With the resignation we have re-evaluated our current program offering and have determined that the department could be run more efficiently by restructuring. This would include upgrading the position of the Child Care Coordinator to a full-time position with the title of Child Care Supervisor and re-creating a Recreation Supervisor as a full-time position and eliminating the Community Services Supervisor position. Staff feels that our After School Day Care and Tiny Tot Programs have expanded sufficiently enough to warrent a Child Care Supervisor. The Day Care Program currently serves more than seventy children and state regulations prohibit admitting any more with the existing facilities. Our Tiny Tot Program continues to grow with morning classes filling every quarter and an increase in enrollment in afternoon classes. The duties of the Child Care Supervisor will include, but are not limited to: Report to Assistant City Manager; plan, organize and implement a wide variety of activities at the City's Child Care Services Center; supervise Head Teachers and other subordinates; advises neighborhood and community groups on child care services; work with parents to promote the growth and development of their children; ensure safety of each child; prepare concise written reports and oral presentations when required; give input to Assistant City Manager with regards to expansion of the program; develop specifications for possible new child care facility at current park site. Two It is staff's feeling that designating these duties to a Child Care Supervisor will allow the Recreation Supervisor more flexibility to expand the department in other directions. The Tour de Terrace, for example, will now fall under the duties of the Recreation Supervisor and there has also been interest in an annual 5/10 K Race. Interest has also been expressed in a Track and Field Program and a recreation program for teenagers. With the current duties of the Community Services Supervisor these added responsibilities would add enough of a burden that the new programs co6ld not be exercised in the most efficient manner. L Currently, in the Recreation Department, there is only one full- time position with benefits. The creation of a second full-time position with benefits will result in an annual increase of $14,600 per year. This figure takes into consideration the part- time (32% Hrs per week) position to a full-time 40 hr position with benefits. STAFF RECOMMENDS THAT: 1. Combination of high school diploma and 12 semester units or equivalent in early childhood eduction, recreation or closely related field with at least 3 semester units in administration or staff relations and four years of teaching and child care experience in a day nursery or similar piogram. Additional education may be substituted for experience on a one year of college education equaling two years of experience basis.
