AMENDING THE
STATEMENT OF BENEFITS
SECTIONS PERTAINING
TO HOLIDAYS AND
EMPLOYEE HEALTH PLAN
EFFECTIVE JANUARY 1, 2022
2030 VISION STATEMENT
•This meets Goal #4 of the Grand Terrace 2030 Vision Statement and
2014-2020 Strategic Plan,Developing and Implementing Successful
Partnerships.
BACKGROUND
•On August 24,2021,the City Council of the City of Grand Terrace accepted a Tentative
Agreement and approved a Memorandum of Understanding between the City of Grand Terrace
and the recognized employee organization identified as Teamsters Local 1932 for the period of
July 1,2021 through June 30,2024.The Memorandum of Understanding included a designated
Holiday Schedule and a Major Medical Insurance contribution that differs from the Statement
of Benefits.
•The Memorandum of Understanding between the City of Grand Terrace and the Teamsters
Local 1932 is not inclusive of all City of Grand Terrace active benefit eligible employee groups
and creates differences amongst the City’s various active benefit eligible employee groups
regarding observed employee paid holidays and the City’s contribution towards major medical
insurance.
•Per Resolution 2015-10,the objective of the Statement of Benefits is to provide an equitable
system of personnel compensation.The City currently employees eleven benefit eligible staff
members who are covered solely by the Statement of Benefits,and 10 benefit eligible staff
members who are covered by the Teamsters Local 1932 MOU.Without an amendment to the
Statement of Benefits,the employee groups will continue to observe different holiday schedules
and be eligible for different major medical insurance contributions.
DISCUSSION
•Staff presents for the City Council’s consideration an amendment to the Statement
of Benefits that would make holiday and major medical insurance benefits consistent
between City of Grand Terrace active benefit eligible employee groups.
•An alignment of the observed holiday schedule for all active benefit eligible
employee groups at the City of Grand Terrace ensures a seamless level of public
service for the community during all open days of operations at all City of Grand
Terrace facilities.There is no change to the number of paid employee City holidays
per year.All groups of active benefit eligible employees shall continue to receive
thirteen designated holidays and two floating holidays per calendar year.

HOLIDAY LANGUAGE
ADDITIONS
•Floating Holidays. All employees shall receive two (2) floating holidays per calendar
year. Employees entitled to floating holidays shall be paid the equivalent of the
employee’s one workday of compensation for the floating holiday. Floating holidays
must be used by the end of the corresponding calendar year. Any floating holiday
hours not used by the end of the calendar year will be cashed out and included in the
first pay period in January.
•If any of the holidays fall on a Friday or Saturday, the holiday will not be observed on
the preceding Wednesday or Thursday. For any holiday that falls on a Sunday, the City
Manager shall have discretion as to whether that holiday will be observed on the
following Monday.
•Employees entitled to holidays shall be paid the equivalent of the employee’s one
workday of compensation for the holiday.
MEDICAL INSURANCE
CONTRIBUTION CHANGES
•Providing an equitable contribution to all active benefits eligible employeegroupsattheCityofGrandTerrace,ensures the intent of providingequitableaccesstomedicalinsurance,and upholds the City’s objective toattracttoemploymentthebestandmostcompetentpersonsavailableandtoprovideforanequitablesystemofcompensation.
•Currently eleven active benefit eligible City employees who are coveredsolelybytheStatementofBenefitsareeligibletoreceiveamedicalinsurancecontributionof$645.00 per month,while Teamsters Local 1932 activebenefiteligibleemployeesareeligibletoreceiveanamountequaltotheemployeeonlyKaiserRegion3premiumrateof$669.84 per month.ByamendingtheStatementofBenefits,unrepresented benefit eligibleemployeeswillalsoreceiveanamountequaltotheemployeeonlyKaiserRegion3premiumrate.This rate will increase to $719.78 effective January 1,2022.
FISCAL IMPACT
•The cost associated with the City’s contribution for the health contract with Cal
PERS is included in the City’s FY 2021-22 Adopted Budget.
•There is no cost associated to the alignment of the City paid holidays.
•There is no change to the City’s FY 2021-22 Adopted Budget.
RECOMMENDATIONS
•It is recommended that the City Council Adopt the attached
Resolution amending the Statement of Benefits pertaining to
sections related to Holidays and Employee Health Plan as
presented.
