Motion by Commissioner McDowell seconded by Commissioner Bartel and passed by a 7-0 vote to approve the minutes of October 1, 1984, as submitted. II. NEW BUSINESS A.) Determination of Use: Telephone Switching Center; Center City Court. Commissioner DeBenedet requested that Vice-Chairman Munson excuse him from this item. Chairman Munson excused Commissioner DeBenedet from the meeting @ 7:03 p.m. Mr. Tim D. Serlet, Planning Staff, presented the Staff Report. The Planning Commission discussed the relevance of the proposed use being permitted in C-2 Zones. PCM 84-87 Motion by Commissioner Caouette, seconded by Commissioner Cole, and passed by a 6-0 vote to classify telephone switching centers under Section 11.030 of Ordinance 57 as a use permitted subject to obtaining a Conditional Use Permit. Commissioner DeBenedet rejoined the meeting @ 7:12 p.m. Minutes of Regular Meeting December 3, 1984 PAGE 2 III. PUBLIC HEARINGS A. Conditional Use Permit 84-11/Buffer Zone Variance; Light Industrial Center on north side of Barton Road west of Freeway (A.P. No. 275-223-16) . Mr. Tim D. Serlet, Planning Staff, presented the Staff Report. Commissioner Cole asked if the requested variance involved the rear Buffer Zone. Staff responded that the applicant would like the required 25' rear buffer zone eliminated. The Planning Commission discussed the variance among themselves. Vice-Chairman Munson requested the applicant address the Commission. Mr. Jim Goode, the applicant, was not in attendance. Vice-Chairman Munson opened the public hearing for those wishing to speak in favor of or opposition to the proposed project. Barney Karger, 11668 Bernardo Way, stated that he felt the 25' rear setback should be established by policy and not ordinance. Mr. William Liles, 21840 Grand Terrace Road, stated that he would not like to see a 19' wall from his backyard and would prefer a landscaped buffer zone. Mr. Liles also expressed concern regarding night work @ the proposed facilities. Vice-Chairman Munson closed the public hearing with no one else speaking for or against the project. Commissioner Caouette indicated he would like the applicant to indicate specific uses for each building. Commissioner Andress arrived @ 7:40 p.m. Vice-Chairman Munson stated that he would not want to approve the proposed conditional use permit without specific uses being mentioned. PCM 84-88 Motion by Commissioner Caouette, seconded by Commissioner McDowell, and passed by a 8-0 vote to deny the buffer zone variance and continue C.U.P. 84-11 to allow the applicant to redesign the project with a buffer zone. B. Change of Zone 84-3; Blue Moutain Court south of Pico Street, from "R-1 Single Family Residential to "A-1 Limited Agriculture." Mr. Tim D. Serlet, Planning staff, presented the Staff Report. Mr. Barney Karger, 11668 Bernardo Way, spoke in favor of the proposed zone change. Karen McKeever, 12714 Blue Mountain Court, spoke in favor of the proposed zone change. Susan Crawford, 22721 Minona Drive, spoke in favor of the proposed zone change. Commissioner Caouette voiced concern over the different types and numbers of animals allowed in an A-1 zone. Commissioner Caouette suggested an alternative might be to amend the Zone Ordinance to allow horses in the R-1 zone on certain size lots. Commissioner Cole inquired if there are any one acre R-1 lots in the City that would be affected by Commissioner Caouette's alternatives. Staff responded that there are several R-1 lots throughout the City of approximately one acre. Vice-Chairman Munson re-opened the public hearing. Barney Karger, 11668 Bernardo Way, stated he would like to have the County Regulations on keeping horses apply to Grand Terrace. Karen McKeever, 12714 Blue Mountain Court, agreed with Mr. Karger. Susan Crawford, 22721 Minona Drive, stated that she felt the City should revert to County Regulations on horses. Vice-Chairman Munson closed the public hearing with no one else speaking for or against the proposed zone change. Commission McDowell stated that he felt the zone should be changed to A-1 with additional restrictions being placed on animals such as hogs. Ivan Hopkins, City Attorney, stated the Zone Ordinance would need to be amended if different restrictions were placed on animals. Commissioner Caouette agreed with Commissioner McDowell's opinion. PCM 84-89 Motion by Commissioner McDowell, seconded by Commisioner Andress, and passed by an 8-0 vote to adopting Planning Commission Resolution 84-03 recommending to the City Council a change of zone from R-1 to-A-1 for the area surrounding Blue Mountain Court as outlined in Exhibit A. Vice-Chairman Munson and Commissioner Bartel questioned how 4-H projects were treated. Staff responded that the Ordinance made no allowance for 4-H projects. PCM 84-90 Motion by Commissioner Caouette, seconded by Commissioner Bartel, and passed by an 8-0 vote to initiate an amend- ment to the A-1 zone specifying horses, dogs, and cats as permitted use and eliminating other types of animals. C. Change of Zone 84-4; Area north of Pico Street across from Blue Mountain Court from "R-1 Single Family Residential" to "R-1 Single Family Residential, with a minimum lot size of 20,000 square feet." Mr. Tim D. Serlet, Planning Staff, presented the Staff Report. Vice-Chairman Munson opened the public hearing. Mr. Barney Karger, 11168 Bernardo Way, spoke in favor of the proposed zone change. Karen McKeever, 12714 Blue Mountain Court, spoke in favor of the proposed zone change. Susan Crawford, 22721 Minona Drive, also spoke in favor of the zone change. Mr. Gary Branstetter, L.V.W. Brown Estate, Inc. , spoke in opposition to a 200' buffer zone being placed on his property. Mr. Dean Stedley, Co-Owner along with Mr. Branstetter of the property involving the 200' strip, spoke in opposition to his property being zoned for a minimum lot size of 20,000 sq. ft. Mr. Dennis Kidd, 22874 Pico Street, expressed opposition to the 200' strip along the east side of Mr. Branstetter and Mr. Steadley's property (L.V.W. Brown Estate) being zoned for a minimum lot size of 20,000 sq. ft. Vice-Chairman Munson closed the public hearing with no one else speaking for or against the zone change. The Planning Commission discussed the zone change and requested clarification of the parcels involved. The Staff reponded that the zone change involved the parcels belonging to Mr. Karger, Mr. Fox, and L.V.W. Brown Estate. Minutes of Regular Meeting December 3, 1984 PAGE 5 III. PCM 84-91 Motion by Commissioner Caouette, seconded by Commissioner Andress, and passed by a 5-3 vote to adopt Planning Resolution 84-04 recommending to the City Council a change of zone from "R-1" to R-1 with a minimum lot size of 20,000 sq. ft. as described in Exhibit A and amended tonite to include only those parcels owned by Mr. Barney Karger and Mr. Steven Fox. Vice Chairman Munson, Commissioner Andress, and Commissioner Cole voted against they motion. Vice-Chairman Munson called a ten minute recess @ 8:30 p.m. Commissioner Andress excused himself to attend another meeting. D. Amendment of the Grand Terrace Municipal Code, Chapter 18.72, dealing with signs. Mr. Tim D. Serlet, Planning Staff, presented the Staff Report. Mr. Ivan Hopkins, City Attorney, explained the proposed amendment on a section by section basis. Commissioner Caouette requested clarification of the term Monument sign. Mr. Hopkins stated the definition remains the same as now exists. The Planning Commission discussed the proposed Ordinance among themselves. Vice-Chairman Munson opened the Public Hearing. Mr. Dave Terbest, 22365 Barton Road, Stated that the Chamber of Commerce does not want to allow non-conforming signs to go on for infinity. Mr. Barney Karger, 11168 Bernardo Way, stated that he did not have any signs and has no plans for a sign, but would like to remind the Planning Commission that the City needs new business. Vice-Chairman Munson closed the public hearing. Commissioner McDowell stated he did not like renewable permits for non- conforming signs. PCM 84-92 Motion by Commissioner McDowell, seconded by Commissioner Cole, and passed by a 5-2 vote to eliminate the words "and must be renewed thereafter" from Section 8D. The Planning Commission discussed the remainder of the proposed amendment in detail. PCM 84-93 Motion by Commissioner Cole, seconded by Commissioner Caouette and passed by a 7-0 vote to approved Planning Commission Resolution 84-5 as amended and forward to the City Council.
