Presented for your acceptance is the CRA Annual Report as required by
California Heath and Safety Code § 33080, the annual report to the State
Controller of Financial Transactions of Community Redevlopment Agencies, and
the audited Financial Report for the fiscal year ended June 30, 1988. The
Financial Report was prepared by the accounting firm of Moreland & Associates,
Inc., with whom the Agency contracts to perform a financial and a compliance
audit.
The auditor has rendered an opinion that the financial statement fairly
represents the financial position of the Agency and there are no instances of
non-compliance with the laws governing Redevelopment Agencies.
Staff Recommends that the Agency:

Pursuant to the travel policy, staff is requesting Council
authorization for travel outside -the southern five counties.
On January 25-27 the League of California Cities is sponsoring
the new Mayors and Council Members Institute. Cost to attend
including travel, registration, lodging and meals is
approximately $500 per person. Funds have be,en budgeted for this
expense. Currently, we have tentatively scheduled the Mayor Pro
Tem Hugh Grant, Council Members Pfennighausen and Carlstrom, and
the City Manager to attend.

Jenkins, has resigned to accept a promotional position with the
City of San Bernardino.
With the resignation we have re-evaluated our current program
offering and have determined that the department could be run
more efficiently by restructuring. This would include upgrading
the position of the Child Care Coordinator to a full-time
position with the title of Child Care Supervisor and re-creating
a Recreation Supervisor as a full-time position and eliminating
the Community Services Supervisor position.
Staff feels that our After School Day Care and Tiny Tot Programs
have expanded sufficiently enough to warrent a Child Care
Supervisor. The Day Care Program currently serves more than
seventy children and state regulations prohibit admitting any
more with the existing facilities. Our Tiny Tot Program
continues to grow with morning classes filling every quarter and
an increase in enrollment in afternoon classes.
The duties of the Child Care Supervisor will include, but are not
limited to:
Report to Assistant City Manager; plan, organize and
implement a wide variety of activities at the City's
Child Care Services Center; supervise Head Teachers and
other subordinates; advises neighborhood and community
groups on child care services; work with parents to
promote the growth and development of their children;
ensure safety of each child; prepare concise written
reports and oral presentations when required; give
input to Assistant City Manager with regards to
expansion of the program; develop specifications for
possible new child care facility at current park site.

It is staff's feeling that designating these duties to a Child
Care Supervisor will allow the Recreation Supervisor more
flexibility to expand the department in other directions. The
Tour de Terrace, for example, will now fall under the duties of
the Recreation Supervisor and there has also been interest in an
annual 5/10 K Race. Interest has also been expressed in a Track
and Field Program and a recreation program for teenagers. With
the current duties of the Community Services Supervisor these
added responsibilities would add enough of a burden that the new
programs co6ld not be exercised in the most efficient manner.
L Currently, in the Recreation Department, there is only one full-
time position with benefits. The creation of a second full-time
position with benefits will result in an annual increase of
$14,600 per year. This figure takes into consideration the part-
time (32% Hrs per week) position to a full-time 40 hr position
with benefits.
STAFF RECOMMENDS THAT:
1. COUNCIL ADOPT THE ATTACHED RESOLUTION AUTHORIZING THE
DELETION OF DAY/CHILD CARE COORDINATOR AND COMMUNITY
SERVICES SUPERVISOR POSITIONS AND ADD THE POSITIONS OF
RECREATION SUPERVISOR AND DAY/CHILD CARE SUPERVISOR.
2. COUNCIL APPROPRIATE $7,300 FOR THE ADDITIONAL SALARIES
AND BENEFITS FOR THE BALANCE OF THE CURRENT FISCAL YEAR.

as: verified, satisfactory, full-time (at least 3 hrs. per day
for a minimum of 100 consecutive calendar days) as a volunteer or
paid staff member working for someone who would qualify as a
director under the State Code.
Combination of high school diploma and 12 semester units or
equivalent in early childhood eduction, recreation or closely
related field with at least 3 semester units in administration or
staff relations and four years of teaching and child care
experience in a day nursery or similar piogram. Additional
education may be substituted for experience on a one year of
college education equaling two years of experience basis. The
12 semester units in working with children shall include
child/human growth and development; child, family and community,
or child and family.
Special Conditions
The California Health and Safety Code and California
Administrative Code require that applicants be at least eighteen
years of age.
Must have valid California driver's license. Candidate must be
eligible to obtain a class II license.
