1. Mayor Matteson presented a Certificate of Service
to James Singley, a longtime member of the Crime
Prevention Committee, for the many hours of volun-
teer service that he contributed to the City.

Women's Day."

PUBLIC PARTICIPATION
Tony Petta, 11875 Eton Drive, questioned City
Attorney Harper regarding the Mt. Vernon Villa
Apartments and the fact that the City has the
option to ask the Court for reconsideration within
a ten-day period.
City Attorney Harper replied that it would not be
likely, under the circumstances, that a Judge would
far give the case reconsideration.
A. Request to park a commercial vehicle within the R-1
Zone, as prohibited by GTMC Section TOT 16.020
We Sher
Community Development Director Sawyer presented his
Staff Report, stating that it is Staff's recommen-
dation that the request be denied based on the fact
that if approved Council will be compelled to offer
this opportunity to all other owner/operators of
commercial vehicles.
Scott Welsher, 22245 Lark Street, presented photo-
graphs to Council showing the area where his truck
is parked. He stated that he had his neighbors'
support and appealed to Council to allow this
permit.

AdeIIe Ortiz, 22242 Lark Street, presented Council
with photographs and stated that she had nothing
against Mr. Welsher, his truck is very clean and he
keeps the area clean, but felt it was a safety
hazard and having the truck parked there it brings
the value of the neighborhood down.

The following people were in objection to the
request:

Councilmember Pfennighausen supported the request,
stating that if it weren't for the truckers, noth-
ing would be in the City and a person has the right
to make a living.
City Manager Schwab stated that the recommendation
for denial was not based on the matter of whether
or not it was a safety hazard, but a matter of a
commercial business being conducted in a residen-
tial area.

Mayor Matteson felt that commerical should be kept
commercial and residential should be residential.
Councilmember Grant supported the request.
Councilmember Shirley stated that it was nothing
against Mr. Welsher's character, she felt he was
probably an asset to the community, but not all
truck drivers are. She agreed with Mayor Matteson
that residential should be kept residential and
commerical kept commercial, and did not support the
request.
CC-88-159 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
SHIRLEY, FAILED 3-2 (MAYOR MATTESON AND COUNCILMEMBER
SHIRLEY VOTED AYE), to deny the request for a parking
permit.

permit for a one-year period.
City Council recessed at 7:05 p.m.
City Council reconvened at 7:16 p.m.
ORAL REPORTS
Dick Rollins, 22700 DeBerry, felt that the City
needs another maintenance person because of the
growth of the City and the areas that are maintain-
ed since incorporation. He asked that when Council
considers land acquisition, that they look at the
whole picture, like picnic areas, tot lot, etc.

Mayor Pro Tem Pfennighausen, made reference to a
prior discussion regarding the EOC Committee and
wanted to make it clear that in no way was she
casting aspersions on the EOC Committee, but Coun-
cil has a legal responsibility to make sure there
is a plan and the City is experienced and ready
should a disaster occur. She stated that she
received a tool that she requested copies of for
the EOC Committee that should make their task a
lot easier. She read a letter that she received
from Lucille Hamblin regarding a Home Occupation
Permit that she requested and was told that she
could not operate this type of business in her
home. Mayor Pro Tem Pfennighausen realized that
since it was not an Agenda item, action could not
be taken on it at this meeting, and asked that it
be made an Agenda item for the next meeting. She
stated that she had contacted our Code Enforcement
Officer and was told that maybe Council should look
over our Ordinances and Codes for possible changes.
She felt that maybe Staff should look at the condi-
tions for Home Occupation Permits.
Mayor Matteson interjected that we have Ordinances
for the betterment of the City as a whole and we
keep setting those aside. He reiterated that resi-
dential should be kept residential and commercial
kept commercial.
City Manager Schwab stated the Code currently
allows Staff to issue Home Occupation Permits.
There is a process that the Planning Director goes
through and criteria he uses to determine whether
he will issue a permit. They will take this person
through the the process and add conditions under
which she can conduct her business and if they deem
it will not affect the residential nature of the
community, they will grant it.
Mayor Pro Tem Pfennighausen asked for a report once
it is resolved. City Manager Schwab concurred.
Mayor Matteson, stated that occasionally we have
"clay workers" standing around to pick up Stator
Bros. trucks and get employment, and stated that
the City of Redondo Beach has just passed an Ordi-
nance that prohibits that and he suggested that we
obtain a copy of that Ordinance and review it.

City Manager Schwab concurred to do that, and
stated that we did pass a Loitering Ordinance when
the swamper situation became an issue. That is the
tool that we use to keep those individuals from
congregating there.
NEW BUSINESS
A. A Resolution of the City Council of the City of
Grand Terrace Approving a Home Mortgage Finance
Program.

land appraisal. No decisions were met.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council meeting at

The initial lease term for the County Branch Library has expired.
Staff has negotiated a new lease with the County for a period of
five years with three two year -options. The lease is similar to
the original lease in which the County pays 20 percent of the
utility and maintenance costs of the building up to $1,000 per
month.
There have been some amendments to the Hold Harmless Clause. Our
City Attorney has reviewed the changes and does not feel it will
significantly impact our self insurance program. Due to the
potential length of the contract being eleven years, staff has
had a clause added that will allow renegotiating of the monthly
rental cap, should utility and maintenance costs change
dramatically during the term of the lease.
Staff feels the library is a vital asset to the community. The
rental rate per square foot does not compete with open market
office rental rates, but our subsidy of the rates will enable the
County to continue to provide the service to the City.
STAFF RECOMMENDS
THAT COUNCIL APPROVE AND THE MAYOR SIGN THE ATTACHED LEASE
CONTRACT WITH THE COUNTY OF SAN BERNARDINO FOR LIBRARY SERVICES

LEASE AGREEMENT
1. PARTIES: This lease is made between the City of
Grand Terrace ("LANDLORD"), and the County of San Bernardino
("COUNTY"), who agree as follows:
2. PREMISES LEASED: LANDLORD leases to COUNTY and
COUNTY leases from LANDLORD 3,500 square feet of the real
property building and other improvements located at 22795 Barton
Road, Grand Terrace, ("premises").
COUNTY shall have the use in common with others of the restrooms,
hallways, entrances, parking spaces, and other similar facilities
to and surrounding the leased premises.
3. TERM: This lease shall be for a period of sixty (60)
months, ("initial term") commencing on April 1, 1988.
4. RENT: COUNTY shall pay LANDLORD twenty percent (20%)
of all utility costs for the Civic Center; i.e., electric, gas,
water, sewer, and garbage disposal. COUNTY shall also pay twenty
percent (20%) of facility maintenance costs. COUNTY will make an
estimated payment during the first twelve (12) months of the
lease for the utilities and maintenance costs on the last day of
each month in the total amount of Six Hundred Dollars ($600.00)
per month. Within thirty (30) days of April 1 of 1989, 1990,
1991 and 1992, LANDLORD shall provide COUNTY detailed statements
of all utility and maintenance costs for the preceeding twelve
(12) months. COUNTY shall pay to or be reimbursed by the
LANDLORD for any difference between the estimated amounts paid by
COUNTY and the actual utility and maintenance charges for the
year. The estimated monthly payment for the second, third,
fourth and fifth twelve (12) month periods of the lease will be
set at the previous twelve month's actual monthly average cost
for utilities and maintenance. In no event shall COUNTY pay more
than One Thousand Dollars ($1,000.00) per month for utilities and
maintenance.
5. OPTION TO EXTEND TERM: LANDLORD gives COUNTY the
option to extend the term of the lease on the same provisions and
conditions except for rent, which will be adjusted by good faith
negotiations, for three (3) two (2) year periods ("extended
terms") following expiration of the initial term, by COUNTY
giving written notice of its intention to exercise the option to
LANDLORD prior to the expiration of the preceding term or during
any holding over pursuant to Paragraph 7, "HOLDING OVER."
6. RETURN OF PREMISES: The COUNTY agrees that it will,
upon the termination of this lease or any extension thereof,
return the premises in as good condition and repair as the
premises now are or shall hereafter be put; reasonable wear and
tear excepted.
7. HOLDING OVER: In the event the COUNTY shall hold over

and continue to occupy the premises with the consent of the
LANDLORD, expressed or implied, the tenancy shall be deemed to be
a tenancy from month -to -month upon the same terms and conditions,
including rent, as existed and prevailed at the time of the
expiration of the term of this lease.
8. TAXES: LANDLORD shall pay all real property taxes, and
general and special assessments levied and assessed against the
premises.
9. USE: The leased premises shall be used to provide
County Branch Library services to the residents in the Grand
Terrace area and vicinity. Specifically, the leased premises
shall be used for total library services consisting of books,
materials and staff.
10. HEALTH, SAFETY AND FIRE CODE REQUIREMENTS: As a
condition precedent to the existence of this lease, LANDLORD, at
his sole expense, will insure the premises meet the applicable
requirements of the Health, Safety and Fire Codes for Public
to Buildings. Should the continued occupancy of the leased premises
be in anyway prejudiced or prevented due to changes in the
Health, Safety or Fire Codes for Public Buildings, the LANDLORD
herein shall correct, update and comply with said changes. The
said change, compliance and correction shall be at LANDLORD's
cost.
11. SIGNS: COUNTY will display from the windows and/or
marquee of the premises only such sign or signs as are not
prohibited by the Grand Terrace Municipal Ordinance Number 97.
12. MAINTENANCE: LANDLORD shall keep the leased premises
in good condition, and shall maintain the interior and the
exterior of the leased premises including, but not limited to,
the air conditioning equipment, heating equipment, and plumbing,
and keep the wiring and light fixtures in good working condition
and repair.
COUNTY shall keep the leased premises in a neat and sanitary
condition.
13. ALTERATIONS: COUNTY shall not make any structural or
exterior improvements or alterations to the premises without
LANDLORD's consent. Any such alterations made shall remain on
and be surrendered with the premises on expiration or termination
of the term.
14. FIXTURES: COUNTY shall have the right during the terms
of this lease to install shelving and fixtures, and make
interior, non-structural improvements or alterations in the
premises. Such shelving, fixtures, improvements, and alterations
shall remain the property of the COUNTY and may be removed by the
COUNTY during the terms of the lease or within a reasonable time
thereafter, provided that the COUNTY restores the premises to the

condition as it existed at the commencement of this lease,
reasonable wear and tear excluded, or the COUNTY in its sole
discretion may elect to surrender all or any part of such
shelving, fixture, improvements and alterations to the LANDLORD,
in which case COUNTY shall have no duty to restore the premises.
Any such election to surrender must be in writing, but need not
be accepted by LANDLORD to be effective.
15. UTILITIES: LANDLORD shall furnish to the premises
water, sewer and all other utilities. The COUNTY shall furnish
its own telephone service.
16. HOLD HARMLESS:
a. COUNTY agrees to indemnify and hold harmless the
LANDLORD, its officers, agents and employees from and against any
and all claims and losses whatsoever, occurring or resulting to
any persons, firms or corporations in connection with this
agreement, and from any and all claims and losses occurring or
resulting to any persons, firms or corporations for damage,
injury and death arising out of or connected with COUNTY's
performance of this agreement. COUNTY agrees to compensate
LANDLORD for any damage to LANDLORD's property occasioned by the
negligence of COUNTY.
b. LANDLORD agrees to indemnify and hold harmless the
COUNTY, its officers, agents and employees from and against any
and all claims and losses whatsoever, occurring or resulting to
any persons, firms or corporations in connection with this
agreement, and from any and all claims and losses occurring or
resulting to any persons, firms or corporations for damage,
injury and death arising out of or connected with LANDLORD's
performance of this agreement. LANDLORD agrees to compensate
COUNTY for any damage to COUNTY's property occasioned by the
negligence of LANDLORD.
17. INSURANCE: City of Grand Terrace and the COUNTY are
public entities and are self -insured.
18. LANDLORD'S DEFAULT: LANDLORD shall be in default of
this lease if he fails or refuses to perform any provisions of
this lease that he is obligated to perform if the failure to
perform is not cured within thirty (30) days after notice of
default has been given by COUNTY to LANDLORD. If the default
cannot reasonably be cured within thirty (30) days, LANDLORD
shall not be in default of this lease if LANDLORD commences to
cure the default within the thirty (30) day period and diligently
and in good faith continues to cure the default.
19. COUNTY'S REMEDIES ON LANDLORD'S DEFAULT: COUNTY, at
anytime after LANDLORD commits a default, can terminate this
lease or can cure the default at LANDLORD's cost. If COUNTY at
anytime, by reason of LANDLORD's default, pays any sum or does
any act that requires the payment of any sum, the sum paid by

COUNTY shall be due immediately from LANDLORD to COUNTY at the
time the sum is paid, and if paid at a later date shall bear
interest at the maximum rate the COUNTY is permitted by law to
charge from the date the sum is paid by COUNTY until COUNTY is
reimbursed by LANDLORD. If LANDLORD fails to reimburse COUNTY as
required by this paragraph, COUNTY shall have the right to
withhold from future rent due the sum COUNTY has paid until
COUNTY is reimbursed in full for the sum and interest on it. The
remedies set forth in this paragraph are in addition to and do
not in any manner limit other remedies set forth in particular
paragraphs of this lease.
20. COUNTY'S DEFAULT: The occurrence of any one or more of
the following events shall constitute a default and breach of
this lease by COUNTY:
a. The vacating for more than thirty (30) consecutive
days or abandonment of the premises by COUNTY.
b. The failure by COUNTY to observe or perform any of
the covenants, conditions or provisions of this lease to be
observed or performed by COUNTY, including the payment of rent,
where such failure shall continue for a period of thirty (30)
days after written notice hereby by LANDLORD to COUNTY; provided,
however, that if the nature of COUNTY's default is such that more
than thirty (30) days are reasonably required for its cure, then
COUNTY shall not be deemed to be in default if COUNTY commences
such cure within said thirty (30) day period and thereafter
diligently prosecutes such cure to completion. The purpose of
this notice requirement is to extend the notice requirements of
the unlawful detainer statutes of California.
21. LANDLORD'S REMEDIES ON COUNTY'S DEFAULT: In the event
of any default by COUNTY which is not cured by COUNTY,. LANDLORD
can terminate this lease by giving COUNTY thirty (30) days notice
of termination. The purpose of this notice requirement is to
extend the notice requirement of the unlawful detainer statues of
California. On termination of the lease for default pursuant to
this paragraph, LANDLORD shall have the right to recover from
COUNTY only the following amounts for any and all damages which
may be the direct or indirect result of such default:
a. The worth, at the time of the award, of the unpaid
rent that had been earned at the time of termination of this
lease;
b. The worth, at the time of the award, of the amount
by which the unpaid rent that would have been earned after the
date of termination of this lease until the time of award exceeds
the amount of the loss of rent that LANDLORD proves could not
have been reasonably avoided;
C. The worth, at the time of the award, of the amount
by which the unpaid rent for the balance of the term after the

time of award exceeds the amount of the loss of rent that
LANDLORD proves could not have been reasonably avoided; and
d. Any other amount, and court costs, necessary to
compensate LANDLORD for all detriment proximately caused by
COUNTY's default which LANDLORD proves could not have been
reasonably avoided.
"The worth, at the time of the award," as used in "a"
and "b" of this paragraph, is to be computed by allowing interest
at the maximum rate an individual is permitted by law to charge.
"The worth, at the time of the award," as referred to in "c" of
this paragraph, is to be computed by discounting the amount at
the discount rate of the Federal Reserve Bank of San Francisco at
the time of the award, plus one percent (1%).
22. LANDLORD'S ACCESS TO PREMISES: LANDLORD and his
authorized representatives shall have the right to enter the
premises at all reasonable times for any of the following
purposes:
a. To determine whether the premises are in good
condition;
b. To do any necessary maintenance and to make any
restoration to the premises that LANDLORD has the right or
obligation to perform.
C. To serve, post, or keep posted any notices
required by law;
d. To post "for sale" signs at any time during the
term, to post "for rent" or "for lease" signs during the last
three (3) months of the term; and
e. To show the premises to prospective brokers,
agents, buyers, tenants, lenders or persons interested in an
exchange, at anytime during the term.
LANDLORD shall conduct his activities on the premises
as allowed in this paragraph in a manner that will cause the
least possible inconvenience, annoyance, or disturbance to
COUNTY.
23. NOTICES:
Any notice, demand, request, consent, approval, or
communication that either party desires or is required to give to
the other party or any other person shall be in writing and
either served personally or sent by prepaid, first-class mail.
Any notice, demand, request, consent, approval, or communication
that either party desires or is required to give to the other
party shall be addressed to the other party at the address set
forth below. Either party may change its address by notifying

the other party of the change of address. Notice shall be deemed
communicated two (2) COUNTY working days from the time of mailing
if mailed as provided in this paragraph.

24. INCORPORATION OF PRIOR AGREEMENT: This lease contains
all of the agreements of the parties hereto with respect to any
matter covered or mentioned in this lease, and no prior agreement
or understanding pertaining to any such matter shall be effective
for any purpose.
25. WAIVERS: No waiver by either party of any provisions
of this lease shall be deemed to be a waiver of any other
provision hereof or of any subsequent breach by either party of
the same or any other provisions.
26. AMENDMENTS: No provision of this lease may be amended
or added to except by an agreement in writing signed by the
parties hereto or their respective successor in interest,
expressing by its terms an intention to modify this lease.
27. SUCCESSORS: This lease shall inure to the benefit of
and be binding upon the heirs, executors, administrators,
successors, and assigns of the parties hereto.

29. TIME OF ESSENCE: Time is of the essence of each
provision of this lease which specifies a time within which
performance is to occur. In the absence of any specific time for
performance, performance may be made within a reasonable time.
30. QUIET ENJOYMENT: Subject to the provisions of this
lease and condition upon performance of all of the provisions to
be performed by COUNTY hereunder, LANDLORD shall secure to COUNTY
during the lease term the quiet and peaceful possession of the
premises and all right and privilege appertaining thereto.
31. PROVISIONS ARE COVENANTS AND CONDITIONS: All
provisions, whether covenants or conditions, on the part of
either party shall be deemed to be both covenants and conditions.

32. CONSENT: Whenever consent or approval of either party
is required that party shall not unreasonably withhold such
consent or approval.
33. EXHIBITS: All exhibits referred to are attached to
this lease and incorporated by reference.
34. LAW: This lease shall be construed and interpreted in
accordance with the laws of the State of California.
35. CAPTIONS, TABLE OF CONTENTS AND COVER PAGE: The
paragraph captions, table of contents and the cover page of this
lease shall have no effect on its interpretations.
36. SURVIVAL: The obligations of the parties which, by
their nature, continue beyond the term of this lease, will
survive the termination of this lease.

CLAIMS 88-02, 88-03, 88-04 and 88-05

Claims 88-02, 88-03 and 88-04 are the result of alleged injuries
as a result of their vehicle being struck by a train on a private
railroad crossing.
The location of the site is on the western edge of Grand Terrace
City boundary, west of Gage Canal and north of Main Street. I
traveled to this area and determined that the site of this
private railroad crossing is on land within the jurisdictional
boundaries of the City of Grand Terrace, but on private property.
The crossing is marked with a single sign indicating private
railroad crossing and the crossing seems to be maintained in good
condition. I crossed the crossing several times in my personal
vehicle with no difficulty. Staff is recommending that these
three liability claims be denied.
Grand Terrace Liability Claim 88-05 is a claim for alleged
injuries received as a result of a motor vehicle accident at the
intersection of Tropica Rancho Road and La Cadena Drive in
Colton. The location of this accident falls within the
jurisdictional boundaries of the City of Colton and Grand Terrace
has no liability in the matter.
STAFF RECOMMENDS:
THAT THE CITY COUNCIL REJECT LIABILITY CLAIMS 88-02, 88-03, 88-04
and 88-05 FOR LACK OF LIABILITY.

daughter, ROBERTA CORDOVA, or about the 28th day of April, 1988,
on La Cadena Drive in the City of Grand Terrace, County of San
Bernardino, California under the following circumstances.
On April 28, 1988, ROBERTA CORDOVA was a passenger of a
vehicle proceeding northbound on La Cadena Drive. At the
intersection of Tropica Rancho Road in Grand Terrace, JERRY
ROGERS, who was driving a 1977 Cadillac failed to stop at the
sign posted on Tropica Rancho Road and impacted with the vehicle
in which ROBERTA CORDOVA was a passenger, causing her death.
That this intersection is dangerous and defective and is a
3angerous condition as defined in the government code, in that it
4as improperly and negligently maintained. Said damages and

accident which gave this public entity notice of such condition.
It is contended by claimant that this public entity had
actual and constructive notice of this condition and failed to

Defendant, CITY OF GRAND TERRACE, negligently maintained
public roadway conditions for public safety and maintained
roadways in a dangerous and defective condition of public
property which episode was a direct and proximate result of the
negligence of the CITY OF GRAND TERRACE, its agents and
employees.

The City has received a request from Lucille Hamblin, 11925
Arliss Drive, for a home occupation permit to operate a beauty
shop.
The current policy addresses the staff's ability to issue a home
occupation permit outlining a condition that no customer traffic
may be conducted in or out of the home occupation. This policy
was created to minimize the affect of a home occupation on its
neighbors by not allowing customer traffic in or out of the site.
The City does have, however, two home occupation permits which
were granted by the County for beauty shop purposes prior to the
in-house handling of the home occupation permits. As a general
rule, staff will deny any permits for home occupations that
create customer traffic. However, Lucille Hamblin has been
operating from her home with no negative comments from her
surrounding neighbors. She indicates her clientele is limited
and it is, therefore, staff's recommendation that an exception be
made and a home occupation permit be granted by the City Council
subject to the attached conditions:

After many years as an owner and operator of a successful beauty shop
business, failing health made it necessary to sell my business several
months ago.
The decision was difficult for me to make and distressful for several
of my regular elderly clients who live in Grand Terrace, some of whoa
live within walking distance of my home.
-In order to continue to serve this very limited clientele, I decided
�.,t.o convert one of .the extra rooms in my home into a small shop (One
`shampoo bowl and three dryers). The conversion net all health and
safety codes.
Wanting to continue to be a self sustaining, law abiding and productive

The meeting was called to order at 7:05 PM by Chairmagl'�KlFAWQJ RR se
present were Ann Petta, Vi Gratson, Hannah Laister, Irene Mason, and Pauline
Grant. Randy Anstine was also present. Linda Lee Laufer was absent.
The secretary's report for July was read and approved. Ann made the motion to
accept, seconded by Irene. Treasurer's report was incomplete due to the flyers
for the Country Fair having been paid for and the kit purchased by Hannah to be
raffled off at the fair having been paid for also. These items have been taken
from our budget.
Quilt Display at Country Fair: Viola will discuss this item with the woman
who requested it so that we will know what size room, how many quilts she will
have,etc. This will than be discussed at the next meeting.
Application from Marie Schmidt: Application for membership in the Committee
was received from Marie Schmidt. Approval was made by the Committee. Irene
made the motion, Vi seconded. The secretary will send a report to Council.
Show Case: Discussed with Randy items received from Italy.. He suggested
that we make a Commission report to Council for Staff to recommenda permanent
place for these items since they are valuable. Ann made the motion to do this,
seconded by Viola.
The Committee will meet Wednesday, August 10th at 7 PM at Viola's home to work
on the scrapbooks.
Country Fair: Flyers ready to go out with sewer billings. Posters will be
prepared. We need a sign for in front of the Community Center to cover the
Bingo Sign - COUNTRY FAIR TODAY. Randy showed us a brochure and will call
about sizes, colors, etc.
Viola ordered a file cabinet from Randy for our papers.
The next meeting will be September 12th due to Labor day. The meeting was
adjourned at 7:45 PM. Pauline made the motion, seconded by Irene.

DISCUSSION•
On July 18, 1988 the Site and Architectural Review Board approved
SA-88-8, an application for a single family home at 11870 Burns
Avenue, subject to certain conditions of approval (see Planning
Commission Staff Report dated July 18, 1988). Condition No. 1 from
the City Engineer was the requirement that the applicant provide
the City Engineer with a certificate of survey for the subject
parcel. On July 25, 1988, staff received the attached letter
(Attachment B) from the applicant requesting an appeal to remove
this condition of approval.
The City Engineer has indicated that this condition is a standard,
necessary condition when the subject property is either vacant or
if the exact location of any of the property lines are in question.
Both of these issues are present with regards to the subject
property.
RECOMMENDATION
The Planning Department recommends the City Council uphold the Site
and Architectural Review Board's decision on SA-88-8 thus denying
the applicant's appeal.

LANDSCAPING
The landscaping plans indicate that there will be a front and
rear lawn of Bermuda. Grass. Several trees will be planted,
including three California Sycamores and a Weeping Willow. The
rear .a.rd indicates a. recreation area bordered from the rest of
the yard by Purple Hopseed Bushes.
There is no indication of the required street tree planting on
the plans. Pursuant to Section of the Grand Terrace
Municipal Code, there must he one tree planted per lot, or if the
lot has more than 80 feet of frontage, one per 40 feet must be
pla.nted.
Fencing is not indicated on the plans. Pursuant to Section
1d.5;.0-yu of the Grand Terrace Hunicipal Code fences not less
than C feet in height shall be erected on rear and side yards in
all districts.

In response to a request from Mayor Matteson, staff has reviewed
the unincorporated area south of Main Street which lies in
Riverside County. The purpose of this review was to produce a
preliminary recommendation of boundaries for a possible annexation
in this area. This area is divided into two primary sections, that
area which is currently developed and is located west of Michigan
Street and the area to the east of Michigan Street which contains
some new residential areas but is for the most part either vacant
or used for agricultural purposes.
Staff feels that as a result of preliminary investigation, we would
not recommend annexing the area generally to the west of Michigan
Street. However, due to the potential growth and development
opportunities in the area to the east of Michigan Street, staff
feels that if the City Council is interested in pursuing this
concept, additional study regarding this area would be appropriate.
A preliminary draft of potential boundaries and the existing
landuses of this area are presented on Attachment A.
RECOMMENDATION
If the City Council wishes to pursue this project, staff would
recommend the City Council direct staff to conduct a feasibility
study regarding the possible annexation of the area identified on
Attachment A.
