Siemens is, currently providing traffic signal, maintenance'services.for our seven signals at a monthly cost of $118.05 per signal, per month. This cost covers monthly routine maintenance for 3-month, 6-morith and yearly maintenance:of the signals. Approving a piggyback purchase will lower the monthly traffic signal routine maintenance fee to $117.00 .per month; per signal. The City's insurance provider, California Joint Powers Insurance Agency requires that the City have its traffic signals on a,routine maintenance _ schedule which reduces traffic signal malfunctions that lead to increased traffic accidents and fatalities. In addition to the monthly charges, Staff occasionally calls Siemens to make repairs on the traffic signal equipment which is an additional charge above the ' monthly maintenance charges. Circuit .boards signal light bulbs and backup batteries typically fail and need to-be changed, these services fall under the on-callemergency services.. 'Due to the dissolution of redeveloptrn h-t agenciea .coupled with the recent economic downturn it was anticipated that meeting the,June 20.1.4 construction time line would be ;challe`nging. In; September -and: ;October, -staff and Mr. Baxter discussed :a-.two;to:th,, year time extens'i,on; ,fn consi'd:eratio;n, of ithe ,volun teer;efforts 8C_ needed, including funding and entitlement processing, staff felt that a three year extension would be appropriate. On October 28, 2Q13,"Habitat Made.a formal,,request fora th`r-ee-year extension of the deed restriction recorded on-the:property. 'Refer to Attachment 1. , DISCUSSION: With the dissolution of redevelopment agencies, interest in the property and covenants resorts to the Successor Agency. The Successor Agency has the authority to extend the term of the construction timeline as recommended.`This would 'extend the timeline to June 30, 2017. J In addition, should the interest,.actually resort to the Agency due to non-performance, the interest should be to the Housing Authority, as 'opposed to the Agency. The Dissolution Statutes provide that ,all housing assets be transferred to the, "housing successor." In this case, the Housing Authority is the housing successor of all of.the former=Community Redevelopment Agency's housing assets, interests;and-•obligations pursuant'to,HfEi&_ & Safety Code se'ction`34176 Therefore, ,it is also recommended _ - . .that fihe`interest be trarisferr`ed-ta the'Housing.Authority. The homes are built ,by volunteers and Habitat requires a :minimum of 500. volunteer hours from.the selected families for their:"sweat equity" down .payme;ht. The',land sales price of$`1.0.0. kee;ps:development costs down, and Habitat viiill:be seeking contributions for materials as well as`volunteer labor. Staff-recommends:that the Successor Agency, adopt the attached resolutions amending the:Purchase and Sale Agreement by extending the..construction-completion date, and transferring the housing interest to the Housing'Authority, FISCAL IMPACT: Costs incurred by the Agency on this item include staff and City Attorney time.
