BACKGROUND: The Emergency Operations:Committee (EOC):.is-a Council appointed committee. Their .meetings are held on the First Tuesday of each :month at 6:00 p.m. at 22795 Barton Road: #3, behind City Hall. The Committee has seven (7) regular voting member positions:and:four (4) alternate member positions. Currently there are (3) regular voting member vacancies:and two (2) alternate member vacancies. The past three regular scheduled meetings :(June, July, and August) have been cancelled due to a lack:of quorum. L' DISCUSSION: As indicated above, there has:been a drop in the-participation of the regular Committee members in their monthly meetings. 'Havi.ng to cancel meetings due:to a lack of quorum ; prevents the Committee from being able to conduct business on a monthly:basis. Currently there are no pending applications.for regular member appointments to.the" Committee. Staff recommends'that the City-Council consider reducing the regular member positions from seven (7) to fve (5). The two (2) positions that will be eliminated are two of the existing vacancies which will still leave one vacancy on the Committee.. 'Reducing the number of regular members will allow-for a quorum of the. Committee even with an absence of Up to two (2) members. Staff feels that reducing the:number of regular.members to.five (5) will not prevent the Committee from conducting the necessary business that is required of the Committee. BACKGROUND: - The City has approximately 33 Riverside Highland Water Company (RHWCO) accounts for various public facilities, including the Child-Care Center, fire Station, City Hall., parks, and rights-of-way. RHWCO staff contacted City Staff to schedule a_meter change out for the Grand Terrace Civic Center location at 22795:Barton Road. During this - - change out RHWCO discovered the water meter was larger than previously assumed, The water line was not a one inch,line, rather an inch ands a half water line:. RHWCO requires 6 shares of stock to be attributed to a meter of.that size. The Civic.Center currently has 4 water shares attributed and will require 2 more shares. DISCUSSION: The cost of:purchasing one-0ew share of capital-Water stock frdhi RHWCO is $1,500.00. Staff discussed the option of transferring two shares from one of the other City accounts to the Civic Center location. It has been concluded that purchasing 2 shares would be more favorable.in the:long run than transferring shares. . Over the past several months, staff has contacted various stock owners holding excess shares and has identified the following price as the best price. Grand View Baptist Church is willing to sell two shares for'$399,00:per share. BACKGROUND: Grand Terrace- residents have been disturbed by loud noises and vibrations generated by a neighboring community that permits "Raves" and other large scale concerts. City law enforcement officials have attempted to discourage these- -sources. of -noise and vibrations with the Rave promoters and the neighboring community With-little resolve. The first reading of this,amendment was presented to City Council on March 12, 2013. The Council reviewed the amended Ordinance and directed staff to make changes to the.language ;under 8.108.020 C -3 -so the Official would not be required to identify words, songs., titles, artists or lyrics or describe list the actual noise in order to establish a violation: City Council, also asked staff to review-the fees and-fines so the City and Officials .can follow State Law on relevant issues. .DISCUSSION: The City.Attorney reviewed the amended Ordinance submitted to the City Council and determined the language as submitted in the amendment was written in general terms 3 and does not need revision. The proposed amendment.for 8.108.020 C -states "The official need not be required to identify words,: song titles, artist, or lyrics in order to establish a violation." , This :allows the Official :to identify the source of the. sound -as Written in 8.108.020 :C 2 and not having to refer to the words, song titles, artists, or lyrics to establish a violation as written in section 8A 08.020 C 3.. "Official" as listed. in. the- am-ended code includes .law enforcement officers, code enforcement officers or other officers designated by the City Manager. After discussion with the- City Attorney, the current fines listed in Grand Terrace Municipal Code (GTMC) -1.16.01.0 General Penalties, should be imposed for violation of the Amended Ordinance. Section 8:10.8.060 Penalty for Violation .has been added to the ordinance. The current:penalties for an Infraction of the Grand Terrace Municipal :'Packet Code are $100 dollars for a first violation; $200 dollars for a second violation; and $500 for each:additional violation of the same ordinance within one year.. GTMC 1.16.01.0 C.. Also states :the City may also take Civil action for violations of the Amended Ordinance. Staff is recommending that the City Council approve the first reading of the proposed ordinance and:direct City Staff to schedule the second reading and adoption. FISCAL IMPACT: There is minimal fiscal impact to bring forth the revisions to the Municipal Code section and publish the new code sections for its reading in the local newspaper.
